BEIJING, Dec. 6 (Xinhua) -- China's welfare lottery has raised over seven billion yuan (about 1 billion U.S. dollar) for the country' s quake-stricken area in its southwest since 2008.The preliminary count was announced by China's Welfare Lottery Distribution and Management Center on Monday, a few weeks before the deadline for the fund-raising project.The project was initiated shortly after an 8.0 magnitude earthquake devastated China's southwestern region in May 2008, which left more than 87,000 people dead or missing.Designed to last for a 30-month period starting on July 1, 2008, the special fund-raising project will conclude on the last day of this month.This was the second major fund-raising effort dedicated for relief work following natural disasters.The first one was initiated after disastrous floods along the Yangtze, China' s longest river, in 1998. About 1.5 billion yuan was raised then.China's welfare lottery started in 1987.
BEIJING, Jan. 3 (Xinhua) -- China's Ministry of Public Security (MPS) Monday urged drivers to use extreme caution in Guizhou, Hunan and Guangxi in southern China which has been hit by freezing rains.Motorists were asked to strictly follow the instructions of traffic police and drive slowly after the expressways in the regions were reopened for use after being temporarily closed due to the severe weather.Freezing rains that swept south China's Guizhou Province, Hunan Province and Guangxi Zhuang Autonomous Region have caused road surfaces to ice up in parts of the Lanhai and Hukun Expressways.As a result, many vehicles in the regions were stranded.Local authorities have been ordered to take emergency measures to break up ice found on the roads, keep traffic moving and avoid shutting expressways.As of 4 p.m. Monday, the 1,500 vehicles that were stranded on Hukun Expressway near the juncture of Hunan and Guizhou provinces had safely reached Guizhou, traveling at speeds up to 30 kilometers per hour.Meanwhile, another 1,900 vehicles that had been stranded on National Highway 210 where Guangxi and Guizhou meet, have also reached Guizhou.Noting that Guizhou in the coming three days is expecting more icy rain, according to weather forecasts, Huang Ming, deputy minister at the MPS, stressed improved measures be taken to ensure traffic continues to flow in the region.

MOSCOW, Dec. 28 (Xinhua) -- Visiting Chinese Assistant Foreign Minister Cheng Guoping held talks with Russian Deputy Foreign Minister Alexei Borodavkin here on Tuesday, exchanging views with the Russian side on the current situation of the Korean Peninsula.The two sides reached consensus on the issue, saying both China and Russia urged the Republic of Korea (ROK) and the Democratic People's Republic of Korea (DPRK) to jointly mitigate tensions on the peninsula and to resume direct dialogue at an early date.Escalating tensions on the peninsula may even trigger a war, which is absolute not in line with the interests of the relevant sides including Russia, the United States and Japan, the two diplomats said in a joint statement.The ROK and the DPRK are the most susceptible if the war broke out, the statement added.China and Russia will never allow any war on the peninsula, or the lingering tensions between the two countries. Thus, China and Russia will continue to further cooperation and coordination on the issue and to push forward the direct dialogue between the ROK and the DPRK, the diplomats said.They said China and Russia are calling for joint efforts from relevant sides to stabilize the situation on the peninsula and not to impair peace, safety or stability.The two sides also reiterated that the six-party talks were proved to be the most realistic and most effective solution to solving the problem.Currently, emergency consultations among the heads of delegations to the six-party talks are in urgent need, they added.Launched in 2003 and stalled since the end of 2008, the six- party talks on the Korean Peninsula nuclear issue involve China, the United States, the DPRK, the ROK, Russia and Japan.The two sides also exchanged views on bilateral ties, including high-level exchanges, the overall promotion of China-Russia strategic partnership of coordination, and several other issues.

BEIJING, Dec. 14 (Xinhua) -- The Communist Party of China (CPC) has announced that it would publicize the affairs of grassroots Party organizations by the end of 2011, a further step in its effort to push forward intra-party democracy.The decision was made public on Tuesday by He Guoqiang, secretary of the CPC Central Commission for Discipline Inspection, during a national meeting in Beijing where he laid out a five-point plan on the publication of affairs of grassroots Party organizations.He said Party organizations at all levels should fully understand and implement a guiding document that was issued by the General Office of the CPC Central Committee in September.The document called openness in Party affairs the life of the Party and an essential part of the intra-Party democracy, and defined openness in Party affairs as "publication of content, procedures, results and other aspects of Party affairs within a certain scope."Publishing affairs of grassroots Party organizations was an important measure to expand democracy within the Party at the grassroots level, safeguard the democratic rights of Party members, strengthening intra-Party supervision, and regulating the use of power, the document said.He urged Party organizations at all levels to meticulously draw up implementation schemes to ensure that the policy of openness in Party affairs would begin in grassroots Party organizations, including those in enterprises, rural areas, government institutions and schools.He said grassroots Party organizations should willingly publicize its affairs, such as its resolutions, the implementation of these resolutions, and official appointments, in a timely manner except for those concerning classified information of the Party and the state.
