SAN DIEGO (CNS) - A young man accused in a series of San Diego-area gang-related killings and attempted slayings pleaded not guilty Monday to murder, attempted murder and conspiracy charges.Ismael Betancourt, 20, is charged in the Aug. 1, 2019, shooting death of 57-year-old Marco Magana in Mountain View, the Feb. 8 shooting death of 19-year-old Leah Posey in Southcrest, and two attempted murders that allegedly occurred on July 24, 2019 and Feb. 8.San Diego police announced Betancourt's arrest last month in connection with the April 8, 2018, shooting death of 55-year-old Lowry Rivers in National City, which occurred when Betancourt was 17. Rivers' killing is not listed in the latest complaint, and it's unclear whether Betancourt is being tried in juvenile court regarding that crime or whether additional charges are pending in his current case.In addition to the murders and attempted murders, Betancourt is charged along with six co-defendants with conspiracy to commit a crime, for what prosecutors allege was a plan to kill rival gang members.The overarching conspiracy includes the July 12, 2019, shooting death of 20-year-old Joaquin Ruiz, who was shot in a vehicle in Bay Terraces by assailants who opened fire from another vehicle.The four defendants charged with that slaying have been arrested and pleaded not guilty. Two of those defendants, Ethan Apan, 28, and Kevin Herrera, 26, are also charged in the murders in which Betancourt is charged. The complaint charges Apan in Marco Magana's murder and Herrera in Leah Posey's murder.Betancourt is being held without bail and his next court date is a Dec. 22 readiness conference. 1656

SAN DIEGO (CNS) - Latinas are bearing a disproportionately high burden from the COVID-19 pandemic in San Diego County, a local nonprofit and Latina elected officials said today as they shared data from the San Diego Association of Governments.According to Latina-focused nonprofit MANA de San Diego, this comes as Latino households already had lower pre-pandemic wages, less access to health care and job-related benefits. Latinas in particular have faced increased job losses and threats of economic insecurity, they said.Chula Vista Mayor Mary Salas, a member of SANDAG's Board of Directors, shared that while Latinas comprise around 17% of the county's population, around 60% of that population is working in the three industries most impacted by job loss during the pandemic -- tourism, retail and education. Latinas account for 14% of total county employment, but 20% of employment in those sectors.Data from SANDAG paints a bleak picture in regard to Latinas during the pandemic. When compared to the white population, Hispanic populations are almost three times as likely to live in areas that have been highly impacted by COVID-19 and unemployment. Additionally, Hispanic residents account for a significant portion of essential workers, and many became unemployed due to temporary business closures as a result of COVID-19.A total of 70% of Hispanic households are in ZIP codes with above average unemployment, 49% in ZIP codes with above average COVID-19 cases and 42% of Hispanic households are in ZIP codes with both above average.More than 100,000 San Diegans have tested positive for the virus, and 57% of those have been Hispanic or Latino.``As the pandemic grows in severity and stay-at-home orders are strengthened, it is the county's Latina population that will continue to face a disproportionate amount of risk and negative impacts,'' a statement from MANA de San Diego said.A Harvard, NPR and Robert Wood Johnson Foundation study also found 46% of Latino households have used up ``most or all'' of their savings during the pandemic, with an additional 15% reporting they had no savings before COVID-19 hit the United States.The same study found 66% of Latino households with children report serious problems caring for their children, including 36% who report serious problems keeping their children's education going.``MANA de San Diego will continue to do our part in creating upward social mobility for Latinas,'' said Inez Gonzalez Perezchia, MANA de San Diego's executive director. ``We will work with our elected officials joining us today and we welcome allies to join us as well. SAN DIEGO (CNS) - A motorcyclist died Sunday in a head-on collision with a truck in the San Pasqual neighborhood, police said.The accident happened at 1:41 p.m. when a 65-year-old man riding a 2020 Harley Davidson motorcycle traveling east in the 18000 block of San Pasqual Valley Road crossed over the double yellow line and hit a 1997 Ford 250 driven by an 88-year-old man traveling west, according to Officer John Buttle of the San Diego Police Department.The motorcyclist died and the driver of the Ford and his passenger were taken to the hospital.Traffic Division is investigating the collision. 609

SAN DIEGO (CNS) - Former San Diego City Councilman and Reform California Chairman Carl DeMaio announced his intent Monday to enter the race for the only Republican-held congressional seat in San Diego County. In a statement announcing his candidacy for the 50th Congressional District seat, DeMaio framed the decision to run as one of ``fight or flight.'' He also lambasted the state's Democratic dominance, arguing the state has shifted to the left in an untenable way. ``Too many Californians are fleeing our state because of the extreme socialist agenda being imposed on us by Democrat politicians, but I refuse to flee: I choose to stand and fight,'' DeMaio said. ``In California, voters have mostly only been given two choices: socialists or ineffective cowards.'' The 50th District seat is currently represented by Rep. Duncan Hunter, R-Alpine, who was indicted last August, along with his wife, on five dozen criminal charges, including conspiracy, wire fraud and record falsification, for allegedly misusing campaign funds. Margaret Hunter has since pleaded guilty to conspiracy and is cooperating with prosecutors. Her husband maintains his innocence. Hunter won a sixth term last November, defeating Democratic candidate Ammar Campa-Najjar with 51.7% of the vote. The path to a seventh term appears more fraught for Hunter, whose trial is slated to begin Sept. 10 in federal court. With rumors of a possible resignation swirling, a cluster of Republican politicians have announced plans to run for the seat in the event Hunter foregoes a run or cannot legally run in 2020. El Cajon Mayor Bill Wells, Temecula Mayor Matt Rahn, former Escondido Mayor Sam Abed and former U.S. Navy SEAL Larry Wilske have all joined the race as Republicans. Former Rep. Darrell Issa, who declined a re-election run in the 49th District in 2018, could also join the race. Campa-Najjar, meanwhile, essentially never stopped campaigning after losing last year and is likely to have a war chest prepared for another attempt to flip the seat. ``More than half a dozen Republicans are now eyeing a challenge against me for CA-50,'' the Campa-Najjar campaign said in a statement last Friday. ``This is an internal battle that party elites will have to figure out amongst themselves.'' SAN DIEGO (CNS) - Authorities Tuesday reached out to the public for help in identifying and locating a gunman who fatally shot a 35-year-old man in the Grantville area nearly five months ago. Officers responding to reports of gunfire shortly after 2:50 a.m. on May 21 found Mario ``Tony'' Bullard lying on a street in the 6200 block of Holabird Street suffering from at least one gunshot wound, according to San Diego police.Paramedics responded, but Bullard was pronounced dead at the scene.
