"Engineers need that time to troubleshoot an issue that resulted in today's launch scrub."During Friday's countdown, engineers detected a failure in one of two heater circuits associated with Auxiliary Power Unit (APU) 1. Endeavor also will fly the a platform that carries spare parts that will sustain space station operations once the shuttles are retired from service.The mission will feature four spacewalks to do maintenance work and install new components. These are the last scheduled spacewalks by shuttle crew members.Endeavor, which has been promised to the California Science Center in Los Angeles upon its return, was the replacement ship for Challenger, which was lost in a 1986 explosion as it ascended over the Atlantic that killed seven astronauts.It will be the second of NASA's three surviving shuttles to be retired. Sister ship Discovery, which will be transferred to the Smithsonian National Air and Space Museum, completed its last flight in March.Atlantis' final launch is scheduled for June 28. When the U.S. space shuttle program officially ends later this year, the Russian space program's Soyuz capsule will be the only method for transporting astronauts to and from the station.

BEIJING, Feb. 15 (Xinhua) -- A senior Chinese mainland official has said the government will work with Taiwan to enhance cross-Strait economic exchanges and cooperation.The mainland would this year focus on fulfilling the cross-Strait Economic Cooperation Framework Agreement (ECFA) and conducting follow-up negotiations on the pact, which took effect in September last year, Xu Mang, director of the economy bureau of the Taiwan Affairs Office of the State Council, told Xinhua in an interview.Top of the follow-up agenda was cross-Strait investment protection. The mainland hoped to reach a mutually beneficial agreement on the issue with Taiwan at an early date, with concerns of both sides respected, Xu said.Xu said the two sides should adhere to the principle of balance in negotiations, aiming for effective protection, fewer restrictions and more convenience for cross-Strait investment.Mainland and Taiwan negotiators agreed in December last year to continue discussing the investment protection agreement at the seventh round of talks scheduled for this year.The mainland would also continue this year to encourage investment in Taiwan, address Taiwan enterprises' concerns over economic transformation and development, and promote cross-Strait cooperation in finance, modern services and agriculture, Xu said.The first step in implementing the ECFA, the "early harvest program," took effect on Jan. 1, when the mainland reduced tariffs on 539 Taiwanese items, or 16 percent of imports from Taiwan, while Taiwan cut duties on 267 mainland items, 10 percent of imports from the mainland.Within two years, the duties on those products will be reduced to zero.Xu said the implementation of the early harvest program would boost trade links across the Strait.As the products receiving tariff reductions covered industries including agriculture, petrochemicals, machinery, textiles and transport, Taiwan businesses on the mainland would benefit from lower purchase costs on Taiwan raw materials, Xu said.Taiwan's small and medium-sized enterprises and low-income groups would especially benefit from the tariff reductions on exports of 18 agricultural products to the mainland, Xu said.Statistics from Taiwan showed that driven by the tariff reduction, the island's small and medium-sized enterprise export trade volume to the mainland would increase to 18 billion U.S. dollars per year."The tariff reduction policy will benefit more Taiwan compatriots," Xu said.Cross-Strait trade volume totaled 145.37 billion U.S. dollars last year, a rise of 36.9 percent year on year. The figure included 115.69 billion U.S. dollars of Taiwan exports to the mainland, up 20.2 percent. 

NEW DELHI, March 5 (Xinhua) -- Doctors in India have claimed to have successfully performed a rare robotic heart surgery on a 23- year-old person at a hospital in the southern Indian city of Chennai, local media reported Saturday.Dr. R. Ravi Kumar, the Director of the Institute of Cardiovascular Disease at the Chettinad Health City, said the robotically assisted procedure involved replacing both the mitral and the aortal valve simultaneously.The surgery carried out on D. Vijayakanth, an auto driver from Vellore, was done by a three armed robot, took four hours and cost 225,000 rupees (4,500 U.S. dollars)."The best part about using a robot in cardiac surgery is that the patient's heart need not be opened and the surgery can be done using a small 4cm incision. This is not possible with normal surgeries without a robot," Dr Ravi Kumar was quoted by local daily The Times of India as saying.Robotic surgery, which is fairly new in the country, can be used for a gamut of medical procedures, said Dr Ravi Kumar."It requires a lot of precision and intense training because though the robotic hands do the surgery, it has to be controlled by a trained surgeon. One of the biggest disadvantages is the lack of sensory perception which is there when the surgeon actually does the surgery himself," he said.

CANBERRA, May 26 (Xinhua) -- Australian Health Minister Nicola Roxon on Thursday night said she will not be frightened off by the tobacco industry's attempt to lobby Malaysia to oppose the Australian government's proposal for plain packaging of cigarettes.According to ABC News, big tobacco companies have appointed a former United States ambassador to the World Trade Organization ( WTO), Peter Allgeier, to help them fight the Australian federal government's plain packaging plan, which is due to come into effect this year.An email sent to a Malaysian official and obtained by ABC News showed that Allgeier had a meeting with Malaysia's trade minister before, and he has been lobbying a Malaysian administrator to put pressure on Australia over plain packaging.Allgeier's email also stated that "members of the U.S. congress also have written to the Australian Government outlining concerns about the implications of plain packaging for the integrity of Australia's trade commitments."However, Roxon, who said she has not been approached by Malaysia on the issue, said Allgeier's appointment demonstrated just how far big tobacco is prepared to take its fight."But we won't be frightened off because big tobacco is hiring lobbyists or looking at ways to influence the action we're taking, " she told ABC television on Thursday night.The tobacco industry has already spent millions fighting plain packaging, and last year gave 5.2 million U.S. dollars to the Alliance of Australian Retailers (AAR) to fund an advertising campaign against the plan.If the cigarettes law is enforced, Australia will become the first country in the world to ban logos and brand names from cigarette packaging. BEIJING, Feb. 18 (Xinhua) -- China needs to reform funding methods for scientific and technological research in order to boost the nation's innovation capabilities, said officials and researchers attending a conference in Beijing Friday.The management of the government-funded research projects should also be reformed, State Councilor Liu Yandong said at the national conference on science and technology work.Liu stressed that reform, innovation and cooperation should be the keys for China's science and technology work over the next five years, when the government would increase funding for research in new strategic industries, such as new energy, biomedicine and high-end manufacturing.Last year, central and local government spending on science and technology development totaled 380 billion yuan (57.8 billion U.S. dollars), Science and Technology Minister Wan Gang said at the conference.Over the past five years, central government spending on science and technology development had grown by around 20 percent annually.However, some researchers have complained problems in the funding system actually hinder innovation and progress.Inflexibility in the management of government funds allowed researchers little freedom to adapt projects to developments in their fields, said Li Zhenzhen, a researcher at the Institute of Policy and Management under the Chinese Academy of Sciences (CAS).Chen Jie, a research fellow of the CAS' Institute of Microelectronics, said some authorities which oversee the spending of research funds had been rather rigid."In some cases, they are more interested in spending most of the funds on new equipment than scientists," Chen said in an earlier interview with Xinhua.
