VISTA, Calif. (KGTV) - The Vista Unified School District's school board on Tuesday passed new rules for its middle and high schools seeing cases of COVID-19In a special meeting, the school board discussed a staffing issue that’s occurred since reopening for in-person learning last week.There have been at least four confirmed COVID-19 cases within the district. As a result, teachers are being quarantined and school officials say they’re having difficulty finding substitute teachers to fill in.The board unanimously approved a plan that would allow in-person learning to continue as the district addresses the staffing issue. The plan is to use a threshold system to close down some of its middle schools and high schools with positive COVID-19 cases.The details have yet to be hashed out, but in principle, the district's board agreed the new rules would be:-- If one school has two positive cases in a specific time, the whole school would have to switch to virtual learning for 14 days-- If three secondary schools see one case each within a certain period, all three would have to go virtual for two weeksMission Vista High School already has two positive COVID-19 cases, so the district plans to close the school on Thursday and transition students and staff to virtual learning. They plan to notify families and faculty on Wednesday.The new threshold system does not apply to elementary schools.There is one reported case each at Roosevelt Middle Schoo, Alamosa Park Elementary School, Mission Meadows Elementary, and Alta Vista High.In light of the positive cases, at least 400 students and nearly two dozen staff members have been ordered to quarantine. 1672

VISTA (CNS and KGTV) - A man accused of killing his 7-year-old daughter at the family's Oceanside home pleaded not guilty Tuesday to murder, assault and child cruelty charges.Pedro Araujo, 27, is charged in last Wednesday's slaying of Mariah Araujo. Police have not commented on the cause of her death, but the criminal complaint indicates that a knife was used.Mariah was stabbed at least 10 times in the neck and upper body, prosecutors said. She also had defensive wounds from the attack.In addition to murder, the defendant is charged with assault on a child in regard to Mariah, and misdemeanor child cruelty involving her 6-year- old sister.RELATED: 7-year-old found dead in Oceanside home, father arrestedHe faces 26 years to life in prison if convicted of all charges.The children's grandmother made an emergency call shortly after 11 a.m. to report that she had just gone to the family's house in the 3500 block of Las Vegas Drive to pick up Mariah and her sister but had been unable to find the older girl, Oceanside police spokesman Tom Bussey said.The woman reported that her son -- the girls' father -- had been evasive about the whereabouts of his elder daughter and had blood on him, Bussey said.Officers went to the residence near Emerald Isle Golf Course and searched it, finding the victim's body in a bathroom. Detectives questioned Araujo and took him into custody on suspicion of murdering his daughter, Bussey said.Araujo's arraignment was initially scheduled for last Friday, but was postponed twice because he was being held in ``enhanced observation housing,'' according to court staff.Members of the girl's family gathered at the Vista courthouse last Friday and told reporters that Araujo was unstable and should not have been anywhere near his daughters.Karina Avina, Mariah's aunt, said Araujo did not have custody of the children as numerous Child Protective Services cases were open and ongoing against him, though the circumstances of those cases was unclear.``We want him to pay the max. That's what we want,'' Avina said. ``We don't want a few years. We don't want him to get out. He needs to pay his whole life.''Araujo is being held without bail. (KGTV) -- Deputies arrested a man they say kidnapped his girlfriend’s 8-year-old son early Wednesday morning.According to the San Diego County Sheriff’s Department, the alleged kidnapping happened on the 300 block of Hillside Terrace at 2:15 a.m.Authorities say Guillermo Cruz, 32, was intoxicated when he drove to his girlfriend’s house, jumped a balcony fence, and abducted the woman’s sleeping 8-year-old son. Deputies say Cruz is not the child’s father.After calling 911, deputies spotted the vehicle Cruz was driving and pulled him over before making the arrest. The young boy was unharmed.Deputies say they noticed Cruz had an empty vodka bottle in the car with him. (CNS) -- As a retrial was about to begin, ex-NFL tight end Kellen Winslow II has pleaded guilty to rape and felony sexual battery charges, with the remaining charges against him set to be dismissed under the terms of a pleaagreement. Under the deal, Winslow will also waive his right to appeal charges on which he was convicted in his first trial, including rape and indecent exposure. 407
