WINDHOEK, May 21 (Xinhua) -- Top Chinese legislator Wu Bangguo on Saturday met with Namibian President Hifikepunye Pohamba on advancing the bilateral cooperation to further develop the partnership with Namibia.Wu, chairman of the National People's Congress (NPC) Standing Committee, China's top legislative body, extended Chinese President Hu Jintao's greetings to Pohamba and hailed an "all- weather" partnership forged between the two nations.Namibia is one of the youngest states in Africa, which became fully independent in 1990.Wu reviewed the profound friendship between the two countries, which established diplomatic ties one day after Namibia's announcement of its full independence.Wu said the two countries have reaped good harvests in cooperation in the fields of politics, trade, culture, education, public health and culture in recent years, which has already set a model for countries engaged in the South-South cooperation.He also highlighted the mutual understanding and support on issues concerning each other's core interests, and to bring the bilateral economic and trade cooperation to a new high, Wu put forward a three-point proposal concerning the importation of the husbandry and aquatic products, resource and mining as well as the infrastructure construction.Namibia is a nation with significant influence in the southern Africa, Wu said, vowing that China will work with the Namibian side to push the bilateral partnership to a higher level.For his part, Pohamba welcomed Wu's visit, the first one ever paid by a Chinese top legislator, and spoke highly of China's long-standing support for Namibia's national liberation and construction.Namibia will develop the long-term and strategic cooperation in a much broader domain with China and welcomes more Chinese businesses to invest in the country, the Namibian president said.On the China-Afrcia relationship, the two leaders stressed that the two sides should work closer under the framework of the Forum of China-Africa Cooperation to boost political mutual trust, substantial and pragmatic cooperation on trade and humanitarian exchanges, especially those among the young generations, so as to further enrich a new China-Africa partnership.Namibia is the first leg of Wu's 12-day African-Asian tour. He will also visit Angola, South Africa and Maldives.

BEIJING, Feb. 24 (Xinhua) -- The Standing Committee of the National People's Congress (NPC) will vote on draft laws on vehicle and boat taxes at the end of its bimonthly sessions on Friday.The group is also expected to vote on protecting the nation's intangible cultural heritage and a draft amendment to the Criminal Law.The Chairperson's Council of the NPC Standing Committee adopted the decision at a Thursday meeting presided over by NPC Standing Committee Chairman Wu Bangguo.The three drafts will undergo further deliberation and revision based upon the opinion of the members of the NPC Standing Committee before the laws are put to a vote.Under the draft law on vehicle and vessel taxes, there will be a reduction in taxes for vehicles with engines smaller than 2.0 liters, which accounts for 87 percent of China's cars. Vehicle owners would also be required to submit tax certificates in order to qualify for a road-worthiness certificate.

  

JINAN, Feb. 3 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday and Thursday visited drought-hit villages and ordered all-out efforts to combat the dry spell while celebrating the Chinese New Year with local people.When visiting Jiaxiang County and Qufu City in east China's Shandong Province, Wen inspected cornfields and reservoirs to assess the drought's impact.The drought, which began in October, has hit the southwest parts of Shandong hardest."It's hard to know when it will rain. We must prepare for the worst and do our best to combat the drought to ensure a good harvest," Wen said while visiting a reservoir in Qufu.Wen made the remarks Wednesday afternoon after learning the reservoir was holding a volume of water 8 million cubic meters less than normal.He told officials accompanying him any drought-caused reduction in grain output may undermine the government's top priority for 2011: the stabilization of prices.Officials at all levels must work to combat the drought, Wen added.China's central authorities last week announced an ambitious water conservancy project development plan, to raise China's ability to control flooding and drought.Under the plan, the average annual government spending on such projects will double the 2010 level."The drought affects agricultural output, which is related to the nation's food security and the income of rural people. I worry about it," Wen told a local farmer Wednesday morning.In the evening, Wen joined Liu Xianglun, 77, and his family at their house to make dumplings to eat to welcome the Chinese New Year.Before visiting Shandong, Wen visited farmers and workers in Dabieshan Mountain area, an old revolutionary base in east China's Anhui Province.The Spring Festival, China's Lunar New Year, falls on Thursday.
