COCKEYSVILLE, Md. — A Maryland man is facing more than two dozen criminal charges after stealing a dump truck while drunk and on drugs, fleeing from police, and killing a man during the chase.The incident reportedly began about 2 p.m. Monday when Baltimore City Police contacted Maryland State Police about a stolen dump truck headed northbound on I-83.Troopers eventually located the truck, owned by a roofing company, unoccupied in a Walmart parking lot in Cockeysville, Maryland. Police say they set up surveillance to see who had stolen the tuck. A man, later identified as 26-year-old Zackery Haeger, was later seen getting into the truck, at which time police attempted to stop the vehicle, but he refused. Haeger then proceeded to drive towards troopers who were outside of their vehicles, causing them to have to jump out of the way. Driving erratically at a high rate of speed, he continued to flee, leading troopers on a chase that spanned from York Road through Padonia and Cranbrook Road. He was driving down the median lane on York Road when he hit another car at Padonia Road, causing disabling damage to the car. During the pursuit, the stolen Ford F550 dump truck crossed a double yellow line again and collided with another car, an oncoming Nissan at Rossbrooke Circle. Haeger then bailed out of the car and ran away, where he was captured by troopers.Officials say Haeger was taken to Sinai Hospitals for minor injuries where he gave officers a fake name, but a fingerprint check identified the man as Haeger. COVINGTON, Kentucky — The Kenton County, Kentucky Sheriff’s Office agreed to a 7,000 settlement with the families of two elementary students handcuffed by school resource officers in 2014, according to the American Civil Liberties Union.The children were handcuffed above the elbow behind their backs for misbehavior which the Children’s Law Center said was related to disabilities. The Children’s Law Center and ACLU filed a lawsuit against the sheriff’s office in 2015 over the incidents.The ACLU claimed the handcuffings were in violation of the students’ rights. The Covington students -- a boy and a girl -- both had attention deficit hyperactivity disorder, histories of trauma and other disabilities, according to the lawsuit.Video of a boy handcuffed and squirming in a chair even got the attention of the U.S. Department of Justice, which also investigated the school district’s disciplinary practices after the lawsuit was filed. Containers of fruits being sold at Walmart in nine states were recalled due to a listeria risk.On Saturday, the Food and Drug Administration posted on its website that Country Fresh expanded its voluntary recall, which they issued on Friday, to include various containers of Freshness Guaranteed-brand cut or sliced apples, grapes, mangos, pineapples, and cantaloupe distributed by Walmart.In a recall notice published on the FDA's website, Country Fresh said the FDA's voluntary recall came after a recent inspection."The recall is a precautionary measure due to possible health risk from Listeria monocytogenes detected on equipment used in an area near where these products are packed," Country Fresh said in the recall notice.According to the notice, the product is currently sold at select Walmart stores in Arkansas, Illinois, Indiana, Kansas, Kentucky, Louisiana, Missouri, Oklahoma, and Texas.Walmart stores removed removing the recalled product from shelves and inventories immediately.
