The US ambassador to Mexico was not invited to a meeting between senior White House adviser Jared Kushner and Mexican officials, including President Enrique Pe?a Nieto, a US official told CNN.Roberta Jacobson, a career diplomat who has more than 30 years of experience in the region, announced her retirement earlier this month effective in May. Her departure comes at a time when US relations with Mexico have been strained over issues related to trade and migration.Kimberly Breier, who was just nominated to be the new assistant secretary for Western Hemisphere -- a senior State Department position Jacobson previously held -- was with Kushner at the Wednesday meeting. The New York Times first reported that Jacobson was not at the meeting. The timing of the meeting came amid NAFTA negotiations and questions over President Donald Trump's tariff proposal. It also comes shortly after Kushner had his security clearance downgraded because he had not obtained his full clearance.  995

The United Kingdom says it will be the first to conduct COVID-19 vaccine human challenge trials. It's different than other vaccine studies. People will be deliberately infected with the virus, which speeds up the research process.Pending approval, the process will start in January at a London hospital. It will require about 90 healthy young adults between the ages of 18 and 30.The group 1 Day Sooner has recruited from all over the world, including 3,000 Britons.“If the vaccine works, then ideally, people don't get infected and if people do, then they will be closely monitored and treated, but because these are young and healthy people taking part in the trial, I think, researchers feel comfortable doing so because the risks of death are on par with something like kidney donation for people who are young and healthy,” said Abie Rohrig with 1 Day Sooner. Before researchers test the vaccine, they'll do a characterization study. That's where volunteers are infected by getting a vaccine to determine the right amount of virus to give during the trial.Because of the risk, 1 Day Sooner is advocating for the entire process to be made public. Results could come in May. Even though that's likely after other COVID-19 vaccines are licensed, it's still important because we need billions of doses and because of the unique data human challenge trials provide.“Researchers can understand how the virus works in the human body. They can understand the biological markers of immunity. In fact, much of our understanding of other types of coronaviruses come from challenge studies that were conducted in the 1960s in Britain,” said Rohrig.Human challenge volunteers are paid and monitored for at least a year after. 1722

The shortest day in what feels like the longest year has arrived. Monday is the Winter Solstice, the day each year when there is the least amount of sunshine in the Northern Hemisphere. The Winter Solstice is the official first day of winter, which lasts until March 20, 2021. It’s when the sun appears at its most southern position in the sky.If it has felt like the world has been getting darker and darker the last six months, that’s because it kind of has been. As the sun spent less and less time shining on the Northern Hemisphere. The closer a person is to the North Pole, the less time they will see the sun. People in Nome, Alaska will only have roughly 3 hours and 54 minutes of sunshine on Monday. There will now begin to be slightly more daylight each day until the Summer Solstice, which is on June 20, 2021.In the Southern Hemisphere, it’s the opposite: it’s the day each year with the most sunshine and marks the beginning of summer in places like Australia, Argentina and South Africa. Many traditional celebrations on the solstice were canceled this year because of the coronavirus pandemic. Including at the world famous Stonehenge, where there is usually a large annual celebration on the solstices. 1222

The White House has approved a disaster declaration for Shasta County, California, where officials say the massive Carr Fire has killed seven people and is continuing to burn through homes and property. The death toll in the Carr Fire reached seven Saturday when a Pacific Gas & Electric worker was killed while working with a crew to restore power in western Shasta County, utility spokesman J.D. Guidi said. An eighth fire-related death occurred in the Ferguson Fire, east of San Jose, when Capt. Brian Hughes of the Arrowhead Interagency Hotshot Crew was killed. In a statement announcing the White House's approval Saturday, Gov. Jerry Brown said California had submitted the request for a Presidential Major Disaster Declaration earlier that day to help with the impact of fires across the state. 811

The red carpet, the stars, the fashion, the acceptance speeches. It's all going down at the 90th Academy Awards. Here's what you need to know about the ceremony:Who's hosting the Academy Awards?Late-night host Jimmy Kimmel will (hopefully) bring the funny again, just as he did at last year's ceremony.Given his more politically-charged monologues recently on "Jimmy Kimmel Live," there are sure to be some Trump jokes -- and disses.Related: Jimmy Kimmel brings new political profile to Oscar-host roleWhat's different about the Oscars this year? The action kicks off a half hour earlier this year, starting at 8 p.m. EST/5 p.m. PST on ABC.Viewers will just have to wait and see if that extra time will translate into longer speeches by the winners. What will people be talking about on the Oscars red carpet? That could be tricky this year because E! host Ryan Seacrest is set to have his usual red carpet hosting duties.Seacrest has been defending himself against an allegation of sexual misconduct. Though Seacrest was cleared of any wrongdoing by the network after a third-party investigation, strong support for the #MeToo movement and the Time's Up campaign might make for some awkward encounters.Related: Ryan Seacrest's Oscar night could prove complicatedWho's presenting the Oscars? The list is pretty impressive and includes Sandra Bullock, Emily Blunt, Dave Chappelle, Jodie Foster, Eiza González, Nicole Kidman, Matthew McConaughey and Christopher Walken, among others.Oscar-winner Lupita N'yongo, one of the stars of what is arguably the biggest film currently in theaters, "Black Panther," will also present.Who will win the Oscars? That is the question of the evening. While there are some frontrunners in the acting categories, the best picture Oscar is up for grabs.Related: Oscar nominations 2018 - The full listOne thing we do know is that safeguards have now been put in place to ensure there won't be another envelope mix-up."La La Land" was mistakenly named best picture last year, when the winner was in fact "Moonlight."Related: Remembering the 'Moonlight' and 'La La Land' Oscars fiascoWhere to watch the Academy Awards?ABC will begin its live coverage of the red carpet at 6:30 p.m. EST, available on broadcast platforms and live-streaming on ABC.com or the ABC app.The-CNN-Wire? & ? 2018 Cable News Network, Inc., a Time Warner Company.
