A suspected suicide bombing at a wedding hall in the Afghan capital, Kabul, has killed 40 people and injured dozens more, officials say.The blast ripped through a venue near the city's international airport, where a gathering of religious scholars was taking place, the Afghan interior ministry said. A Pennsylvania man is facing criminal charges for allegedly requesting and casting ballots for dead relatives.The Delaware County District Attorney announced the charges against Bruce Bartman Monday.“We are charging him today with two counts of perjury for making false statements to register two deceased individuals who are his relatives both his mother and his mother-in-law. He made false statements through the state’s assure system to register them as voters and he’s also charged with making an unlawful vote because he actually submitted an absentee ballot for his deceased mother, a ballot that was counted,” District Attorney Jack Stollsteimer said at a press conference.Stollsteimer says both women were registered as Republicans and Bartman told investigators he had done so to help reelect Donald Trump.Bartman reportedly used the driver’s license number for his mother, who died more than a decade ago, and was able to obtain a ballot.Prosecutors say he used his mother-in-law’s social security number to register her for the general election, and the system returned a deceased record for her prompting the state to send a confirmation letter to the address to confirm the information, according to WPVI.Stollsteimer’s office says Bartman falsified this confirmation letter and returned it to register his mother-in-law to vote. He did not obtain a ballot in her name, according to prosecutors.“In his political frustration, he chose to do something stupid,” Bartman’s lawyer, Samuel Stretton told the Philadelphia Inquirer. “And for that he is very sorry.”Stollsteimer said there was no evidence of widespread voter fraud in Delaware County and this was the only case of voter fraud during this election his office has encountered. However, they have had scores of leads investigators have followed up on.Investigators said rumors on social media about a dead voter in Delaware County led to a complaint filed with the county’s Board of Elections. A task force followed up and found evidence of a crime, according to the Philadelphia Inquirer.This incident is the third instance of reported voter fraud in Pennsylvania since the election last month, the Inquirer reported.Previous reports include a man who cast two ballots on Election Day, one for himself and one in the name of his son, and of a man who allegedly applied for a ballot for his dead mother. A suspect who had barricaded himself on Tuesday in his Panama City, Florida, home after an earlier shooting was later found dead in the residence, authorities said.The Bay County Sheriff's Office identified the dead suspect as 49-year-old Kevin Robert Holroyd.One person had a minor injury and was transported to a hospital, city spokeswoman Caitlin Lawrence said earlier Tuesday.The hunt for Holroyd, who was wanted in connection with a homicide in Santa Rosa Beach in Walton County, ended with his death about 57 miles southeast in Bay County, after he opened fire on police, the Bay County Sheriff's Office said.Authorities did not say how Holroyd died.The Bay County Sheriff's Office and Panama City police began searching for Holroyd in case he returned to Bay County. Investigators started watching Holroyd's townhome apartment after his vehicle was seen there. During that time, a complex resident called the fire department to report a gas smell, the sheriff's office said.The investigators got out of their cars to find out why firefighters had arrived in the complex parking lot, authorities said.From an upstairs window of the apartment, Holroyd opened fire on the firefighters and investigators, and other responding officers, including Panama City police, the sheriff's office said.About 100 rounds were fired during the gunbattle, the sheriff's office said.At one point, two Panama City officers and a sheriff's deputy were pinned down behind their vehicles by the gunfire, the sheriff's office said.Photos from Eryn Dion of the Panama City News Herald showed a heavy police presence in the area during the standoff.Stacie Houchins said she did not see the incident start, but she decided to go to the scene to see what was going on. A train carrying dozens of Republican members of Congress, including House Speaker Paul Ryan, to their legislative retreat in West Virginia hit a truck on January 31, 2017 leaving one person dead.Wednesday the National Transportation Safety Board released a preliminary investigation into the crash.They said around 11:15 a.m., a 2018 Freightliner truck equipped with a McNeilus Truck & Manufacturing refuse body was traveling southbound on Lanetown Road in Albemarle County near Crozet, Virginia.The refuse truck, operated by Time Disposal LLC, had a 30-year-old driver and two passengers as it drove towards a highway–railroad grade crossing, later identified. The crossing is active and includes advance warning signs and pavement markings on its approach, the National Transportation Safety Board said. The crossing is also equipped with crossbuck signs, warning lights, bells and gates.As the truck neared the highway a westbound Congressional Special Amtrak train was approaching the highway–railroad grade crossing.The NTSB said the train’s lead locomotive was equipped with a forward-facing track image camera. Data that was taken from the camera showed that as the crossing came into view, the gates were down and the truck was on the grade crossing. Witnesses to the crash reported that the refuse truck entered the crossing after the gates were down.The train’s recorder showed the Amtrak train was traveling about 61 mph when the engineer applied emergency braking. The train struck the left rear of the refuse truck, causing the truck to rotate counterclockwise and then collide with a railroad signal next to the tracks. The refuse body separated from the truck, and the truck’s two passengers were ejected, according to the NTSB.As a result of the crash, one passenger in the truck died. The other truck passenger had serious injuries and the driver of the truck had minor injuries. Three Amtrak crewmembers and three train passengers sustained minor injuries, the NTSB said.NTSB investigators and Albemarle County Police Department officials and the Federal Bureau of Investigation documented the crash scene and the characteristics of the crossing, the train and the refuse truck.
