SAN DIEGO (KGTV) -- The effort to establish a new independent police commission in the City of San Diego appears to be heading to victory. As of Wednesday afternoon, Measure B was leading with roughly 75% voting yes. There is currently a Community Review Board on Police Practices, but supporters of Measure B said that body is far from independent.“Their legal council is the city attorney, who represents both the Police Officers Association and the CRB so it represents a true conflict of interest,” Maresa Talbert with San Diegans for Justice told ABC 10News back in June.Proponents of the new Commission on Police Practices said they have been waiting for years for this to be a reality.“A lot of people will look at this and think, oh look, it happened overnight. Well, no,” said Martha Sullivan, one of the early members of Women Occupy San Diego. “It took nine years of very persistent [and] consistent, research, education, [and] lobbying.”One of the goals of Women Occupy San Diego ended up being police reform after the Occupy San Diego protests in 2011 and 2012. Sullivan said they submitted complaints to the review board at that time, but many of those complaints were lost.Since then, the push for an independent police commission grew. “This measure is the epitome of strength in numbers. It is the epitome of community support,” said Andrea St. Julian with San Diegans for Justice. She helped write the charter amendment that ultimately became Measure B.The Community Review Board will be dissolved and the new commission will be formed, once election results are certified. The commission will have independent counsel, subpoena power, and the ability to review officer misconduct and make recommendations.“They'll have greatly expanded powers, a lot more responsibility, and a lot more freedom to do the right thing,” St. Julian said.Jack Schaeffer, President of the San Diego Police Officers Association, said the POA took a neutral stance on Measure B.“We trusted the voters to decide on the type of oversight that they believe is necessary. We believe this election provided them an opportunity to do just that,” Schaeffer said in a statement to ABC 10News. “SDPOA will continue to support oversight in whatever form the community as a whole demands.” 2279
SAN DIEGO (KGTV) -- The Del Mar Fairgrounds announced layoffs Thursday amid the coronavirus pandemic.According to the fairgrounds, staffing will be reduced by 58 percent due to a loss of revenue."Due to the COVID-19 pandemic and the subsequent ban on mass gatherings, the 22nd District Agricultural Association|Del Mar Fairgrounds (22nd DAA) has suffered severe financial losses to its income streams."The fairgrounds says since March, revenues have fallen by 66 percent "Combined with the postponement of the San Diego County Fair and no patrons for this year’s summer horse racing meet, revenues are estimated to be down 92 percent by the end of the summer."The fairgrounds will give employees 120 days of continued employement with an official layoff date of October 15.“It is with a heavy heart that we must make the difficult decision to reduce staffing at this time,” said Tim Fennell, CEO and General Manager of the Del Mar Fairgrounds. “Until it is safe to host events again, reducing our staffing levels is crucial to the survival of the Del Mar Fairgrounds. We must preserve this community treasure in order to continue its legacy for future generations as an economic engine for the region and a beloved entertainment and education destination. I look forward to the day when we can operate at full strength again.” 1334

SAN DIEGO (KGTV) -- The California GOP Sunday endorsed neither of the two Republican frontrunners in the gubernatorial race. In order to earn the endorsement, one of the candidates, either Travis Allen or John Cox, had to get 60 percent of the delegates' votes. During the first vote, Cox received 55.3 percent of the vote while Allen earned 40.5 percent of the vote. A motion to change the rules of the convention was brought up by supporters of Cox, but the motion failed, leaving both candidates without the endorsement of their party. 567
SAN DIEGO (KGTV) — Temperatures are forecasted to climb in Southern California and surrounding areas through the next week and as this heat persists, there are other factors in play as well. Moisture entering the region will increase humidity, and humidity overnight will lead to overnight lows staying warmer, which means an extended period of heat with less overnight relief can be expected. This is a trend that is becoming more and more common. Climate researchers from Scripps Institution of Oceanography studied the history of these warmer, prolonged and humid stretches in the San Diego area, and found that periods similar to this are on the rise.“What we found is that heatwaves in Southern California, and I would say California more broadly, have been increasing over time in their frequency and tendency,” said researcher Dan Cayan. The lack of overnight cooling means no break from the heat at night, so the long stretch of days of increased temperatures combined with a lack of overnight relief could lead to dangerous conditions.“It’s a lot easier to contend with a heatwave that lasts a day or two than one that lasts four days,” said Cayan.Cayan said this is part of a larger picture of climate change impact, and this trend will likely continue in the years to come.Humidity can make temperatures feel worse. A Heat Index chart from the National Weather Service shows how the two climb simultaneously: 1425
