SAN DIEGO (KGTV) — Efforts to streamline the construction of a massive transportation hub in the Midway District and update the Navy's Old Town campus have been approved by the state.Gov. Gavin Newsom signed AB 2731 this week, which will allow the San Diego Association of Governments (SANDAG) to quicken the environmental review process in order to build a transit hub connecting to San Diego International Airport and redevelop the Naval Information Warfare Systems Command (NAVWAR) Old Town campus site, should the Navy partner with SANDAG.The bill, introduced by California State Assemblymember Todd Gloria and Senate President pro Tempore Toni G. Atkins (D-San Diego), will allow SANDAG to use the Navy's environmental document as the basis of its California Environmental Quality Act document and requires most legal actions over the project to be resolved in 270 days.RELATED: Mayor Faulconer, Acting Navy Sec. agree to make NAVWAR facility a transit hubThe bill will also require the transit hub to meet high environmental benchmarks, such as LEED Gold certification, reducing vehicle miles by 25%, and be greenhouse gas neutral in exchange for the streamlined environmental process."This bill represents a unique opportunity to protect the existing 5,000 Navy jobs from relocation, create a 21st-century transportation system in San Diego, and provide desperately needed economic stimulus to our local economy in the wake of COVID-19," said Gloria. "This project has the potential to generate at least 16,000 jobs and provide housing for up to 27,000 residents – both of which we know are desperately needed. SAN DIEGO (KGTV) - Health officials say 18 more people have died from flu-related illness in San Diego in the last week.San Diego's flu-death total for the season is now at 269 people. Officials said this season the deaths have ranged in people 1- to 101-years-old. Thirty-four of those deaths have been in individuals under the age of 65.At the same time last season, there were only 49 recorded flu-related deaths.RELATED: Here's when doctors say you should go to the hospital with the flu"Influenza deaths are very unfortunate, but they occur in higher numbers during a severe flu season," Wilma Wooten, County public health officer, said. SAN DIEGO (KGTV) — Fire crews continued mopping up what was left of the Willow Fire in Rancho San Diego Thursday, as they remain on high alert during this Red Flag Warning.One home was destroyed in the brush fire, while six others were damaged when the flames, pushed by wind quickly moved up a hillside to Willow Glen Drive Wednesday.The fire prompted evacuations. Neighbors told ABC 10News they were scrambling to get out in the middle of the night, unsure of what to grab."I happened to be on scene first with our fire chief and it was about five acres when I first got here and quickly grew, and was in the backyards of some of these homes in 5 to 10 minutes," said Andy Lawler, San Miguel Fire & Rescue Battalion Chief.Crews were able to quickly gain control of the flames, making airdrops when safe, and saving homes — despite the wind working against them.Over in San Marcos, the Sycamore Fire grew to three acres Thursday afternoon but firefighters were ready to attack it from all angles.Fire departments across San Diego County have upped their staffing and remain on high alert for the next few days."We have dedicated crews on these brush rigs so they have a quicker response throughout the city of San Diego," San Diego Fire-Rescue Battalion Chief R.J. SAN DIEGO (KGTV) -- Electric scooters are everywhere, even showing up on the freeways and on the Coronado Bridge.It’s an offense CHP says they’re seeing too often. Someone taking up the slow lane on one of the scooters.California vehicle codes prohibit electric scooters on any road with a speed limit of more than 25 miles per hour.CHP officer Jim Bettencourt says he’s even seen them on the Coronado Bridge. A sign clearly states that pedestrians, bicycles and motor-driven cycles prohibited.As drivers go onto the bridge, not even an inch of space exists on the shoulder. In fact, the City of Coronado banned the dockless bikes and scooters in march.If left parked, they’ll be impounded.
