CARLSBAD, Calif. (KGTV) - A new law, passed unanimously by the Carlsbad City Council, will allow any place with a license to serve food and alcohol to also host live entertainment.Previously, only places that served primarily food were allowed to have live music or shows."What we’re looking at is more of the solo artist, the pianist, more of the acoustic music that we’re seeing a trend in the rise all over," says City Village Manager Claudia Huerta.The city hadn't updated its live entertainment rules since 2017. Huerta says business owners had requested the change to keep pace with other similar coastal cities. Now, they can apply for a permit to have live entertainment, including music, DJs or other performers like hypnotists and comedians."The village is a special place," says Zac Markham, who owns Humble Olive Oils on State Street. "I really think this will raise bar of the village and make it a place to be for Carlsbad and all of our county."Not everyone is excited about the change. Some neighbors worry that more music will lead to more people and more problems, especially late at night."The whole purpose of that is to get more business, right? I understand, that’s a valid business reason," says Carlsbad Barrio resident Simon Angel. "But is it appropriate for the communities that are going to be impacted by it? We already have people walking through at night. Sometimes they stop and relieve themselves or they get sick in people's front yards."Huerta says the city is working to make sure that doesn't happen. Every application for an entertainment permit will be reviewed by the police. And the City Council will revisit the program after 6 months to make sure it hasn't created any problems.The new ordinance goes into effect in April. However, Huerta says the Village still has to adapt its master plan before the change can take effect. That may not happen until the fall. 1911

A startup company called Cast21 has created a new type of cast that completely overhauls its plaster and fiberglass predecessors. It takes just minutes to put on and lets patients enjoy an active life, even allowing them to swim and shower with it.A couple of weeks ago, 12-year-old Jett Karrick took a hard fall during a basketball game.“He went over and stopped himself with his left hand and he ended up having a bicortical radius fracture,” said his father Tony.A trip to the emergency room put him in a traditional fiberglass cast, but he was instantly unhappy.“Was itching quite a bit,” said Karrick. “He didn't like the way it smelled, the whole drama associated with getting in the shower and the garbage bag.”An internet search led the Karricks to the innovative new cast, a futuristic sleeve that's waterproof, lightweight and breathable.“This product is completely waterproof. You can wash your hands, shower, jump into a hot tub, go to the beach, and it'll dry right off afterwards,” said Ashley Moy, CEO and co-founder of Cast21. The company believes it could make smelly and itchy plaster casts a thing of the past.The casts start with a flexible hollow net sleeve.“So, we're going to be able to move your arm and whatever orientation we need to best keep the bones and fractures in place,” said Moy.Then a proprietary liquid is pumped into the cast’s tubes.“The liquid is going to take up any of the negative space that you had in there so that we can get a really acute and comfortable fit for you,” she said.Within minutes, the cast hardens.Earlier this week, Jett got his old cast removed and a Cast21 as a replacement.“This cast just gives me a lot more freedom. It lets my hand breathe and it doesn't stink as bad.”Nine-months into production and Cast21 is available in 13 states. CAMPO, Calif. (KGTV) - U.S. Border Patrol agents stopped a “brazen” smuggling attempt Wednesday at the U.S.-Mexico fence in East San Diego County, officials said. Agents near Campo reported the incident Wednesday at 3:45 p.m. when a Dodge 4500 utility truck crossed into the U.S. Fifteen minutes later, agents saw a man who had a truck matching the suspect vehicle, using bolt cutters trying to cut the lock of a South Bay resident’s private gate. Agents tried to stop the man, but he drove off. RELATED: Border Patrol arrests teen with toy car at U.S.-Mexico borderFollowing a short pursuit, the truck stopped and everyone inside ran away, Border Patrol officials said. “A vehicle drive-thru, with overloaded and unsecured passengers, particularly in this terrain, can certainly result in a rollover accident with serious injuries and death,” said San Diego Sector Interim Chief Douglas Harrison. “The breach of this old landing mat wall is illustrative of the need for more hardened infrastructure with greater impedance and denial capabilities to keep the area secure. I’m proud of our agents’ steadfast vigilance that put a stop to this smuggling attempt.” Agents captured 16 people who admitted to entering the country illegally.
