BEIJING, May 10 (Xinhua) -- China and Kuwait signed five agreements here on Sunday in an effort to further the bilateral relations to a higher level.     The agreements covered fields of energy, finance, telecommunication, transportation and education, according a press release from the Chinese Foreign Ministry. However, the press release does not give details about the agreements, only emphasizing they are among the positive steps to push foreword the bilateral relations.     Chinese President Hu Jintao and visiting Kuwaiti Emir Sheikh Sabah al-Ahmad al-Jaber al-Sabah witnessed the signing ceremony after they conferred on the bilateral ties and other issues of common concern. ROME, July 10 (Xinhua) -- China is set to become a global leader in the implementation of environmental-friendly policies and green technologies to tackle climate change, an Italian expert told Xinhua in a recent interview.     For Stefano Pogutz, an environmental management professor at Bocconi University in Milan, China's green-policies investment plans are greater than those carried-out in the United States and in many other industrialized countries.     "What China is doing to tackle global warming is impressive considering the density of Chinese population and the rapid economic growth model China is following," Pogutz said.     Climate change is at the core of the G8 summit held in L'Aquila from Wednesday to Friday. Talks had focused on the need to forge anew post-Kyoto agreement and to increase research and investments in the green economy.     The results of the G8 summit on climate change should pave the way to the United Nations meeting in Copenhagen in December, which aims at sealing a global deal to limit greenhouse gas emissions.     According to the UN climate change framework agreement and the Kyoto protocol, China is not subject to mandatory emission cuts ofCO2.     However, on its own China is already contributing to the fight against climate change through a series of initiatives aimed at curbing carbon emissions, such as lowering internal energy consumption levels and launching traffic and transportation monitoring schemes.     "I don't agree with those who believe that China is responsible for global pollution," Pogutz said. "China is doing a lot, there's a direct public intervention on measures aimed at fighting climate change. The Chinese government has increased investments in technologies and infrastructures to boost energetic efficiency and cut CO2 emissions."     Luca Labella, a China analyst with Rome's International Studies Center (Cesi), remembered the numerous local green projects implemented in China such as Shanghai's LPG buses and the rural towns' biomass-fueled.     "China is open to climate change issues and solutions. However, in China climate change is not considered under a political perspective but a scientific one, focused on progress and research," he added.     According to Pogutz, China is set to have a role of leadership in the use of renewable energies and other green technologies.     "Today China is one of the greatest producer of solar panels and in the near future it could lead in the export of alternative energy technologies."     But it's not only a matter of strategic investments in green technologies. China's contribution to the global fight against climate change largely depends as well on its human resources. "Almost all PhD students in the U.S. come from China," he added. 

BEIJING, June 22 (Xinhua) -- China's top legislature Monday began to review the first draft law on diplomatic personnel which intended to standardize management of diplomats in foreign countries and international organizations and improve their well-beings.     The draft, submitted by the Ministry of Foreign Affairs to the ninth session of the Standing Committee of the 11th National People's Congress (NPC) for a first reading, said the government should establish a floating mechanism to raise the diplomats' wages and other benefits.     China has about 5,000 diplomats serving in more than 250 embassies, consulates general and other overseas organizations who were sent by 32 domestic agencies of the central government.     The draft law will be the first of its kind written to regulate Chinese government agents working in the 171 countries that China so far has diplomatic ties with.     If a diplomat's spouse works for the government, a public institution, a state-run enterprise or is an active-duty military member and decides to move abroad with the diplomatic staffer, he or she could not be dismissed or face any charges from their employer, it said.     The draft only applies to overseas employees with diplomatic rank, not translators, messengers, chefs, drivers and other noncommissioned staff.     It also mandates that diplomats intending to marry must have their prospective spouses vetted, and that divorces must be promptly reported.     If a diplomatic spouse acquires a foreign nationality or permanent residence permit, the diplomat will be called back before the overseas tenure ends, the draft said.     Diplomats' domestic agencies would also have the power to decide if the spouse could accompany them abroad or whether those who remain in China would have government-paid visits to the diplomats.

BEIJING, May 15 (Xinhua) -- China has called for the EU to recognize its market economy status soon, said Yao Jian, spokesman for China's Ministry of Commerce (MOC) here Friday.     China's Commerce Minister Chen Deming will attend the 11th China-EU Summit in Prague in the Czech Republic next week, Yao said.     The summit will address China's desire to be recognized as full market economy by the EU soon, the limitation on high-tech exports to China from the EU and bilateral economic cooperation, Yao said.     China need not be recognized by any country in terms of market economy as a concept, but market economy status is a technicality that will help China receive fair treatment in anti-dumping investigations, Yao said.

BEIJING, July 18 (Xinhua) -- East Star Airlines Co., Ltd. said Saturday here that its current combined debt surpassed 752 million yuan (110.1 million U.S. dollars).     Zhao Changbing, spokesperson of the company, said the announcement was made to counter rumors about the status quo of the company's assets and debt     Zhao said total assets of the company stood at 1.01 billion yuan.     Established in 2005 in central Hubei Province, East Star Airlines operated more than 20 routes. Its operation was suspended by the industry regulator as of March 15 this year, due to financial difficulties of the carrier.
