SAN DIEGO (KGTV) -- Wendy Caceres smiled as two salon workers doted over her hair and makeup. It was a momentary break from the last two-and-a-half months when she's been worried about many things, least of all herself. On August 15, Caceres gave birth to her son Santino at 29 weeks. He's been in the NICU at Sharp Mary Birch Hospital ever since."Very traumatizing, honestly," Caceres said over the hum of hair dryers at Robert Cromeans Salon downtown. "I don't take time for myself really," she said. "It's really cool they did this, honestly."Caceres was one of eight NICU moms treated to a hair and makeup makeover at the salon Monday during an event organized by March of Dimes. The event came on the same day the March of Dimes released a report card showing the premature birth rate in the U.S. rose for the fourth straight year to 10.02 percent.Preterm birth rates worsened in 30 states. California fared better than the national average. In San Diego County, the rate actually improved year-over-year to 8.4 percent. It's still largely a mystery why some women deliver early. Still, March of Dimes says there are several known risk factors, including poverty, lack of health insurance, and inadequacy of prenatal care. The March of Dimes issued a number of policy recommendations nationally, including: Expanding group prenatal care.Ensuring that women have access to public health insurance programs.Expanding Medicaid to cover individuals with incomes up to 138 percent of the federal poverty level to improve maternal and infant health.Making sure all women have Medicaid coverage for at least one year postpartum. To read the full report, click here. 1667

SAN DIEGO (KGTV) - There will not be a new pledge class this year for one fraternity at San Diego State University.Phi Kappa Theta had its charter revoked by its national organization on Nov. 6.According to Phi Kappa Theta National, recent actions by members of the CA Phi Iota Chapter caused the chapter to be placed on suspension by both SDSU and the fraternity earlier this fall."This unanimous decision was difficult yet necessary," Fraternity President Adrian Gonzalez said. "Our intention is to use this process as a means to continue our Board’s long-term vision of supporting chapters aligned with our mission, vision, and values.”The fraternity said the SDSU’s chapter’s culture no longer aligned with the fraternity. SDSU officials said Phi Kap was initially put on suspension in January of this year and advised the fraternity that any further incident would result in their removal.“Allegations of violation of the alcohol policy by the fraternity were reported in September, which necessitated the further action,” SDSU media relations officer Cory Marshall said.Phi Kappa Theta’s expulsion at SDSU is in effect for seven years. 1159

SAN DIEGO (KGTV) — While the CDC has issued guidance for the cruise ship industry to reopen during the pandemic, the Port of San Diego says it's too soon to tell when the industry would restart locally.Friday, the CDC urged a "phased approach" to reopening the industry that has been largely shuttered since April following a no-sail order due to the pandemic. The agency says cruise lines will need to test safety protocols via mock voyages with volunteers before they can host passengers. Still, the order was the first movement on cruise ships since the CDC issued its no-sail order in March to help stop the spread of the coronavirus outbreak. Adam Deaton, Port of San Diego cruise business representative, told ABC 10News that the port will have to coordinate with cruise companies on what their next steps will be."It is too soon to say how soon sailing could resume in San Diego. Our next steps will be to coordinate with Holland America and Carnival on their plans, as they are the first few cruises on our schedule. Currently, our first scheduled cruise is Dec. 19 with Holland America’s Koningsdam. If any cruise lines request to conduct test sailings in San Diego, we will coordinate with all relevant federal, state and local agencies," Deaton said.RELATED: CDC offers framework for cruise lines to start sailing againAccording to the Port of San Diego, 70 cruises have been canceled during the 2020-21 season. There are currently 77 calls still on schedule for the port. The loss has taken 0 million in economic activity from the San Diego economy. The CDC says its guidance applies to ships that can carry at least 250 passengers in U.S. waters and operators must demonstrate adherence to testing, quarantine, and isolation, as well as social distancing for passengers and crew members.Jeff Spring, a spokesman for the Auto Club, said demand for cruises in 2021 is high, given cash incentives from the cruise lines and more flexible cancellation policies. 1981

SAN DIEGO (KGTV) — Vehicles remain one of the top causes of wildfires in San Diego County, according to numbers released by Cal Fire. Most recently, the Carr Fire that burned thousands of acres in Redding, Calif., was blamed on a flat tire leading to a car's wheel rim scraping on the asphalt. In San Diego County, vehicles remain the top two causes of wildfires, officials said. This could be due to a faulty catalytic converter, metal chains, or even pulling over in a brushy, dry area on the side of the road.RELATED: SDG&E's Skycrane helicopter facing challenging fire season in San Diego County"People just need to be really cognizant and think about the fire danger risk when they’re driving and need to pull over,” Kendal Bortisser, CAL FIRE and County Fire captain, said. "Sometimes people are unaware that if they pull off the road and there’s grass, it could catch fire.  It could be a really bad move."In 2016, local wildfires were caused by: 969

SAN DIEGO (KGTV) — With schools temporarily closed because of the coronavirus, a Carlsbad librarian is providing the comfort of a library to students one driveway at a time.Calavera Hills Elementary librarian Lindsay Rudy started drive-by storytimes Wednesday, but has already found her schedule filing up with requests."I'm definitely surprised," Rudy said. "It makes my heart so happy."RELATED: San Diego County libraries go digital to fight spread of coronavirusRudy said the service started after she contacted a family and asked if they would be interested in storytime. Soon, others also signaled their interest."It brought me back to feeling like I was right there with them at the school," Rudy said. "The only difference was no hugs."Before school closures hit the Carlsbad Unified School District, Rudy checked out several books from the library to have on hand and to help continue interest for the California Young Reader Medal, a program where students vote for their favorite books.RELATED: Kids can design their own Disney park online with 'Imagineering in a Box'Discussion isn't solely on the plot during storytime. Rudy says the interactions also help spark conversations around life, especially at a time when kids are dealing with a lot of emotions."It really just made me happy we were able to continue that connection," Rudy said. "The biggest part of the job that I love, you have stories that appeal to a kid but also discussion."And while the change has also been sudden for herself, Rudy says CUSD has made the pivot to virtual learning seamless and supportive.RELATED: Woodward Animal Center launches 'critter cam' amid social distancingSo she can focus on feeding hungry readers new stories — at a safe distance."There's always, even in an age of technology, there's always a place for a book and always a place for a library," Rudy said. You can follow along with Rudy's drive-by storytime project on Instagram here. 1951
