The rainbow crosswalk, similar to those in cities like San Francisco and Seattle, will be located at Normal Street and University Avenue. “The installation of a rainbow crosswalk has been a long-standing goal of the San Diego LGBTQ+ community. Hillcrest deserves a visual representation of the LGBTQ+ movement and its goals of visibility, acceptance and inclusion,” said Councilmember Chris Ward’s office. SAN DIEGO (KGTV) -- Health providers in San Diego County will start receiving new training this week to better spot signs of domestic violence strangulation.Health professionals at all of the county's major health providers will take part in new training Wednesday, San Diego County District Attorney Summer Stephan said. Additionally, thousands of posters that read, "Only you decide what goes on your neck," will go up in clinics, urging victims to report strangulation.The ,000 campaign, called San Diego County Health CARES, was announced during Domestic Violence Awareness month. It is the latest effort to address strangulation crimes in San Diego County, which has seen prosecutions of strangulation-related felonies jump four-fold in the last six years."This initiative is another big step in fighting domestic violence," Stephan said. "We know that victims are often reluctant to report to police but will trust their healthcare provider, so this is an opportunity for early detection and intervention that could save lives."Over the last 22 years, strangulation accounted for 13 percent of domestic violence homicides in San Diego County, she said.In 2017, police agencies in San Diego County agreed to adopt a new protocol for responding to suspected strangulation cases in which officers now refer victims to forensic nurses for evaluation. The protocol is the first of its kind in California and among the first in the country, said Palomar Forensic Health Services director Michelle Shores.The change has had a significant impact on prosecutions, Stephan said. In 2015, there were 66 prosecutions for strangulation. In 2018, the number jumped to more than 250.In more than half of strangulation cases, there are no marks or physical signs of injury on the victim's neck, making detection more difficult, said San Diego County Deputy Chief Medical Officer Dr. Jennifer Tuteur. Medical experts say it's not necessarily going to work.The lines were hours long in front of a Linda Vista testing site, just as long at sites around the county Sunday."There's a worrisome reason for that, people are planning to go visit their older relatives and they think they're going to be 100% safe," Dr. Davey Smith, Chief of Infectious Diseases at UC San Diego said getting tested Sunday or any day leading up to Thanksgiving could give you a false negative."If I get tested now, it doesn't mean that I'm not infected, it just means that I'm not actively shedding the virus," Smith said.According to the CDC the incubation period for the virus is 2-14 days."I thought Halloween was going to be the scary part of the year but November, December, January are just going to be really tough I think. SAN DIEGO (KGTV) — Despite having the most coronavirus cases of any local university, large off-campus parties continue to be an issue for San Diego State University and nearby residents.Students living off-campus have been attending large parties, according to neighbors. As of Saturday, SDSU had 1,184 COVID-19 cases, 767 of those cases being reported in off-campus students.Locals living in the College Area says many students continue to ignore public health orders and hold large, loud parties with no physical distancing or mask wearing."It's really frustrating and at this point, I feel like there's not a lot that we can do because you know those people, they're just going to keep doing what they're doing," one neighbor said.In a statement to ABC 10News' reporting partner KPBS, San Diego State says more than a hundred notices of violations have been delivered to residences in the college area.The university also contracts elite security to keep an eye on the neighborhood surrounding the school for any violations. If a security guard notices a party, they call police to respond.As of Friday, Cal State San Marcos had reported 18 total COVID-19 cases, three of which were off-campus. At UC San Diego, there have been 106 coronavirus cases since March 1, with three being reported since Oct. 1. SAN DIEGO (KGTV) - Evacuations across San Diego County during large wildfires will look different this fire season due to the pandemic.Sean Mahoney, Regional Chief Executive Officer for the American Red Cross Southern California Region, said they've put together a plan for families that could be impacted by wildfires this year.Mahoney said it starts with the temporary evacuation points, where families can initially go after being evacuated. That is a place for them to safety wait until firefighters can get the fire under control and to receive information.Mahoney said buildings like community centers and libraries have traditionally served as temporary evacuation points, but putting people indoors now carries risk due to COVID-19.This year, the Red Cross has identified several possible temporary evacuation points that would be safer during the pandemic. Many are local school parking lots. Instead of waiting indoors, they will ask for families to remain in their vehicles until a Red Cross worker can attend to them."We would approach their window, we would have a mask, and we would get their cell numbers, and from that point on, we can use cell phones to give them updates," Mahoney said.Mahoney added they picked parking structures with shade so families can be more comfortable.In cases where families need to be sheltered overnight, Mahoney said they have two plans, depending on the situation."If there are just a small number of people displaced, we'll put them in hotel rooms we'll have Red Cross people in the hotels, and then we'll just have to adjust feeding them as well," Mahoney said. "It'll be much more costly, but we have a responsibility, and it's our mission to provide sheltering and feeding folks on the worst day of their lives, and we take it very seriously."In cases where they have to establish an overnight shelter, Mahoney said they would look to set up several shelters with fewer people at each one. Space and capacity would be factors."Certainly at the shelters, our staff will be wearing masks, and taking those precautions as far advanced cleaning and separating people and separating cots.
