BEIJING, July 25 (Xinhuanet) -- More than one in three births in the U.S. are  delivered by C-section, which is an all time high and an increase of 25 percent over seven years, according to news reports Monday quoting a new study.Based on data from 19 states, C-section, or Cesarean, deliveries shot up from 27 percent of all births in 2002 to 34 percent in 2009, said the study by HealthGrades.  HealthGrades is an independent health care ratings organization with information on physicians, dentists and 5,000 hospitals in the nation.The study noted that the states with the highest rates are Texas, New Jersey and Florida while Utah, Colorado and Wisconsin are the lowest.Experts hold C-section deliveries are most suitable when vaginal delivery puts the health of the woman or child at risk, but also attributing the reason of increase to convenience, less risk, fertility and general attitudes.However, Divya Cantor, MD, MBA and HealthGrades Senior Physician Consultant. cautioned, "C-sections are rising, and there needs to be a little bit more scrutiny from the person who is having the C-section as well as doctors and hospitals."

WASHINGTON, Aug. 16 (Xinhua) -- The White House announced Tuesday that the U.S. Departments of Agriculture, Energy and Navy will invest up to 510 million U.S. dollars in partnership with the private sector to facilitate the country's biofuel industry development."Biofuels are an important part of reducing America's dependence on foreign oil and creating jobs here at home," U.S. President Barack Obama said in a White House statement.The initiative is a response to a directive from Obama issued in March as part of the Blueprint for A Secure Energy Future, the administration's framework for reducing dependence on foreign oil."But supporting biofuels cannot be the role of government alone. That's why we're partnering with the private sector to speed development of next-generation biofuels that will help us continue to take steps towards energy independence and strengthen communities across our country," Obama added.The joint plan calls for the three departments to invest up to 510 million dollars in the next three years, which will require substantial cost share from private industry, in a bid to reduce U. SANTO DOMINGO, Aug. 19 (Xinhua) -- The number of deaths caused by cholera in the Dominican Republic have increased to 109, and there are 15,876 suspect cases, according to government figures released on Friday.Public Health Ministry said in a statement that the intensity of the outbreak has been decreasing since six weeks ago, but the region of Gran Santo Domingo, which includes the Dominican capital city, still faces a serious epidemic situation.The government is developing preventive measures which include informing the population, careful observation of diarrhea cases, providing drinkable water and building new public toilets as part of efforts to contain the outbreak, it added.The latest Cholera outbreak appeared in the Dominican Republic last November, a month after cases were reported in Haiti.The Ministry said they stepped up efforts to monitor the situation after tropical storm "Emily" passed through parts of the country two weeks ago.After the beginning of the rain season, cholera cases have increased generally and all the public hospitals in the country are provided with supplies and medical staff to care for the people with symptoms of cholera or other tropical diseases.

BEIJING, Sept. 27 (Xinhuanet) -- Scientists have been making great efforts to show how harmful coffee is to us, though no evidence yet. A latest study may be reassuring for coffee-lovers.Women who drink caffeinated coffee are less likely to be depressed than those don't. And the more they drink, the lower risk of developing depression, according to a study published Monday in the Archives of Internal Medicine. Researchers of the study tracked the health of over 50,000 women aged between 30 and 55 in 1996 for a decade and recorded their mental health and coffee intake periodically.They find that women who drank two or three cups of coffee per day were 15 percent less likely than those who drank little or decaffeinated coffee to be depressed.And for those who drank four or more cups, the risk of developing depression reduced by 20 percent.The reason why coffee could protect depression is not clear. But the scientists from the Harvard University speculated that caffeine was the key player. More research is needed to show whether caffeine can ward off depression.It might be that not-depressed people tended to be more activated and the habit of coffee drinking just fit in their lifestyle.However, the depressed ones, who might suffer from sleeplessness, chose not to drink coffee because the caffeine might exacerbate it."There's no need to start drinking coffee," said Dr. Alberto Ascherio, the senior author of the study, "The message is that coffee is safe to drink, with no adverse effects. That's really all that can be said."
