(KGTV) - People who live and work around Carmel Mountain are having their patience tested by a road work project.San Diego Public Works began laying new asphalt on a two-mile stretch of Rancho Carmel Drive on Monday this week and so far it’s been three days of congestion for those who have to drive through the area.“This is insane,” said one driver who had been waiting for over an hour on connecting to go a few blocks.Several people told 10News they had been in traffic for up to two hours in a quarter-mile span because of the road work.In a statement SDPW wrote:In response to the increase in traffic, we have sent one of our traffic engineers to the site to assess how the traffic control can be improved to reduce the traffic impacts of the work. We want to apologize to all those that were impacted by the traffic. We expect that this particular stretch of work should be completed today, and the remainder of the paving work on Rancho Carmel Dr. should be done within a week or two, with final striping to follow.SDPW says crews will work 7 a.m. to 3 p.m. and they plan to have the Rancho Carmel Dr. project done by April 20. 1183

(KGTV) -- Rios Elementary School in the Cajon Valley Union School District is one of only a few districts that took advantage of the state waiver program to reopen for in-person learning this fall and is the largest in the state to qualify for one.More than 200 students attend Rios in-person, five days a week.Principal Liz Loether says despite low case numbers, they're seeing the effects of Covid, and they're trying their best to help students cope as they get back to school, but still face the challenges presented by the pandemic.Loether says those symptoms are showing up as social-emotional difficulties, reactions to frustration, levels of patience, and learning loss.At Rios they've leveraged the resource of extra space to spread out their more than two hundred kids. They have teachers rotate instead of kids to minimize contact outside cohorts.Another resource is technology. Rios was the first computer science elementary school in the country, and several years ago, the superintendent made it a priority for each of the 17-thousand students in CVUSD to have a Chromebook computer.It proved to be crucial foresight when the pandemic left many other districts scrambling to get tablets and computers into students' hands.It also meant none of the money schools got from the government was needed to buy computers."It did give Cajon Valley an advantage," says Board of Trustees Vice-President Jim Miller. Miller also says to qualify for the waiver to reopen, significant planning and coordination were required, with parents and with the teachers' union.Both Miller and the superintendent, Dr. David Miyashira, talked about trust and a sense of the community "buying-in" to the push to go back to school in person this fall.In CVUSD schools, two out of three students qualify for free or reduced-cost meals, and many of the parents are frontline or essential workers.Many Cajon Valley schools are open in a hybrid model, but there are several like Rios which are open five days. Some of the schools are providing full-day free daycare as well for frontline workers and for school staff.Roughly 20% of families have opted to do online learning full-time, but overall, the feedback they've received, he says, has been very positive.He adds that they've heard from districts across the country who have asked for advice on how to replicate their model successfully."I'm personally very proud of Cajon Valley," says Miller. 2441

A 21-year-old American student was stabbed to death in Rotterdam, Netherlands, allegedly by her roommate, police said Friday.According to a police statement, authorities received reports of a quarrel Wednesday at an apartment on Kralingse Kerklaan in Rotterdam. When they entered the apartment, the statement said, police found Sarah Papenheim with stab wounds and attempted to resuscitate her. Police said those attempts were unsuccessful, and she died of her injuries.An investigation led authorities to the suspect, Papenheim's 23-year-old roommate, who was arrested at the Eindhoven train station, the police statement said. The two had their own rooms in the apartment but shared a kitchen and bathroom, police said.The suspect was identified as Joel Schelling, a source close to the investigation said. A 29-year-old man arrested after he crashed a car into security barriers outside the UK Houses of Parliament in what's being treated as a terrorist incident was identified by police Wednesday as a UK national originally from Sudan.The man has not yet been named by London's Metropolitan Police but the force said in a statement that it was "satisfied" it now knew his identity.Three people were injured when the suspect's car careened into cyclists and pedestrians during the Tuesday morning rush hour outside one of London's most iconic locations.
