SAN DIEGO (KGTV)- A trip to a dog park in Ocean Beach ended in a hospital visit for one San Diego couple.“I want her to go to jail, she assaulted my husband, and I’m angry about it,” said Ash O’Brien.O'Brien said she and her husband were at Dusty Rhodes Dog Park in Ocean Beach Thursday afternoon with their three-month-old puppy. They sat at a picnic table and began enjoying a meal when a woman reportedly confronted them for not wearing facial coverings and eating at the park where there is a no food policy.The confrontation ended with O’Brien’s husband being pepper-sprayed by the woman.“If we knew there was a no food policy, we wouldn’t have brought it into the park,” said O’Brien. “The lady who maced him automatically started saying stuff about us not wearing a mask when we were social distancing; there was no one near us.”O’Brien said that after exchanging words, the woman walked away from the picnic table but returned after a few minutes and did the unexpected.“She just came up without saying anything and just stuck the mace can right in front of my face,” said O’Brien.“My husband, being a good guy, walked in front of her and was like ‘hey calm down please don’t do this’ and then she grabbed him and just starting macing him, she used the entire can on him.”“We drove to the hospital, he got treated and everything,” said O’Brien.O’Brien said the pepper spray got on her arms and started to burn, while her husband was sprayed in the face.A witness captured part of the incident on camera and told ABC 10News she was shocked at what she was seeing. She recorded the woman’s license plate number.The couple filed a police report with the San Diego Police Department. The department confirmed they took a misdemeanor battery report but could not immediately provide further details.O’Brien was thankful none of the dogs at the park were injured by the pepper spray and wants the woman to be held accountable for the incident.“People don’t need to be getting assaulted for not wearing a mask in a public outdoor area,” she said. 2055

SAN DIEGO (KGTV) -- Homeless hospital patients in San Diego are sometimes dumped back on the streets after receiving treatment. Some of them - then turned away from shelters who don't have enough room. California lawmakers are trying to change that.It breaks Kim Peterson's heart to see her friend, Heather, living on this Chula Vista sidewalk."This is a picture of us together," said Peterson. "We've become more like sisters."Heather is constantly in and out of hospitals."She's had multiple strokes," Peterson said. "She needs to use a wheelchair to get around."But, the care stops once the hospitals let her go."She was released back to the street with a bus pass," Peterson told 10News. "It was raining, with no place to go, just a blanket."Another time, Heather was taken to a shelter - but turned away.  "They dropped her off far from where she felt safe," Peterson said. "They took her downtown where there wasn't a bed for her."One hospital told 10News they give patients a list of resources, but the patient has to coordinate them on their own.  Senate Bill 1152 would require hospitals to confirm the shelters have room before they're discharged."What does she need to do?" said Peterson. "I will help her do whatever she needs to do to get housed, to be safe, instead, she's laying on the sidewalk."The current problem leaves the homeless in their most vulnerable state and back on the streets. "It's very discouraging to think that we can't do better than that," Peterson said. Today, Heather got news that a nursing facility has extra room. "She will never get better," Peterson said. "She's gonna be in this permanent state of disability."Heather will be celebrating her 60th birthday next month, with a roof over her head. Many others won't be as lucky. "We can find a solution," said Peterson. "I know we can."   1957

SAN DIEGO (KGTV) -- While face masks are required for everyone at San Diego International Airport, Southwest Airlines is taking it a step further.The airline said they are now requiring all passengers to don a face mask for the safety of crew members and other travelers.Southwest’s policy, which took effect Monday, has one exception -- children under the age of 2 will not have to wear a face covering.In a statement, Southwest said, in part: “If a customer is unable to wear a face covering or mask for any reason, Southwest regrets that will be unable to transport the individual. In those cases, Southwest hopes the customer will allow them to welcome them onboard in the future, if public health guidance, or other safety related circumstances regarding face coverings changes.”Before this, Southwest had already stepped up the cleaning and disinfecting of their planes. The airline is also booking a limited number of people on board.They’re also using HEPA air filters to circulate air through the cabin on every flight. SAN DIEGO (KGTV) — Two tropical storms bearing down on the Eastern Pacific have forced a Norwegian Bliss cruise ship to abandon its original route and stop in San Diego.The stopover for the cruise ship came just before 7 a.m. Wednesday. The ship was originally scheduled to sail from Los Angeles to several ports in Mexico but was forced to change that route due to tropical storms Willa and Vicente.The new route has the cruise ship heading for San Francisco to San Diego to Ensenada, Mexico. The ship is scheduled to depart from San Diego at 6 p.m. Wednesday.Norwegian Cruise Line said in a statement that guests were alerted to the modified itinerary as soon as possible."Due to Hurricane Willa and Tropical Storm Vincente in the Eastern Pacific, we modified Norwegian Bliss’ itinerary from Los Angeles," the cruise line said. "Our onboard team is working to ensure the best vacation experience possible given these weather-related changes."Tropical storm Willa was downgraded from a Category 5 Hurricane Wednesday, but still made landfall with maximum sustained winds of 120 mph.
