SAN DIEGO (KGTV) -- California and 13 other states filed a lawsuit against the Trump administration Thursday, seeking to block changes to the federal food stamp program that would put 380,000 Californians at risk of losing benefits.The lawsuit claims the Trump administration failed to follow proper procedure and is undermining the intent of the food stamp program, known in California as CalFresh."No one should have to choose between a hot meal and paying their rent," said California Attorney General Xavier Becerra in a statement. "But this latest Trump Administration attack on low-income Americans will force them to do just that."RELATED: Thousands of San Diego senior citizens now eligible for food stampsBeginning in April, able-bodied adults without children will be required to show documentation every 90 days that they are working at least 20 hours per week or in vocational training. Otherwise, those adults can only receive three months of food stamps every three years.About 26,000 people in San Diego County would be impacted by the new rule, according to County Health & Human Services Agency spokeswoman Sarah Sweeney.The Trump administration estimates the change would save about .5 billion over 5 years. “These are taxpayer dollars and President Trump takes that very seriously,” said San Diego County Republican Party chairman Tony Krvaric. “Every dollar that is given to somebody who does not qualify, someone who is able-bodied, is taking resources away from somebody who actually truly need it.”RELATED: San Diegans relying on food stamps await word of program's future under shutdownVince Hall of Feeding San Diego said the federal food stamp program is a proven success. He said veterans will be particularly vulnerable to the changes.“Hunger is not going to motivate people who are already highly motivated, but it is going to disable their ability to find good productive jobs, to engage in meaningful job training programs,” he said. “Hunger is debilitating not empowering.”Hall said the cost of verifying people’s work requirements will likely exceed the cost of the food stamps themselves. A memorial to honor Smith at Christ United Presbyterian Church, where he led mass for decades, was held at 11 a.m. Friday."We kind of thought of Rev. Smith as the black godfather of San Diego, and of this church, because he helped so many people," Delores McNeely, a church member of 30 years, told 10News in February.Smith was the first African American to be elected in the city when he won the race for the San Diego Board of Education in 1963. He also started the Catfish Club, where weekly lunches served as a gathering for locals interested in civic or political issues in the community.The forums began at the church, but were eventually moved to Channel 10 when the attendance became too large."All the political leaders in the community came, and we had this huge forum, and they listened to him. And if something were going on in the community, the first person that they would call was Rev. Smith," said McNeely. SAN DIEGO (KGTV) — Border officials seized nearly two tons of drugs valued at millions of dollars at San Diego and Imperial Valley ports of entry last weekend.Between June 14 and June 16, Customs and Border Protection says more than 2,638 pounds of marijuana, 1093 pounds of methamphetamine, and five pounds of heroin were seized after being discovered inside doors, flooring, and other areas of vehicles and a tractor-trailer.In one instance, agents at the Calexico Port of Entry stopped a 34-year-old driver on Friday and referred the driver to a secondary inspection. There, canine agents made a positive detection and the port's imaging system discovered anomalies inside the vehicles flooring.Agents uncovered 40 packages of methamphetamine hidden in the vehicle.The same day, a tractor-trailer was stopped at the Otay Mesa Port of Entry, arriving from Mexico with a shipment listed as "watermelons and cactus." An officer referred the driver to a secondary inspection, where a canine officer alerted agents to a positive detection in pallets of watermelons.Agents found 311 packages of marijuana, worth an estimated ,557,000, intermixed with the fruit.During another incident on June 16, agents at the San Ysidro Port of Entry stopped a 35-year-old man where a secondary inspection revealed 86 packages of methamphetamine, with a street value of 3,700.All drivers were turned over to Homeland Security agents for processing and all vehicles and narcotics were seized by CBP. 1494

  

SAN DIEGO (KGTV) — California Highway Patrol investigators are correcting their initial findings of a fatal wrong-way crash on Interstate 5 in February.In March, CHP said 35-year-old Justin Callahan was at fault for the fatal collision on the northbound I-5 transition ramp to westbound I-8 on Feb. 26 just before 2 a.m.Investigators had believed Callahan, driving in a Volkswagen Jetta, was traveling eastbound in the westbound I-8 lanes when he collided with a Toyota Camry on the transition ramp — a finding Callahan's family had contested.RELATED: Family disputes CHP's details of I-5 wrong-way crashCallahan died at the scene while two female occupants inside the Toyota suffered major injuries.Friday, CHP said they've now concluded the Toyota was traveling in the wrong direction when it collided with Callahan's vehicle on the ramp.Investigators also said the driver of the Toyota, 22-year-old Lauren Freeman, was found to be under the influence at the time of the crash.Freeman turned herself into San Diego Superior Court Friday. She faces charges including murder, vehicular manslaughter while intoxicated, and felony DUI causing injury or death.RELATED: Driver killed in wrong-way crash on I-5 in Midway areaCallahan's family said following the crash he should have been heading to Ocean Beach from Chula Vista after work at the time of the crash, not away from it."It doesn't make any sense," his brother, Tommy Villafranca, told 10News in March.  "Why would he get back on the freeway and get back the opposite direction?"It takes 21 minutes just to get from his work to Sunset Cliffs Boulevard. He’s still got to turn around go back, and that would take even more time, so the timeline is not working at all."Callahan's parents, Lowell and America Callahan, sent 10News the following statement:"We are grateful for the many hours spent by the CHP investigators and especially officer Cliinkscales, who kept us informed over the last several months, concerning the investigation. Initially, Justin had been reported by CHP as the wrong way driver on I-5 north on the transition ramp to I-8 in San Diego. This took place early Monday morning at approximately 1:55 a.m. on February 26, 2018. We are pleased that his name is finally cleared in this horrible collision that took his life instantly. 2366

  

SAN DIEGO (KGTV) -- California roads have some of the worst drivers in the entire country, according to a new ranking.Finance website SmartAsset reports that California ties with Missouri to take third on the list for states with the worst drivers.In order to rank states, the site looked at the percentage of drivers with insurance, the number of DUIs per driver, the average number of deaths per miles driven and how often residents Google terms like traffic ticket or speeding ticket.California ranked 12th for DUIs per thousand drivers and 11th for percentage of uninsured drivers. The Golden State also ranked 32nd for number of people killed per 100 million miles driven.It may give some comfort to know that California wasn’t ranked first. That honor was given to Mississippi followed by Tennessee.More California rankings: 839
