SAN DIEGO (KGTV) — One of the deadliest, most destructive and most enormous fires ever to hit California struck 15 years ago Thursday just south of Ramona. The Cedar Fire was started by a lost hunter setting a signal fire. At the time, at least 11 other wildfires were burning in the region. What followed in the hours and days ahead would change San Diego County forever. The fire was reported at 5:37 p.m. on October 25, 2003. Within hours, Santa Ana winds raged from the Cuyamaca Mountains, flames hurled southwest at speeds of up to 6,000 acres an hour.Overnight, it consumed parts of northern Lakeside, killing 12 people and injuring others. Rudy Reyes was burned over 75 percent of his body.RELATED: Increasing heat, fire and flooding, what may lie ahead for California, according to new reportBy noon the next day, the 2003 firestorms devastated dozens of communities and destroyed hundreds of homes. Blinded by the swirling embers and thick brown haze, Allyson Roach and her family tried to drive out from the Paradise Fire. The car she was in crashed into a neighbor’s car and careened into a blazing tree. Burned over 86 percent of her body, she climbed out screaming for her sister Ashley to follow.Allyson would learn from the hospital bed that her sister never made it out. The origin of the Paradise Fire was later determined to be arson, though the person responsible has never been found. The 2003 firestorms ultimately claimed 15 lives, including a firefighter, and burned almost 2,400 homes.A state fire commission released a scathing report on the overall response. Cal Fire San Diego’s Fire Chief, Tony Mecham says camera systems now allow dispatchers to see the entire county.RELATED: New California law helps utilities with wildfire lawsuitsThere are more boots on the ground and our air resources are unparalleled anywhere in the country.Right now, Cal Fire is converting seven C-130 military aircraft to air tankers. Each one can hold 20,000 gallons of retardant, the equivalent of 20 smaller tankers.Despite the arsenal, strong winds have the potential to ground efforts from the air.Rudy and Allyson will always bear the scars of the state’s first mega-fire, but they both say they’re now living life with joy and gratitude and they both feel blessed by the love of family and the support of the community.RELATED: Renewed habitat brings back rare bird after 2007 wildfireChief Mecham says despite an agreement with the military which helps our air attack, and the City of San Diego about to get its first Black Hawk helicopter that can fly at night, we still have explosive fire conditions. He stresses fire prevention no matter where you live in the county and warns they can’t have an engine at every home. It’s up to us to be ready. 2784

SAN DIEGO (KGTV) - Nearly 300 goats are munching away at brush on and around Cuyamaca College. The college contracted with Environmental Land Management and its goats to help with fire mitigation.A preserve surrounds the 165-acre campus. The goats and ELM staff and machinery will clear about 50 acres of brush in six to eight weeks. The goats are estimated to do 65 percent of the clearing work.Julianna Barnes, the President of Cuyamaca College, says the goats are a way to be pro-active during the fire season.“Usually we bring out an all-human crew with heavy machinery,” Barnes said, “but it’s actually 20 percent the cost of bringing in an all-human crew. And it’s more environmentally sound.”The goats will eat 7- to 10-percent of their body weight. Also, goats do not re-seed plant life in their excrement, according to the college.“We have a lot of non-native plants, and they’re highly flammable,” Barnes said, “(The goats) love to eat, and they love these non- native plants.” 994

San Diego (KGTV) -- North County parents and students are voicing safety concerns after the Vista school board voted 3-2 not to restore law enforcement at school sites next year. The Vista Unified School District made its decision early Friday morning despite backlash from some parents."We seem to need constant reminders so we've had Columbine, Parkland, Sandy Hook, and on a day we're pleading for safety another tragedy hits," one parent told 10News.The parent was referring to Thursday's shooting at Saugus High School just north of Los Angeles. A student gunned down a group of teens on campus killing a 16-year-old girl and a 14-year-old boy. Three other teens were injured in the rampage.RELATED NEWS: Police officials continue investigation into shooting at California high school that killed 2The Vista school board is citing budget challenges for their decision but said will look for alternative funding and continue discussions. School resource officers and mental health officers were among the budget cuts made to trim million dollars in a meeting earlier this month. The board said they may restore in coming weeks but not at this time. 1165

SAN DIEGO (KGTV) - Protesters are demanding a change to how sex education is taught to students in California. They say a law passed a few years ago and written by local Assemblywoman Dr. Shirley Weber is sexualizing young minds. The group of protesters is with the Alliance to Protect Children. They tell 10News they are for sex ed in school, but the law is teaching students more than what parents are comfortable with. “It feels like its a disrespect to all mothers and children everywhere,” said mother of two Domonique Hinton. Dozens of protesters stood outside Dr. Shirley Weber’s office downtown Friday morning, speaking against Assembly Bill 329 that was written and passed in 2015. The bill makes it mandatory for students 7th through 12th grade to be taught sex education, but it also gives schools the option to offer the age-appropriate curriculum to lower grades. AB 329 states, “‘Comprehensive sexual health education means education regarding human development and sexuality, including education on pregnancy, contraception, and sexually transmitted infections.”Protesters say graphic details of sexuality should not be taught in schools. “That is not the same as sex ed like we probably had in high school or middle school. That's something different,” says organizer America Figueroa. “Just that word, sexuality, it includes a lot of things in it like the teaching of other ideologies as well as sexual behaviors.”The group says a new bill will be introduced next year that will allow parents to review the curriculum online, so there is complete transparency. 10News reached out to Dr. Weber’s team. We are still waiting on a comment. 1661

SAN DIEGO (KGTV) - Parents who want options for their child’s education can explore the possibilities this fall through the San Diego Unified School District’s School Choice program. School Choice gives students the chance to enroll in magnet programs or schools outside their neighborhood boundaries. Parents are responsible for transportation if their children attend a school through School Choice outside their community. Parents can apply for the program online or in person. In addition to specialty programs available to students through the choice application window, San Diego Unified also has free and fee-based, full and half-day enrollment seats available in the district’s Pre-K and Headstart programs. SDUSD’s Parent Welcome Center offers help for families with preschool through high school enrollment options. It provides parents with free one-on-one enrollment assistance year-round and is located at San Diego Unified District headquarters. The center is open to families by appointment or on a walk-in basis. The enrollment window opened October 7 and closes November 20. Each year, more than 10,000 area students apply for the choice program to attend one of the more than 180 schools in San Diego Unified. Last year, approximately 75 percent of all students were seated at one of their three choices of schools. Staff is available at 619-260-2410 or eoptions@sandi.net to provide assistance in English and Spanish, Monday through Friday, 9 a.m. to 4 p.m. 1483
