ANAHEIM (CNS) - Disney officials informed Anaheim Wednesday that they have canceled plans for a 700-room luxury hotel at Disneyland Resort in light of the city's decision to scrub tax-incentive deals for the project.The Anaheim City Council voted Aug. 28 to cancel the tax-incentive deals because the project had changed over time, including a new location. Council members also said they were concerned the new location would shutter businesses, costing jobs.Disney officials at the time denied making substantive changes to the project, and said the location shift was minor and still in the same general area.RELATED: Disney puts hotel construction at Downtown Disney in Anaheim on holdDisney spokeswoman Lisa Haines told the Los Angeles Times that while the cancellation of the project "is disappointing for many, the conditions and agreements that stimulated this investment in Anaheim no longer exist and we must therefore adjust our long-term investment strategy."The tax deals were originally meant to spur Disney to build the luxury hotel at the resort and spend millions to expand the company's two theme parks. Construction was scheduled to start this summer, but it was put on hold over details on the development.The hotel was expected to open in 2021 and be the company's fourth at the Disneyland Resort.RELATED: Disneyland agrees to pay its workers an hour"I can't imagine a better piece of property for a hotel in the entire country," Mayor Tom Tait said Wednesday. "And Disney should be able to do it with their own money and not ours."Tait added, "If a hotel doesn't make sense, maybe they've got something better in mind, or even more profitable."Tait said state law prevented the city from providing tax subsidies for the project after Disney moved it from a parking lot to another location within Downtown Disney.RELATED: Take a virtual walk through Disney Parks with new 360-degree panoramas on Google Street View"They got the agreement passed with the old council and state law requires a jobs analysis before giving money from a city, and that jobs analysis then was starting at zero because it was going to be on a parking lot and now they've moved it," Tait said.The more recent project would "take out 130,000 square feet of retail space and 450 jobs," Tait said."And you can imagine if those 450 people knew about this when they asked for that agreement they would all show up at City Hall demanding why would we be giving incentives to take their job away," Tait said.RELATED: Several Downtown Disney businesses to close for 700-room hotelAt Tuesday night's council meeting, the city attorney announced that Anaheim had determined that Measure L, which seeks to raise the minimum wage in the city to per hour for workers at projects subsidized by tax breaks, did not apply to Disneyland because it no longer had the incentive agreements with the city.Measure L was drafted to target Disneyland Resort, but the company has since come to an agreement to raise wages for most of its employees. 3050

As health experts warn about rising coronavirus cases from spread at indoor gatherings, a new website backed by recent research is trying to help people understand just how many people in what size space is risky for infection. Which could come in handy as some people consider small holiday gatherings.It’s more risky to be in a small room compared to a large gym. If people are calm and quiet, it is safer than singing or exercising no matter how distant they are.Given these types of scenarios, and the “rapidly advancing science” of how COVID-19 droplets behave, scientists at the Massachusetts Institute of Technology created the COVID-19 Indoor Safety Guideline application.Here’s an example:An average suburban house that is 2,000 square feet, with 25 people inside wearing cotton masks and talking in a whisper, can reduce their risk of transmission by only staying inside for 4 hours.If those same 25 people, in the same house, are not wearing a mask and are talking normally, the length of time to reduce transmission drops to just 50 minutes.And if those 25 people, in the same house, are singing along to Christmas music, without masks on, that time to safely reduce COVID-19 transmission indoors drops even further to just 8 minutes.If the size of the gathering is only 5 people, and there is still singing, no mask wearing, and it’s still a 2,000 square foot house, it becomes unsafe after just 27 minutes.The MIT website offers users the ability to select room size, number of people and length of time, then using previous research and scientific knowledge of airborne viruses, it predicts the risk of the indoor event. Users can change elements of the situation, like room size, mask wearing, ventilation, etc.Click here to visit the Indoor Safety Guideline website.In a restaurant, to reduce transmission, 50 people without masks and talking normally should stay for only two hours. If the restaurant has 100 people, to reduce transmission risk, they should only remain inside for 64 minutes.The researchers note current general social distancing guidelines (remain 6 feet apart) suggest 138 people would reduce their risk in the same size of space for an indefinite amount of time.Another example, a Boeing 737, the researchers’ model predicts 100 people can be onboard a 737 wearing masks and still reduce their risk of transmission by staying onboard less than 6 hours.The CDC updated their guidance about COVID-19 this fall, acknowledging ongoing research that shows coronavirus droplets “can remain suspended for many minutes to hours (in the air) and travel far from the source on air currents.”The Centers for Disease Control and Prevention also says coronavirus droplets can remain even when an infected person has left the room and can travel farther than six feet. 2800

Americans will soon have one more alternative to Obamacare, thanks to the Trump administration.Officials Tuesday proposed regulations that will make it easier to obtain coverage through short-term health insurance plans by allowing insurers to sell policies that last just under a year. The new rules stem from an executive order President Donald Trump signed in October aimed at boosting competition, giving consumers more choices and lowering premiums."Americans need more choices in health insurance so they can find coverage that meets their needs," said Health and Human Services Secretary Alex Azar. "The status quo is failing too many Americans who face skyrocketing costs and fewer and fewer choices. The Trump Administration is taking action so individuals and families have access to quality, affordable healthcare that works for them."The proposal would reverse an Obama administration decision to limit the duration of short-term health plans to no more than 90 days in order to make them less attractive.Such plans could roil the Obamacare market, drawing healthier consumers away from the exchanges and pushing up the premiums for those who remain.Short-term health plans, which have been available for years and were originally designed to fill a temporary gap in coverage, are likely to be cheaper than Obamacare policies. But that's because they don't have to adhere to Obamacare's consumer protections, allowing them to do such things as exclude those with pre-existing conditions and base rates on applicants' medical history.Also, they don't have to offer comprehensive coverage. Typically, short-term policies don't provide free preventative care or maternity, prescription drugs and mental health benefits. They can also impose annual or lifetime limits, meaning they may only pay out a set amount -- often million or less -- leaving the policyholder on the hook for the rest. And, unlike Obamacare policies, they don't have to cap consumers' cost-sharing burden at ,350 for 2018.Young and healthy folks may like these plans because they come with lower monthly premiums. But those who actually need care could find themselves having to pay more out of pocket for treatment and medications. In fact, some consumers with these plans have complained that they've been hit with unexpected expenses.Also, insurers aren't required to renew the policies so those who become sick could find themselves unable to sign up again for the same plan."People who buy short-term policies today in order to reduce their monthly premiums take a risk that, if they do need medical care, they could be left with uncovered bills and/or find themselves uninsurable under such plans in the future," wrote Karen Pollitz, senior fellow at the Kaiser Family Foundation, in a recent policy brief.Have you ever had a short-term insurance policy? Tell us about it here.Consumers today can find short-term plans that cost as little as 20% of the least expensive Obamacare plan, according to Pollitz.In its announcement about the proposed rules, the Trump administration said short-term policies are designed to fill a temporary gap in coverage. It will require insurers to notify consumers that the plans are not required to comply with all of Obamacare's mandates.The administration will accept comments on the proposed rule for the next 60 days.Those with short-term policies are not considered insured under the Affordable Care Act and are subject to the penalty for not having coverage. But this will not be an issue after this year since Congress effectively eliminated the individual mandate -- which requires nearly all Americans to be insured or pay a penalty -- starting in 2019 as part of its tax overhaul bill.The proposed regulations are the latest step in the Trump administration's quest to weaken Obamacare. Last month, officials unveiled a proposed rule that would make it easier for small businesses -- and some self-employed folks -- to band together and buy health insurance. That proposal also stemmed from Trump's executive order and is designed to broaden access to what are known as association health plans.  4169

  

As Florida and other southern states continue to report record numbers of coronavirus cases, Dr. Anthony Fauci said his concern has shifted to states in the Midwest. He called out Ohio, Kentucky, Indiana and Tennessee specifically, saying they are showing an “early indication” that cases of COVID-19 are going up.Fauci, the director of the National Institute of Allergy and Infectious Diseases, said those states should carefully follow guidelines as they open back up during an interview on ABC’s “Good Morning America” on Tuesday.Some states like Florida, Texas, Arizona and California had a major surge in coronavirus cases, he said, but it looks like cases may be cresting and coming back down.“What I'm concerned about is … that some of the other states, the Ohios, Indianas, Tennessees, Kentuckys that are starting to have that very early indication that the percent of cases regarding the number of tests that you have, that it's going up,” Fauci said. “That can be a surefire sign you've got to really be careful and you've got to — if you are trying to open up, please do it in a way that's in accordance with the guidelines.”In April, President Donald Trump rolled out a three-phase plan to ease restrictions that depend on meeting specific case count and hospital capacity thresholds.“If you do that carefully … I think we can prevent the surges that we've seen in the southern states because we just can't afford yet again another surge,” Fauci said.Fauci’s comments come a day after Gov. Andy Beshear ordered all Kentucky bars to close for two weeks. Kentucky reported its second-highest daily total Saturday with 836 more positive cases of the virus and a daily record of 979 confirmed cases on July 19.Ohio's Gov.
