Hundreds of flights were canceled and 14 million people were under a blizzard warning Sunday as a storm brought snow, wind and rain to large stretches of the Midwest.Kansas Gov. Jeff Colyer issued a state of emergency declaration for the state.Kansas City International Airport was closed to flights arriving on the airfield due to low visibility caused by weather conditions and limited visibility under a quarter-mile, according to an airport tweet.The Kansas Division of Emergency Management's Twitter page said the declaration "authorizes the use of state resources and personnel to assist with response and recovery operations in affected counties.""We strongly recommend that you postpone travel plans, if possible; however, if you must be on the road, make sure your vehicle's emergency kit is stocked, your gas tank is full and your cell phone and charger are with you and someone knows your travel plans," the declaration reads.Multiple roads are closed across the state due to whiteout conditions, according to the KanDrive website.The weather system was forecast to move into the Great Lakes region before hitting the Northeast on Monday, according to CNN meteorologist Haley Brink.Due to the addition of Cook County, Illinois, the number of people under blizzard warnings jumped from 8 million to 14 million. (KGTV) - A recent break to a sewage pipe south of the U.S.-Mexico border is allowing sewage to flow freely into the Tijuana River Valley and Pacific Ocean, officials say.The International Boundary and Water Commission (IBWC) said they were alerted to the break in the Tijuana sewage pipe by Mexico authorities recently. The pipe broke Dec. 7, according to Imperial Beach Mayor Serge Dedina, though the city was notified Tuesday.IBWC officials said Wednesday, "CESPT (Tijuana Water Utility) has informed us through the Mexican Section that a rupture was discovered yesterday on the Colector Poniente in Southeast Tijuana. This rupture caused the soil above the pipe to collapse in an auto junkyard. Several sinkholes were discovered yesterday by the workers at the property and notified CESPT who then diverted the flows upstream to a stormwater collector which drains to the Tijuana River. "The IBWC estimated the flow of sewage into the Tijuana River to be at 300 liters per second, or approximately 7 millions gallons per day. In a scene reminiscent to what played out in Minneapolis on Memorial Day, Oklahoma City Police released video of a May 2019 incident of a man dying while in police custody.Body worn camera video was released to the public this week.The video shows as officers attempted to place him in handcuffs, Derrick Scott told officers multiple times “I can’t breathe,” a line that George Floyd used moments before he died in Minneapolis. One of the officers responded to Scott, “I don’t care.”The video shows officers struggling to place Scott in handcuffs.Unlike in the Floyd incident, the only video available from last May’s incident was from body camera footage.The May 2019 incident began on a call of a black man carrying a gun. After police arrived, officers talked to Scott. The body cam footage then showed officers chasing a fleeing Scott.Officers caught up to him and tackled Scott. Two officers straddled Scott until a third officer arrived and told Scott to stop resisting.It took all three officers to bring Scott into custody. An officer continued to hold a knee against Scott’s leg.Scott then didn’t say anything for four minutes, which prompted officers to call for EMTs. Scott died an hour later. An official autopsy stated that Scott had a collapsed lung at the time of his death, but did not give the manner for his death.The officers were cleared of wrongdoing. 1380
