WASHINGTON, Feb. 4 (Xinhua) -- Major trading partners of the United States, including China, did not manipulate their currencies to gain an unfair advantage in international trade in 2010, according to a report released by the U.S Treasury Department on Friday."Based on the resumption of exchange rate flexibility last June and the acceleration of the pace of real bilateral appreciation over the past few months," China's behavior did not qualify under the official definition of manipulation, the Treasury said in its long-delayed semiannual report to the Congress on International Economic and Exchange Rate Policies.With respect to exchange rate policies, ten economies were reviewed in this report, accounting for nearly three-fourths of U. S. trade. Many of the economies have fully flexible exchange rates. A few have more tightly managed exchanges rates, with varying degrees of management."No major trading partners of the United States" met the standards identified by the Congress as currency manipulator, concluded the report.Since the June 19, 2010 announcement by China's central bank of greater exchange rate flexibility, its currency, also known as renminbi (RMB) has appreciated 3.7 percent against the dollar, or about 6 percent annualized. The renminbi has appreciated 26 percent in total against the dollar since 2005.The Treasury said that because inflation in China is significantly higher than it is in the U.S., the RMB has been appreciating more rapidly against the dollar on a real, inflation- adjusted basis, at a rate which if sustained would amount to more than 10 percent per year.The U.S. accuses Beijing of keeping its currency undervalued, flooding the country with cheap exports and costing U.S. jobs. But many economists believe that the appreciation of RMB will help little to the U.S. employment."Treasury today again made the right call on China's currency policy in its latest exchange rate report," John Frisbie, President of the U.S.-China Business Council (USCBC) said in a statement after the U.S. Treasury Department'report."While USCBC believes that China should allow its exchange rate to better reflect market forces, designating China as a ' manipulator' would achieve nothing. USCBC continues to support the Obama administration's approach of combined multilateral and bilateral engagement with China as the most effective way to make progress on the exchange rate issue."

LOS ANGELES, March 5 (Xinhua) -- Law enforcement agencies are now using smart phones to track and arrest graffiti vandals in Los Angeles, a newspaper report said on Saturday.The graffiti-tracking program, spearheaded by the Tracking and Automated Graffiti Removal System, or TAGRS, allows graffiti- cleaning crews equipped with smart phones to photograph the markings and upload them to a Los Angeles Police Department (LAPD) database, the Los Angeles Times said.The photos are used to gather evidence for prosecution and restitution, the paper quoted city officials as saying.Once the graffiti suspects' identities are discovered, the information is added to the TAGRS database and may eventually uncover incidents involving the same suspects, the paper said.The LAPD launched a pilot project in 2009 in Van Nuys near Los Angeles, modeling its version on one run by the Orange County Sheriff's Department, according to the report.The program is now anchored at four LAPD stations, Van Nuys, Hollenbeck, Central and Harbor, said Mayor Antonio Villaraigosa's spokeswoman Casey Hernandez.Los Angeles spends about 10 million dollars a year cleaning up graffiti, Hernandez said.

BEIJING, Feb. 1 (Xinhua) -- Senior Chinese official Zhou Yongkang Tuesday called on law enforcement personnel to take more preventive measures against crime and accidents during the Lunar New Year holiday.Zhou, a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, visited community security personnel, a district court, and police patrolling downtown Beijing Tuesday.He also visited a police station that is responsible for keeping public order in the area surrounding the central leadership compound of Zhongnanhai.During his visits, Zhou, who also heads the Commission for Political and Legal Affairs of the CPC Central Committee, said China was seeing the travel peak for the Spring Festival and some regions were suffering icy weather and lingering drought.He asked the police to take effective measures in traffic control and fire-fighting work, and maintain social order during the holiday season.He commended the practice of deploying special police to patrol the surrounding areas of the Tiananmen Square in central Beijing, saying it could deter crime and enable quick responses to emergencies.During his visit to the district court, Zhou warned there were still "many social conflicts."He asked local courts to solve social conflicts more effectively, promote innovative social management and law enforcement in a just and clean manner.The Spring Festival, or Chinese lunar New Year, is the most important festival for Chinese. BEIJING, Feb. 1 (Xinhua) -- A plane carrying Chinese nationals who were stranded in Egypt arrived at Beijing Capital International Airport Tuesday afternoon.The plane, operated by the Air China International Corporation, arrived in Beijing at 16:50 p.m. Bejing time. The second plane, operated by Hainan Airlines, will arrive in south China's Guangzhou city later Tuesday.The two planes carry a total of 480 Chinese nationals."China has attached great importance to safety of the stranded Chinese nationals since demonstrations and protests broke out in Egypt on Jan. 28," said Chinese Foreign Ministry spokesman Hong Lei at a regular news briefing.Hong said China has taken a package of emergency measures including warning against travel and an around-the-clock hotline to provide consular protection and assistance for the Chinese nationals.The spokesman said that a working taskforce, composed of officials from China's Foreign Ministry, National Tourism Administration, Ministry of Public Security and Civil Aviation Administration, are currently working with the Chinese embassy in Cairo to provide assistance to stranded Chinese in Egypt and to try to facilitate their early return to China.

  

BEIJING, May 23 (Xinhuanet) -- A new study suggests that crossing your arms could reduce the intensity of pain, according to media reports.The study was conducted by researchers from University College London (UCL), who reported their finding in the journel Pain.They said that crossing the arms could confuse the brain and conflicting information between the brain's two maps - one for the person's body and the other for external space - leading to a lower sensation of pain.A laser was used to generate a four millisecond pin prick on the hands of eight volunteers, who experienced this twice with their arms at their sides and arms crossed.Then the participants were asked to rate the intensity of pain in two situations and an EEG (electroencephalography) was used to measure their electrical brain responses.The results showed that both the perception of pain and EEG activity was reduced when the arms were crossed."Perhaps when we get hurt, we should not only 'rub it better' but also cross our arms," said Giandomenico Iannetti of UCL's department of physiology, pharmacology and neuroscience.
