A San Francisco lawmaker has introduced an ordinance that would make it illegal to make a racially-biased 911 call within the city limits.According to KPIX-TV in San Francisco and The Los Angeles Times, San Francisco City Supervisor Shamann Walton introduced the "Caution Against Racially Exploitative Non-Emergencies (CAREN) Act" on Tuesday.The CAREN acronym is a play on the name "Karen" — the name social media users often label those who make racially-based 911 calls in viral videos.In a statement to NBC, Walton said that the act would "make it unlawful for an individual to contact law enforcement solely to discriminate on the basis of a person's race, ethnicity, religious affiliation, gender, sexual orientation, or gender identity."The proposed legislation is similar to a bill currently making its way through the California State Assembly. That bill, AB 1550, was introduced by Assemblyman Rob Bonta (D-Oakland)."Using 911 as a tool for your prejudice towards marginalized communities is unjust and wrong!" A New York judge dismissed count 6 of Harvey Weinstein's criminal indictment Thursday, which was a criminal sexual act in the first degree.The count stems from charges brought forth against the disgraced movie producer in May by Manhattan District Attorney's Office.A source familiar with the investigation told CNN at the time that the criminal sex act charge was from a case involving aspiring actress Lucia Evans, who alleged Weinstein forced her to perform oral sex on him in his Tribeca office in 2004. She first spoke out about the alleged incident to Ronan Farrow in the New Yorker last fall.Carrie Goldberg, an attorney for Evans, spoke to reporters outside the court in lower Manhattan following the dismissal, and said the prosecution "jumped ship" and "ultimately she was caught between the middle of a feud between the NYPD and the DA's office."Goldberg added that despite District Attorney Cy Vance not opposing a motion to dismiss the charges against Weinstein, her client's claims remain and this "does speak to a system desperate in need of reform.""People always ask why don't sexual assault survivors come forward, this is why. Today is why," Goldberg said. Goldberg detailed how prosecutors used Evans for months and "put her through needless torture."The attorney said her client will continue her fight in other venues."Victims are becoming warriors and this is just the beginning," she added.Weinstein had previously pleaded not guilty to the six sex crimes he's been charged with in New York, including two counts of rape.Weinstein's bond was set at million and he is required to wear a GPS monitoring system and is only allowed to travel within New York state or Connecticut.Weinstein is also under investigation for alleged sex crimes in Los Angeles and London.CNN has reached out to Weinstein's representatives for comment. 1861

A storm system causing severe weather Sunday along the Gulf Coast is forecast to move off the East Coast, turn into a nor'easter and threaten the Northeastern United States on Monday night into Tuesday.The storm's exact path remains a bit uncertain, but the system will bring precipitation and wind in what will be the third significant winter storm in the past 10 days.A winter storm watch is in effect for 8.5 million people in New England, including residents of Boston and Portland, Maine. The National Weather Service Boston estimated 6 to 8 inches of snow for parts of Massachusetts, Rhode Island and Connecticut.New York, Philadelphia and Washington are only under a hazardous weather outlook at this time. The next forecast update will come at 8 p.m. on Sunday.The American model forecasts heavy snowfall for areas of New England and upstate New York, whereas the European model shows less snowfall. Still, both models agree there will be more snow on the way for the Northeast.If the nor'easter tracks closer to the coast, then stronger winds and coastal flooding may become issues as well.Last weekend, a powerful nor'easter that morphed into a "bomb cyclone" slammed much of the Northeast with heavy snow and rain, hurricane-force wind gusts, and significant coastal flooding. The storm left six people dead from falling trees, and about 900,000 people lost electrical power.As residents were still digging out from that snow, a second storm hit the Northeast late last week. The storm dropped heavy, wet snow in areas west of Interstate 95, leaving feet of snow in some areas. One 88-year-old woman died Wednesday when a tree fell and struck her in Suffern, in southern New York, police said.This winter's snowfall totals so far sit around the annual average at this point for the major Northeast hubs of Boston, New York and Philadelphia, according to the National Weather Service. 1937
