SAN DIEGO (KGTV) -- Crews responded Wednesday afternoon to two brush fires that scorched an area near Mission Trails Regional Park. According to firefighters, the fire broke out near Hemingway Drive and Jackson Drive around 1:40 p.m. At this time, it's unclear if any homes are being evacuated.Once crews arrived, they discovered that two spot fires were burning in the same area. SAN DIEGO (KGTV) - Crowds gathering at Veterans Park in Ocean Beach may face fines if they don't follow the county's public health orders.Tuesday morning, city crews put up orange mesh fencing around the park, but a few hours later, witnesses took pictures of two men cutting the fence down.Residents and business owners have been complaining for weeks about large groups gathering on Wednesday evenings gathered to watch the drum circle and hang out in the park.Mark Winkie is the president of the Ocean Beach Town Council. He didn't agree with shutting down the park, but he didn't condone tearing down the fence, either."Disappointing what happened here this morning, but it's important for people to know, as a town council, we really would like education to come first, to notify people about what they need to do when gathering here on such large quantities on a Wednesday," said Winkie.The public health orders banning gatherings of more than ten have been in place for months, but Winkie said it's possible not everyone is aware."Particularly for the drum circle, no city or county official has been out really interfacing with them, SDPD definitely came out, and I applaud their actions," said Winkie.Last week, police broke up the crowd, but did not issue citations.Councilmember Dr. Jennifer Campbell said it's time for enforcement."Everyday more San Diegans are dying, so we have to get tough and I'm telling you if this situation that happened last Wednesday night, happens this Wednesday night, there's gonna be a lot of clamp down, so they have got to stop it," Dr. Campbell said shouting.Violators could be fined up to ,000."By God, that is now the law and, therefore, the county sheriff should be out here arresting people who aren't wearing masks, who aren't distancing, and who are coming together," said Dr. Campbell.It's unclear if the city will put up a more permanent barrier or if anything will be in place by Wednesday evening. 1962

SAN DIEGO (KGTV) -- Bombarded with long lines and time delays, the state is planning to replace the Department of Motor Vehicles facility in Hillcrest with a larger facility. The state would tear down the current 14,319 square-foot DMV at 3960 Normal Street, and replace it with a one-story 18,540 square-foot building. The new DMV would accommodate the 931 customers that use it daily, with 141 parking spaces. It would cost .7 million. "The existing DMV Normal Street field office is not sized appropriately to accommodate the existing staffing and service demand levels needed at this location," the DMV said in an environmental notice. But the threat of shorter wait times is not being met with enthusiasm from some Hillcrest residents.Mat Wahlstrom, a member of the Uptown Planning Group, sees the project as a missed opportunity. He pointed to a now-scrapped plan to add a mixed-use housing and retail project, plus a park. It would have a new, larger DMV on the south end the 2.5-acre site."This wouldn't be a deadzone every evening, which is what it's become," Wahlstrom said. "It was supposed to have been a dual use site."Christina Valdivia, a DMV spokeswoman, says the mixed-use plan didn't work because it doesn't conform with its vehicle-centric business model.Meanwhile, the Hillcrest Farmers Market is raising issue with the DMV's plan to add a 7-foot-tall wrought iron fence around the property. The market uses the DMV lots for parking and some of its vendors."It would really create this sort of fortress DMV that we are hostile to," said Ben Nichols, who heads the Hillcrest Business Association.Valdivia says the DMV is installing fences at all of its new and replacement buildings to protect against vandalism, theft, damage, and even human waste. Nichols said it would just push those problems onto the public sidewalk.Now, two state legislators, Sen. Toni Atkins, and Asm. Todd Gloria, are getting involved with the project. The plan is currently under environmental review. SAN DIEGO (KGTV) — As a woman lay paralyzed from a horrific accident, police say someone was inside her car, stealing from her.  The search for that thief is now turning to San Diego County."She was the nicest, most wonderful person I've ever known," said Don Nelson.Nelson says his wife of 27 years, Terri, was on her way to pick up her father for a hospital trip in August when a truck rear-ended her car at a stoplight in Riverside.  As she lay with her neck broken, amid the commotion of bystanders and first responders coming to her aid, police say someone got into her car and stole her purse.Detectives say within days of the accident, surveillance images show her using Terri's credit cards and writing checks in her name. Nelson says as some ,000 worth of purchases were made at various businesses, from fast food restaurants and Albertsons to Costco."I think that's the lowest form of life that could possibly be. You have to be a sorry person to do something like that," said Nelson.For three months, Terri was paralyzed and on a ventilator, until she passed last week from complications from the accident.  Her husband's grief is not the only emotion that consumes him. There is also anger. He's still dealing with collection agencies seeking money from the thief's shopping spree.  During that crime spree, police believe the woman rented a Nissan Rogue in Terri's name, before the CHP pulled that car over on a highway in San Diego County. The two men inside the car have yet to lead detectives to the woman, but police hope tips from the public will."I just can't believe a lightning bolt didn't strike the person.
