BEIJING, Sept. 30 (Xinhua) -- China and the European Union (EU) are forging a reliable partnership as one's stability, growth and prosperity are in the interests of the other, said an EU envoy on Thursday.Serge Abou, EU Ambassador to China, made the remarks before Chinese Premier Wen Jiabao attends the eighth Asia-Europe Meeting (ASEM8) and the 13th China-EU summit from Oct. 4 to 6. The ASEM summit, under the theme "Quality of Life: Achieving Greater Well-being and More Dignity for all Citizens," will focus on global finance and economic governance, sustainable development, and social and cultural exchange between Asia and Europe.China, as the second largest economy in the world, plays an important role in the meetings, Abou said, adding that the growth of Chinese economy contributed much to the world, especially amid the financial crisis.Abou described the relationship between China and the EU as "maturing partnership," with trade as "the first taproot" of the ties.The 27-member EU is China's biggest trade partner while China is the EU's second-largest trade partner and most important source of imports. This year, China-EU trade has witnessed remarkable growth and bilateral trade volume exceeded 300 billion U.S. dollars for the first eight months, up 36.2 percent compared with the same period last year.However, Abou was not satisfied with the figures. Trade and investment are not big enough considering China's 1.3-billion population, said the ambassador. He looks forward to more cooperation between the two countries in agriculture among other sectors."We welcome Chinese rise and Chinese prosperity," said Abou, adding that the EU would like to be more "engaged" in China's growth.Besides, China and the EU are also cooperating in energy, climate change and higher education, said the envoy.There are 200,000 Chinese students in Europe and tourists to European countries are also increasing, he added."The Chinese language is the second foreign language studied in my country France in secondary schools, just after English," said the EU official, adding that, by contrast, it was very "exotic" to learn Chinese when he was young."That means we have a solid basis to deepen our relationship," he added.

BEIJING, Sept. 14 (Xinhua) -- A public supervision scheme for China's prosecutors will be rolled out nationwide next month, a senior Communist Party of China (CPC) leader said Tuesday.A pilot public supervisor scheme, which started six years ago, had proved effective in supervising judicial departments, said Zhou Yongkang, a Standing Committee member of the Political Bureau of the CPC Central Committee, at a meeting in Beijing.From next month, the measure would be formally adopted nationwide, he said.More work should be done to improve the selection and management of public supervisors and to draft regulations, he said.Government departments, non-governmental organizations, state-owned enterprises and communities could nominate members of the public as supervisors to the procuratorates.The public supervisors would give opinions to procuratorates when prosecutors decided to drop corruption charges, or when a suspect in the corruption case complained about the arrest.They could also oversee the actions of prosecutors, to prevent illegal detentions, obtaining confessions through violence and torture, and illegal collection of evidence.A report by the Supreme People's Procuratorate to the National People's Congress in March 2008 said about 86 percent of procuratorates had taken part in the trial.At the meeting, Zhou admitted that the country still faced a tough task in judicial reform.The government would work out new policies to attract more prosecutors and judges to work in local judicial departments, he said.

TIANJIN, Nov. 7 (Xinhua) -- A senior Chinese legislator on Saturday said China is drafting a law to act to combat climate change, a move that signals the country's proactive role in honoring its commitment to curtailing emissions, among other measures, in tackling climate change."The responsibility of lawmakers is to urge the government to take concrete steps to meet its promises," Chen Zhili, vice chairwoman of the Standing Committee of the National People's Congress (NPC), told experts attending a two-day forum on climate change legislation being held in Tianjin beginning Saturday.Chen said despite a broad range of government issues, China is taking serious measures in dealing with climate change and has achieved remarkable progress.Chen said lawmakers will particularly base China's climate change legislation on a resolution passed by the NPC last August.The resolution says China will adhere to "the basic framework" set up in the UN Framework Convention on Climate Change (UNFCCC), signed by more than 150 countries in 1992, and the Kyoto Protocol, agreed to in 1997 by the majority of the international community, to set binding targets for developed countries to reduce CO2 emissions, along with the principles of UNFCCC-endorsed "common but differentiated responsibilities" as well as "sustainable development."Chen said many developing countries are gravely suffering from the damage caused by extreme weathers this year. The international community should provide greater support to these countries in terms of finance, technical support, and capability building to boost their ability to deal with natural disasters.More than 60 lawmakers and law experts from 16 countries and regions are participating in the Tianjin forum on climate change legislation, co-hosted by the NPC and Global Legislators Organization for a Better Environment.

LANZHOU/BEICHUAN, Sept. 1 (Xinhua) -- After living through major tragedies, such as the Wenchuan Earthquake that claimed over 68,000 lives and the Zhouqu mudslides that left 1,400 dead, the new semester starting Wednesday may bring a much-needed sense of normality to the affected students.Senior high schoolers of the mudslides-hit Zhouqu County, northwest China's Gansu Province, began a new semester on a usual date, Sept. 1, which is the first day of school in many parts of China, but at a place 400 km south of Zhouqu, the provincial capital of Lanzhou.After the county was hit by massive mudslides on Aug. 8, two primary schools were damaged and high schools are now being used by these pupils. So high schoolers, altogether more than 3,000, were transferred to four schools in Lanzhou and Dingxi City."The new dormitory has everything -- bed sheets, tooth brushes, slippers, toilet paper, you name it", said Wang Wentian, whose house was destroyed. Fortunately, her family was not at home when the mudslides struck.Another student, Guo Xiangban, lost several loved ones in the mudslides. "I still feel sad when I am alone. But the past is the past and I have to move on with my life," said Guo.On the same day, students of the newly-built Beichuan High School, where over 1,000 students were killed after two school buildings collapsed during the Wenchuan earthquake on May 12, 2008, also started their new semester."I have never been in a school so beautiful. There is even a bathroom in our dorm," said Qiao Qi, a senior high student at Beichuan.The new school, covering an area of 15 hectares, can accommodate 5,200 students. FUZHOU, Aug. 27 (Xinhua) -- China has begun efforts to build the largest regional cooperation platform, covering a geographical area that produces around one-third of the country's GDP.As key to this effort, on Friday, the 6th Pan Pearl River Delta (PPRD) Regional Cooperation and Development Forum opened in Fuzhou, capital of southeast China's Fujian Province.The forum, scheduled to run from Aug. 27-31, is celebrated the theme of "deepening cooperation and seeking common development". It has attracted more than 10,000 participants, including officials, entrepreneurs and celebrities from the Chinese mainland, Hong Kong and Macao special administrative regions, as well as Taiwan.The forum, begun in 2004, seeks to stimulate the economy within the pan-Pearl River Delta region, which covers Hainan, Yunnan, Hunan, Guangdong, Jiangxi, Fujian, Sichuan, Guizhou, Guangxi, as well as Hong Kong and Macao special administrative regions.This move would help enhance regional cooperation, encourage labor mobility and accelerate the relocation of industry from China's well-off coastal region to the comparatively underdeveloped western region, said Xu Shangwu, secretary general of the Organizing Committee of the forum.This would improve the comprehensive economic strength and global competitiveness of the entire region, he said.During the previous five PPRD forums, more than 14,000 cooperative projects have been agreed, with their total investments exceeding 1.8 trillion yuan (264.71 billion U.S. dollars), according to government statistics.The GDP of the nine provincial regions in the Chinese mainland totaled 10.5 trillion yuan last year, up 11.8 percent from one year earlier.
