BEIJING, Aug. 28 (Xinhua) -- Chinese legislators on Saturday passed the People's Mediation Law on the final day of the bimonthly meeting of the Standing Committee of the National People's Congress (NPC), the top legislature.The law establishes the people's mediation committee as the legal organization to resolve everyday disputes, and sets down the procedure for formation of such an organization within community committees.The law stipulates that governments at county levels and above shall provide financial support for mediation work and shall honor and reward outstanding mediation committees and mediators.The law encourages people to settle disputes at the neighborhood-level, outside of courts and arbitration.To achieve that goal, the law streamlines the relation between mediation and other kinds of dispute resolution methods. It provides that courts at the grassroots level, as well as police offices, should inform parties involved in disputes about the possibility of solving such disputes through mediation.The law also spells out that agreements reached in the mediation procedure are legally binding and can be enforced by courts upon one party's request.Nonetheless, the law stipulates that mediation should be carried out in accordance with the parties' real intent. If one of the parties in dispute has explicitly refused to resolve the problem through mediation, the mediation should not be undertaken.In China, people traditionally regard going to court as a very serious action, so resolving disputes through mediation has become popular.China has more than 4.9 million mediators working in more than 800,000 mediation committees, according to the Ministry of Justice.These organizations handled more than 7.67 million disputes last year, with a 97.2-percent resolution rate, while only 1 percent went on to litigation.

ATHENS, Sept. 11 (Xinhua) -- Visiting Senior Chinese legislator Chen Zhili on Saturday called for the promotion of gender equality through education.Since the Fourth World Conference on Women, society has become more aware that the empowerment of women and the improvement of their status is critical to economic, political and social development, Chen said during a keynote speech at the UNESCO forum on gender equality in Athens.Chen, vice chairwoman of the Standing Committee of the National People's Congress (NPC), said China has witnessed great improvement in the status of women in recent years.With the implementation of the Women Protection Law as well as other national policies on gender equality, the rights of Chinese women in the area of education, work and politics are guaranteed, Chen said.Chen also spoke highly of the efforts made by UNESCO to promote sustainable development through gender equality.During her speech, Chen made several proposals to promote gender equality. The proposals included creating a stronger voice for gender equality that should be heard by all people, especially male decision makers, she said. XIAMEN, Sept. 7 (Xinhua) -- China will continue to attract large influxes of foreign investment in the next few years despite uncertainties in the global economic recovery, Commerce Minister Chen Deming said Tuesday.Although uncertainties lie in the process of the global economic recovery and the development trend of the world economy would, to some extent, affect foreign investment in China, the next few years will still be a high-tide period for foreign investment inflow into the country, Chen said Tuesday at a ministerial conference at the 2nd World Investment Forum (WIF) in Xiamen City in southeast China's Fujian Province."Currently, many countries and organizations have rated China as the most appealing destination for investment, which probably would not be changed for a few years," said the minister.Foreign direct investment (FDI) this year is set to "surpass 100 billion U.S. dollars," compared to 90 billion dollars last year, an official with the ministry predicted on Sunday.During the first seven months of this year, China's FDI increased 20.65 percent year on year to 58.35 billion dollars, according to the ministry' s latest statistics.Meanwhile, some 14,459 foreign-invested companies were established in China in the first seven months, up 17.9 percent year on year.

BEIJING, Oct. 24 (Xinhua) -- China's Ministry of Commerce (MOC) vowed to step up regulation of sugar markets on Sunday after reserves helped stabilize prices which recently rose to a record high amid continuing harsh weather.Between Oct. 10-17, the retail price of small-packed sugar averaged 7.68 yuan per kilogram in major cities, up 1.3 percent from the end of September, according to data provided by the MOC.It shows that prices have begun to stabilize, according to the MOC website. The ministry also vowed to strengthen market regulations.China auctioned 210,000 tonnes of sugar reserves on Oct. 22 in a bid to curb soaring prices, which have been blamed on this season's frequent extreme weather in China's major sugar-producing areas, as well as reduced supplies overseas.In southwest China's Guangxi Zhuang Autonomous Region, the country's major sugar-growing area, sugar prices hit a record 6,000 yuan per tonne (902.3 U.S. dollars) on Oct. 11.Further, sugar futures hit an eight-month high of 683.20 pounds per tonne in London on Oct. 15.Also, the MOC said government reserves remain abundant and pledged to improve market supplies and ensure the public's needs.Between October 2009 and September 2010, eight batches of reserve sugar, or a total of 1.71 million tonnes, were auctioned, according to the MOC.
