SAN DIEGO (KGTV) - Residents in Hillcrest are worried homeless encampments will start more fires in the area.Back in March, a canyon underneath the Vermont Street Bridge went up in flames. Fire crews say it was started from an encampment. Marina Macklin knows that problem all too well. "You're very afraid of the fires," said Macklin. "Because they move really quickly out there because it's so dry." MAP: Track crime happening in your neighborhoodNearly two months later, debris from the Vermont Street Bridge remains in the canyon. "They cleaned it up? No." said Macklin. "It's all still there, it's all laying down there."According to the University Heights Community Association, the canyon west of the bridge is owned by Caltrans. The east side is city property. Councilman Christopher Ward's office says they've been working to clean it. "If they say they're cleaning it up they're taking their time," said Macklin. "Why?" She says cleaning it won't solve the problem. "They go down there, set up their camps, somebody starts a fire, and they leave for a while," said Macklin."The city might go down there and do a little bit of stuff and then as soon as it's all clear and they feel safe the homeless go back in there again."Councilman Ward's office said they've already added more security guards to the Hillcrest Market area. "Security guards up here don’t do anything for the canyon," said Macklin. "I don’t even think they're supposed to go there. Is the city gonna hire security guards to go down into the canyon? I don’t think so." 1668

SAN DIEGO (KGTV) -- San Diego Harbor Police have cited a charter company for violating the county's health order. A sergeant for Harbor PD confirmed with 10News that Flagship Cruises and Events was cited for being in violation. The county health order states that recreational boating is allowed provided all occupants of a boat are from the same household.10News cameras were rolling as people walked onto the Flagship Cruises and Events dock and onto the company's Spirit of San Diego, capturing the boat's departure and arrival back into the bay. It is unclear if those boarding were all members of one family. 10News reached out to the company and a spokesperson sent us a picture of the county health order saying "We are stating we are part of section 14E, not C. That section states in part, "other public or private outdoor recreational facilities (other than community pools per State order), including recreational equipment (such as bicycle, boat, kayak, equestrian and surfboard) rentals may be open for limited use."Flagship's website states, "We are Open" and has several sections outlining how they are operating during the pandemic. One section states that masks are required for passengers and everyone must respect six-feet social distancing guidelines. The website also states that all employees will be in masks, gloves and screen upon arrival. Also adding that the company is limiting the number of passengers per cruise to allow for maximum distancing and that they've invested in new machinery to sanitize all chairs between cruises. Harbor Police says the citation for violating the county health order has a maximum fine of a thousand dollars and up to a year in jail. 1702

SAN DIEGO (KGTV) -- San Diego Gas and Electric customers won’t have to pay millions in wildfire costs tied to the company, according to a new U.S. Supreme Court ruling. The court Monday rejected the utility’s appeal to pass 9 million on to rate-payers. The costs are related to the deadly 2007 wildfires that tore through San Diego County. Investigators say SDG&E equipment sparked the Witch Guejito and Race Fires. The company has denied the claims and says the fires were caused by other factors. The ruling comes roughly a week after SDG&E asked the Public Utilities Commission to raise the bare minimum bill from to per month. The utility claims the change is needed to accurately reflect the costs of keeping low-use customers to the grid. The move would affect anyone whose bill is less than per month. SAN DIEGO (KGTV) -- San Diego County sheriff's deputies fished a man out of the ocean in Del Mar who they say rammed a Border Patrol truck at the end of a dangerous chase.According to the San Diego County Sheriff's Department's North Coastal Station, it all started when deputies tried to pull the man over in a blue Smart car driving with no lights or a license plate.The driver failed to stop and took out a road sign then drove the wrong way down Coast Boulevard in Del Mar around 1:30 a.m. Thursday.A few minutes later, the man crashed into a Border Patrol truck at the dead-end of 15th Street. No one was inside the truck at the time.Border Patrol agents spotted the driver running towards the beach.The man jumped over the bluffs' edge and plunged naked into the water, where he spent two hours in the surf.He was taken into custody after he was fished out of the ocean by a Border Patrol boat around 4:15 a.m.Deputies are currently attempting to identify the suspect. 982

  

SAN DIEGO (KGTV) - Raw emotion filled a San Diego courtroom Tuesday as the friends and family members of those killed and injured in a crash faced the drunk driver responsible at her sentencing. Thirteen people flew in from San Francisco to speak during victim impact statements. The most powerful words came from Giao Pham's life partner, John Lawhead. Pham was killed in the March 23rd crash."We were together for eleven years, until your actions that night took my partner, my world, my everything. You still don't have any remorse in your heart, you're a very shallow, person aren't you!?" At one point, the defendant, Alondra Marquez, interrupted, saying "You don't know me," Lawhead shouted back, " I don't care to know you, the only reason I know you is because you murdered my partner!" Marquez, 22, rear-ended a Lyft car on Highway 163 in Balboa Park, killing Pham and leaving his friend, Andy Lynn with a traumatic brain injury. Prosecutors said Marquez had a blood alcohol level more than three times the legal limit and was driving more than 100 miles an hour. In a bizarre coincidence, Marquez and the two victims were at the same Hillcrest bar the night of the crash. While Pham and Lynn chose to hire a Lyft, Marquez chose to drive, even though several people offered to give her a ride. "You had five chances not to drive your car, you chose to drive, at your fastest speed of 109 miles an hour, but that wasn't fast enough or good enough for you," shouted Lawhead Pham and Lynn were visiting from San Francisco for a wedding. The impact sent the car flying into a ravine. The Lyft driver suffered minor injuries. " The last place that I seen him go in the ground is where I find comfort, this is what I see when I go to see him now, do you understand your actions now?!" Marquez showed no emotion and read from a prepared statement. She said she doesn't remember anything about the night. "Physically, it's my fault, but spiritually and emotionally, I don't know where I was, but I wasn't there," she said from behind the glass. Lawhead told her she is the first person he truly hates. " I never thought I could truly hate someone. I hate your heart. I hate your soul. I hate your being, your spirit, I hate all of you." Marquez said she isn't a bad person. " Just know that I am not a bad or evil girl, my brain is processing this. It's a hard pill to swallow." Marquez asked for forgiveness. "I'm real sorry. I can't do nothing about it, but I'm locked up if that makes you guys feel better."She pleaded guilty and faces a maximum sentence of 13 years, four months in prison when the judge announces her sentence next week. 2794
