SAN DIEGO (KGTV) - A man accused of causing a flood which some tenants confused for a terrorist attack faced a judge Wednesday to enter his not guilty plea.A Deputy District Attorney argued that Francisco Morales is a danger to the community."He poses a great threat to the community as there are over 200 individuals, citizens in the community of Little Italy who cannot go home; they have essentially lost everything," she said.The judge agreed, and raised Morales' bail from 0,000 to ,000,000. Morales faces 45 counts of felony vandalism and 5 counts of assault intended to cause great bodily injury.Several residents were forced to flee from their Little Italy apartment complex Monday morning after police said Morales opened pipes and used a fire hose to flood all eight floors of the building.Water from the hose and pipes made its way down to all floors, including the basement, according to authorities. Multiple witnesses said some residents were waist- or shoulder-deep in water as they tried to leave."It was like a waterfall coming down on you of water," tenant Ryan Lange said. "When I came down to the bottom floor there were people crying, we're trapped, we're trapped we can't get out!"Some residents said Morales sprayed them with fire hoses as they evacuated the building.Officers located Morales in the lobby and arrested him on suspicion of vandalism."It seemed like somebody was trying to kill everybody in there," Lange said the pain hasn't lessened over the past two days. "I feel like it's unlive-able; it smells like musty and moldy, looks like they're going to have to redo all the carpets and the drywall."Lange lives in one of the 45 units destroyed by the flood. He said he estimates his losses around ,000, not including his car.10News learned more than 200 people and their pets were displaced from the 100-unit complex.The building was being evaluated for any potential structure damage. SAN DIEGO (KGTV) - A local woman says a water meter device in the Midway District has been leaking gallons of water for at least two years, but no one will fix it. She emailed Team 10 investigative reporter Jennifer Kastner after contacting multiple government agencies to report the wasted water. The backflow device sits just off of Sports Arena Boulevard. When 10News visited it last week, it was dripping steady streams of water.“It’s a problem,” says Diane Ang, who works nearby. She says there's so much leaking water, that the surrounding transient population uses the water to fills up their bottles. Containers of shampoo and soap wrappers are scattered around. Ang tells 10News that people bathe in the water. At one point, she says, people grew a garden next to the device because the ground was so saturated with water. “[They had] tomatoes and some other vegetables,” she adds.There's no property tag on the device, so Ang called the City of San Diego at least three times but couldn’t get any help. She filled out multiple requests for assistance on the City’s "Get it Done” website, but there was no resolution. She was told the backflow device might belong to the Navy. She tells us that she made several attempts to get in touch with someone at the Navy. She says she spent at least two or three years trying to get the issue fixed. “No one cares. No one cares,” she adds.10News wanted to know how much water was leaking, so we timed one of the flowing streams using a measuring bucket. What we discovered was that thousands of gallons of water may have been wasted in the last few years. We took our information to Mathnasium of Point Loma. The math tutoring company found that 21,000 gallons would have be lost in one year alone, assuming the water had been leaking at the same rate, continuously. “It’s such a huge waste,” says Ang. 10News contacted the City of San Diego. A spokesperson directed us to the Navy. A weeks ago, we reached out Naval Base Point Loma. This Tuesday, a media spokesperson for Naval Base Point Loma sent us an email which reads, “We appreciate everyone who took the time to bring this leak to our attention. Our Naval Base Point Loma Public Works team is taking action to fix the leak today. Conserving our natural resources is a high priority and is very important to all of us at Naval Base Point Loma. We encourage active participation by contacting us directly at nbpl_pao@navy.mil or use the “Get-It-Done San Diego” app for the City of San Diego. [It] is a quick way for anyone in the community to report service issues (street lights, traffic signals, trash recycling, sidewalks, street flooding, etc.)” 10News verified that the leak has been addressed. SAN DIEGO (KGTV) — A San Diego businessman pleaded guilty in federal court on Wednesday to charges of bank fraud and tax evasion in connection with failing to report hundreds of thousands of dollars in income and fraudulently obtaining a mortgage.David Daughtrey, 60, of El Cajon, admitted to evading taxes by failing to report 8,612 of income to the IRS and also fraudulently obtaining a mortgage for his .8 million home using a third party, U.S. District Attorney officials said.As part of his plea agreement, Daughtrey will pay ,016,457.91 in restitution to the IRS. "Mr. Daughtrey blatantly disregarded his tax obligations for years. The defendant not only abused the tax system for his own financial benefit, but conspired to commit bank fraud in order to maintain this lifestyle."Daughtrey admitted that from July 2006 until April 2016, he conspired with others to commit bank fraud and tax evasion. As part of the fraud scheme, he directed another person to submit a mortgage application to Wells Fargo to buy a .8 million five-bedroom home, officials say, and falsely claim that the fund used as a down payment belonged to a third party and the third party would be the primary homeowner.In reality, Daughtrey provided the funds and the house was intended to be his primary residence. He later submitted a false hardship letter on behalf of the third party to get the bank to modify the terms of the home loan, officials added.He also admitted that over several years, he and his spouse, who is not charged in the case, conspired to falsely report total income in tax years 2012 through 2015. Officials say in 2012, Daughtrey omitted at least 8,612 in income and the IRA tax loss for years 2012-2014 was 6,536. SAN DIEGO (KGTV) -- A new study by Zillow shows that homebuyers with lower credit scored pay more for the same homes than buyers with excellent credit scores.According to Zillow, borrowers with excellent credit scores could get a mortgage with a 4.5 percent annual percentage rate.Borrowers with a fair credit score could get a 5.1 percent rate. Over the lifetime of a 30-year mortgage, that means a buyer with a fair credit score may end up paying an additional ,000 over the lifetime of the loan.In San Diego, where the median home value in March of 2018 was 5,300, Zillow estimates that homebuyers with fair credit will pay ,000 for the same home.The difference is only amplified in more expensive markets, Zillow says. In addition, the penalty for lower credit scores tends to be higher."When you buy a home, your financial history determines your financial future," said Zillow senior economist Aaron Terrazas. "Homebuyers with weaker credit end up paying substantially higher costs over the lifetime of a home loan. SAN DIEGO (KGTV) -- A group of activists are upset after the San Diego Police Department rescheduled a Black History Month celebration for the department's current and former black police officers.The department's celebration was scheduled to take place Saturday, February 24th, but was canceled just days before. The group says a committee of officers was appointed to plan the event in January. They think the cancellation was politically motivated. Monica Montgomery spoke during a brief press conference on Monday at the Civic Center Plaza. She thinks the decision to reschedule the event was made after the keynote speaker was announced. The speaker was supposed to be Geneviéve Jones-Wright, the candidate for San Diego district attorney. She's running against interim D.A., Summer Stephan. The police department told 10News the event was rescheduled due to planning conflicts. Lt. Scott Wahl said they plan on notifying officers when a new date is set. The D.A. sent 10News the following statement: "District Attorney Summer was not involved in the planning or the rescheduling of this event." 1143
