UNITED NATIONS, Dec. 9 (Xinhua) -- China on Tuesday called on the international community to continue to strengthen multilateral counter-terrorism cooperation within the UN framework.     China's UN Ambassador Zhang Yesui made the appeal at the thematic debate of the UN Security Council on threats to international peace and security caused by terrorists.     "Recently, a series of alarming acts of terror occurred in such places as Mumbai, resulting in heavy casualties of innocent people. The Chinese delegation expresses its deep condolences to the victims," Zhang told the council.     "These cruel realities remind us once again that terrorism still remains a potent threat to peace and security of international community," he said.     The Security Council, as the core of the international collective security machinery, should play an important role in international fight against terrorism, he said.     "Terrorism is the common threat facing the international community and it is imperative to continue to step up the multilateral counter terrorism cooperation within the UN framework," he said.     China believes that all UN bodies should pay attention to both stepping up counter-terrorism measures and removing the root causes that give rise to terrorism, he said.     "The member states are the real owners in the implementation of all UN counter-terrorism resolutions," the Chinese envoy said. "Their will and capacity in counter-terrorism determines the implementation of those resolutions."     "However, limited resources and inadequate counter-terrorism capacities have led to the inability of many countries, especially the developing countries to honor fully their counter-terrorism obligations, and thus limited seriously the international community's achievements in the struggle against terrorism," he stressed.     China hopes that the international community will pay greater attention to the capacity-building in counter-terrorism and invest more resources to help the developing countries with counter-terrorism assistance that meets their actual needs and help them improve expeditiously capabilities so that the effective implementation of all UN counter-terrorism resolutions will have a firm basis, he added.

   KUWAIT CITY, Dec. 27 (Xinhua) -- At the invitation of Kuwaiti First Deputy Prime Minister and Minister of Defense Sheikh Jaber Mubarak Al-Hamad Al-Sabah, Chinese Vice Premier Li Keqiang arrived here Saturday evening on a four-day official visit.     Li said in a statement delivered at the airport that he is delighted to pay an official visit to Kuwait, noting that the relationship between China and Kuwait, especially in the fields of trade, energy, finance and culture, has witnessed remarkable growth since the two forged diplomatic relations in 1971. ATHENS, Nov. 2 (Xinhua) -- China attaches great attention to the cross-border cooperation and is willing to work together with the international communities to strengthen its effort in the fight against corruption, Teng Jiuming, head of the Chinese delegation, said at the 13th International Anti-Corruption Conference here on Sunday.     Teng, senior ombudsman from the Ministry of Supervision of China, said that corruption is a common challenge faced by all countries around the world.     "For years we have been carrying out international exchange and cooperation in the anti-corruption field based on the principles of equality, mutual benefit, of respect for differences, and of emphasis on effectiveness."     Teng pointed out that the Chinese government is ready to enhance its anti-corruption efforts together with other countries, regions and international organizations, so as to create a just and harmonious world.     The Chinese delegation also introduced China's anti-corruption strategies and practices in recent years at the conference.     According to the requirement of the United Nations Convention against Corruption (UNCAC), the National Bureau of Corruption Prevention was established under the Central Chinese Government, which is the first corruption prevention organ at the national level since the founding of the People's Republic of China.     Teng said on 13th, May 2008, the Chinese government published the Five-year Work Plan (2008-2012 ) on building and Completing the System for Punishing and Preventing Corruption.     China has also tabled the Anti-Money Laundering Law and the Regulations of the People's Republic of China on Disclosure of Government Information in recent years.     Business bribery is a common challenge faced by the international community. LONDON, Feb. 2 (Xinhua) -- Airbus and Xi'an Aircraft Industry Company (XAC) signed a cooperation agreement here on Monday to have the A320 Family wing "fully completed and tested" in China.     The agreement signed by Brian Fleet, Airbus senior vice president, and Meng Xiangkai, president of XAC, in London, in the presence of the visiting Chinese Premier Wen Jiabao and his British counterpart Gordon Brown.     According to this fourth phase of the agreement, the wing equipping and testing will be done in Tianjin in a facility to be newly built close to the A320 FALC by XAC, a wholly owned subsidiary of China Aviation Industry Corporation (AVIC).     The fully equipped and tested wings will be directly delivered to the nearby Final Assembly Line.     The wing box structures assembled by XAC in China are now completed at Airbus' Broughton site, before being transported to the Final Assembly Line in China.     The wing equipping operations are expected to start at the end of 2009, followed by the first delivery of a fully equipped set of wings in the first quarter of 2010.     "With this project, Airbus is fulfilling its support to the cooperation agreement regarding A320 China wing manufacture," said Fleet.     He said that having this facility close to the FALC is the most efficient industrial solution which will save transportation costs, reduce lead-time and risks in handling, and ensures quicker response time to our customers.     Meng said that "I am confident that we will also be successful with this fourth phase, after successes in the first three phases."
