(KGTV) — Disney is delaying plans to reopen Disneyland and California Adventure in July, saying state guidelines will not be issued soon enough to prepare its parks to welcome back guests.Earlier this month, Disneyland and Disney's California Adventure Park were slated to reopen on July 17 after being shuttered since March. Disney’s Grand Californian Hotel & Spa and Disney’s Paradise Pier Hotel plan were to reopen on July 23. The company now says guidelines from the state are not expected "until sometime after July 4.""Given the time required for us to bring thousands of cast members back to work and restart our business, we have no choice but to delay the reopening of our theme parks and resort hotels until we receive approval from government officials," a company statement read.Downtown Disney is still scheduled to reopen in Anaheim on July 9 with health and safety precautions in place, according to the company. Disney said Downtown Disney's reopening had been previously approved under California's restaurant and retail guidelines for reopening."Once we have a clearer understanding of when guidelines will be released, we expect to be able to communicate a reopening date," the statement said in regards to the parks.Disney added that is has signed agreements from 20 union affiliates representing cast members to return employees to work at the theme parks.The company's plans to reopen California parks mirror that of its parks that have reopened in Florida and China. Disney said the parks will plan to limit attendance using a reservation system in order to prevent overcrowd and encourage distancing between guests. Park experiences like parades, nighttime shows, and character meet-and-greets would also be temporarily suspended. Characters will still roam around the park, Disney said."Because theme park capacity will be significantly limited to comply with governmental requirements and promote physical distancing, the Disneyland Resort will manage attendance through a new theme park reservation system that will require all guests, including Annual Passholders, to obtain a reservation for park entry in advance," the park said on its official blog. "Once approved, the Disneyland Resort will reopen with enhanced health and safety measures. (KGTV) — Border officials say 19 people were rescued after the engine of the panga boat they were on caught fire near San Clemente Island this week.The shipwreck happened on Tuesday when a boat carrying 19 undocumented migrants became disabled just before 7 p.m. Four people abandoned the panga boat and swam to shore at Naval Auxiliary Landing Field on San Clemente Island.After the four people were questioned, they were identified as passengers on the panga boat and part of a human smuggling operation. The four people also indicated other passengers had paddled the damaged boat to the island's shore and got off.The next day, at about 6:30 a.m., a helicopter lifted to search for the remaining individuals, who were all found by about 5 p.m. The group consisted of 16 men and three women, all between the ages of 17 and 45, and all Mexican nationals illegally in the U.S. One man complained of abdominal pain and was taken to the Naval Air Station North Island, and then a local hospital for treatment. An additional four people were treated by border agents for minor injuries.Two men face human smuggling charges. The remaining individuals were turned over to Border patrol for processing. 1205

  

(KGTV) - A Southern California police department's Facebook post is igniting the online debate over panhandling.Ventura Police posted a video on their Facebook page Wednesday discouraging locals not to give to panhandlers and to give to charities instead."Want to help those in need in our community? Please say no to panhandling and yes to charities," Ventura Police's post read. "Giving money to panhandlers often feeds addictions and does not help someone get long-term help."The video features a silent officer holding various signs reading things like "want to help?" and then "please don't give to panhandlers."Comments on the viral video have ranged from supportive to not, some claiming that charities are not enough to solve the issue. According to Circulate San Diego, 1,992 people were injured, and 101 people were killed in 2018 while walking and biking on roads throughout San Diego County. While the report paints a grim picture of the problem, it also includes solutions. Some strategies to prevent crashes include reducing speed limits, redesigning streets to make them more accessible, raising awareness and enhancing data-driven traffic enforcement. Cities included in the report include Carlsbad, Del Mar, Oceanside, Encinitas, Solana Beach, Poway, Escondido, Vista and San Marcos.
