SAN DIEGO (KGTV) - San Diego City Council members approved Tuesday a new state of emergency resolution linked to sewage in the Tijuana River Valley. District Eight Councilmember Vivian Moreno, whose region includes the Tijuana River Valley, authored the resolution. Moreno cited significant amounts of plastic, tires and sediment flowing from Mexico into the United States. “This has been going on for far too long and South Bay is not a dumping ground,” Moreno said. “To solve this international crisis, we must stop pointing fingers. This is a regional issue that calls for a regional solution.” The crisis, which was first recognized with a resolution in 1993, has since worsened, council members agreed. The City of San Diego’s new resolution was designed to raise awareness about the public health impact. “District Eight residents frequently experience a foul smell, and people who have been exposed to the toxic waste have reported skin rashes, headaches and respiratory issues,” said Moreno. “The sewage, sediment and trash occurring in the Tijuana River Valley is an environmental crisis and we’re going to keep fighting until it’s fixed once and for all,” said Mayor Kevin Faulconer. “We’ve seen some positive movement recently after decades of advocating as a region to our leaders in Washington and Mexico City. They’ve identified the problem and the projects needed to fix it, and now we must push for them to take action.” 1444

SAN DIEGO (KGTV) - San Diego Police Homicide investigators and Crime Stoppers asked for the public’s help Thursday to solve the mystery of an unidentified boy whose skeletal remains were found on a Rancho Bernardo hiking trail in 2004.Two hikers found the 2 to 4-year-old boy, called “Baby Doe” by police.  Forensic testing showed the boy was born between 1999 and 2001, and had features “consistent with being mostly Caucasian”, according to investigators. The boy also had light to medium brown hair.Police said isotopic testing indicates the boy was born on the mainland United States. His mother likely lived in the southeastern part of the country for part of her pregnancy and the first year of the boy’s life before they moved west, investigators said.Anyone with information is asked to call Lt. The company's goal is to help connect homeowners or businesses who have empty parking spots, with people who need them.The owner or business can list their spot on the Park Connect website, and select a daily, monthly or hourly rate. SAN DIEGO (KGTV) — San Diego Police are asking the pubic for help identifying a group of suspects they say assaulted a male outside a Pacific Beach restaurant this month.Police said the victim got into an argument with a group of men outside Backyard Bar and Grill on Garnet Ave. on April 1, at about 1:30 a.m. During the argument, one of the suspects punched the victim in the face three times.After the victim walked across the street to get away from the group, the suspects followed him and repeatedly punched and kicked him while he was on the ground, police added.The victim was taken to a nearby hospital with major head and facial injuries. SAN DIEGO (KGTV) - Restitution payments were sent this week to the victim of an investor who stole .5 million, San Diego County District Attorney Summer Stephan said Friday in a news release. Shawn Heffernan of the Heffernan Group took the investments of 15 people “who were susceptible to fraud due to inattention or advanced age,” the DA’s office said. Heffernan spent the money on personal items, including a lavish wedding and a Maserati. In 2018, Heffernan pleaded guilty to 29 criminal counts including elder fraud, grand theft, forgery, and making a fraudulent tax return. He sentenced to nine years in prison. The judge ordered Heffernan to repay the victims, 0,000 of which has been secured, the DA’s office reported.
