NATIONAL CITY, Calif. (KGTV) - A new public market is the first of several projects that city leaders hope will reinvigorate 8th Street in National City. The Market on 8th will be located on the Northwest corner of 8th and A. It will feature 13 different restaurants and pop-up shops, along with a beer garden.RELATED: Food Hall, Beer Garden proposed for National CityDeveloper Joel Tubao, who grew up in National City, says he hopes it can spur a renaissance in the neighborhood."We want to add to the community," he told 10News. "We want to keep people here in the community and make this a place to gather. So we hope this is going to be a stepping stone for what's soon to come in National City."Just one block away, another big project will help that effort. There is a planned mixed-use condo and retail complex on 8th and B, replacing an abandoned warehouse.RELATED: Little Italy Food Hall considered among 10 best new food halls in U.S.That project will also feature a stand-alone restaurant by well-known San Diego chef Phil Esteban, marking his first solo endeavor.Leej Razalan is helping with that project and also putting a cookbook store in the Market on 8th. He sees the potential of the corridor."You can now mix in live with work with play with walkability with a sense of entertainment at home," Razalan says.RELATED: Carlsbad's long-awaited Windmill Food Hall opens to dinersThat's what the National City Chamber of Commerce has in mind for the area, which they hope will rival 3rd Avenue in Chula Vista or University Avenue in North Park."The future of 8th Street is exciting," says Chamber CEO Jacqueline Reynoso. "I think it's going to be very diverse and multi-faceted. I think it will be a draw for families." 1739

More than a year after he died in police custody with cameras from the reality show "Live PD" on the scene, body camera footage and police records show that a Texas man told police multiple times that he couldn't breathe and was suffering from a heart condition as police took him into custody.According to KVUE-TV in Austin, Texas and the Austin American-Statesman, 40-year-old Javier Ambler died in police custody on March 28, 2019. Ambler had led police and Live PD camera operators on a 22-minute car chase that began when he allegedly failed to dim his headlights to oncoming traffic.Body camera footage from Ambler's arrest shows that police used stun guns three times while taking him into custody, even after he told police he was suffering from congestive heart failure.According to KVUE, an autopsy listed Ambler's death a homicide, which was later determined to be a "justifiable homicide." Medical examiners said Ambler's heart condition and his weight "in combination with forcible restraint" led to his death. Examiners also said Ambler was under the influence of drugs and alcohol at the time of his death.KVUE reports that the most serious charge Ambler would have faced was evading arrest, a low-level felony. The District Attorney's Office in Travis County told KVUE that they have been investigating Ambler's death but says they've been hindered by a lack of cooperation from the Williamson County Sheriff's Office. Officials also say that Live PD has failed to share their footage from the arrest with investigators.Travis County District Attorney Margaret Moore told KVUE that she feels that Live PD's participation with the Williamson County Sheriff's Office led to Ambler's death.“It is of very serious concern to any of us who are in law enforcement that the decision to engage in that chase was driven by more of a need to provide entertainment than to keep Williamson County citizens safe,” she said.Moore told KVUE that she plans to take the case before a Grand Jury later this year. 2017

More than 600,000 people signed up for Obamacare in the first four days of open enrollment, far outpacing last year's rate.Nearly a quarter were enrolling for the first time, while the rest renewed coverage, according to statistics released Thursday by the Trump administration. The period covers Nov. 1 through Nov. 4.The data provides the first look at how Obamacare will fare under an administration determined to dismantle the health reform law. While Trump officials are maintaining the federal exchange, healthcare.gov, they have slashed open enrollment advertising and support. Also, consumers will have only six weeks to sign up for coverage on the federal exchange, rather than the three months or more they had in previous years. Obamacare supporters were quick to jump on the data, noting that the average daily pace was nearly double that of last year's.Related: 5 changes for Obamacare open enrollment for 2018"This is a great start to open enrollment and is further evidence that people want health insurance and that they're finding coverage they can afford," said Lori Lodes, a former Obama official and co-founder of Get America Covered, which is aiming to boost sign ups.Are you shopping for Obamacare coverage for 2018? Mosinee (Wisc.) High School teen Jayson Goetz was the talk of his high school's prom after he showed up in green and gold Green Bay Packers suit covered with Packers logos and topped off with bright yellow pants and a Packers bow tie. Goetz, a Mosinee High School junior, said he and his friends didn't want to put on the typical, stuffy black tuxedo and blend into the background of prom. And he was glad he made the decision.“It was one of the greatest nights of my life,” Jayson told the Wausau Daily Herald. “I wish I could relive it a hundred times.”Goetz and his mom assembled the ensemble on Amazon.com and said the prom attire is a tribute to his late grandfathers—Mike Goetz and Phil Riedel, both of Mosinee—who died in 2017. “I wish they both would have seen (the suit),” Jayson told the Wausau Daily Herald. “I think they both would have laughed. They would have loved it.”Goetz's mom was skeptical about the outfit at first, but once she heard the reason he wanted to wear it, she happily approved. “I had no idea what he was doing when he first told me about it,” she told the Wausau Daily Herald. “I probably tried to talk him out of it at first. I didn’t know what he was getting into.“Then he told me why he wanted to wear it.”Mosinee High School is located 20 minutes south of Wausau and had a student population of 634 as of January 2017. Goetz plays basketball, football and track for the high school.  1459
