SAN DIEGO (KGTV) — Local leaders say it's going to cost millions of dollars to prevent toxic waste from flowing into the Tijuana River Valley, but it's a bill they are willing to pay. Dozens of local leaders and federal agencies came together this morning with a common goal, to prevent the massive amounts of sewage from flowing into our San Diego County beaches. "427 million gallons of sewage has hit our water and our beaches just this year alone," says Port of San Diego Commissioner, Dan Malcolm. During today's meeting, leaders were given possible solutions on how to tackle the problem. "To divert sewage and wastewater flow away from the Tijuana River Valleys, so that it can either be treated or diverted to outflow pumps, that would pump the water far out in the Pacific Ocean," says Mayor of Coronado Richard Bailey.The costs are estimated up to 0 million. Local leaders say sewage isn't the only contaminate in the water. A chemical test was done that showed things like herbicides, arsenic, and lead are also flowing into the sea. "The time of talk is over," says Serge Dedina, Mayor of Imperial Beach. "The time of actually doing things and preventing sewage and toxic waste from reaching our beach is now."Local leaders say the next plan of action is to ask Congress for help with funding. Mayor Kevin Faulconer and Mayor Serge Dedina will be visiting Mexico over the next few days to talk about solutions to the waste in the Tijuana River Valley. 1475

SAN DIEGO (KGTV) – Local and federal authorities are asking for the public’s help in finding a father suspected of abducting his two children and fleeing to Mexico.Authorities said on Jan. 12, 2019, Foong Lian Chin’s ex-wife dropped off their two sons, with the understanding that he would return them to her on the following day.However, when Chin did not return the kids, the ex-wife “called law enforcement to check Chin’s address” but “there was no answer at his house.” Law enforcement also tried to reach Chin by phone but could not get a hold of him.On Jan. 16, 2019, a court gave Chin’s ex-wife full custody of the couple’s children and an arrest warrant was issued for Chin. Authorities said the million warrant is for parental child abduction.According to authorities, investigators learned Chin took his sons -- 8-year-old Huaiyu Chin and 7-year-old Binyu Chin -- to Mexico.Chin, who immigrated to the U.S. from Singapore in the 1980s, has lived in New York, Southern California, and Baja California.Chin and his sons were believed to have last been spotted in Tijuana, Mexico.Chin is Asian, 47 years old, 5 feet 8 inches tall, and weighs 130 pounds. SAN DIEGO (KGTV) - Inside an MCAS Miramar courtroom Thursday, the military held a preliminary hearing for a Navy corpsman who's charged in connection with the death of a fellow Navy corpsman, HM3 Michael Vincent De Leon. A corpsman is a type of medic.ABC 10News' cameras were not allowed inside, where accused corpsman HM1 Ryan Dini appeared in his military fatigues alongside his private counsel."A cover-up is what I felt [happened] from the get-go," Jose De Leon told ABC 10News just after the hearing. He has suspected a possible cover-up since his 30-year-old son died on the Twentynine Palms military base last year.At Thursday's hearing, the prosecution argued that HM1 Dini should face additional charges related to negligence. He's already charged in part with dereliction of duty resulting in death and drunk and disorderly conduct. HM1 Dini has 19 years of service with the military.The prosecution stated that HM1 Dini and a handful of others service members including Michael were at a house party on-base where alcohol was flowing, and guns were being dry-fired the night of the death.HM1 Dini's defense denied any wrongdoing."[HM1 Dini] being the most senior individual at this going-away party failed to protect not just Michael but everyone there because they were in danger when these firearms came out," said Jose De Leon. He told us in September, "We know that the firearm was dry-fired at Michael. The firearm was put away and it came out again and according to some statements they were horsing around, and the firearm came out again and that's when Michael was killed."He said that the shooting was first called in as a suicide but ABC 10News then learned from a source with close military ties that the death was being investigated as a homicide.A prosecutor named three other service members in the hearing. Their involvement remains unknown.The prosecution told ABC 10News that in about three weeks a judge will determine whether HM1 Dini's charges will be sustained and whether he'll face additional charges.Naval Criminal Investigative Service wrote to ABC 10News on Thursday that the investigation is still open. 2149

SAN DIEGO (KGTV) -- Major changes are proposed to an exemption in state law that allows for a person under 21 to buy an assault-style rifle with a state-issued hunting license.The senator pushing behind the legislation also says he could author bring about more changes next year, including addressing an issue 10News uncovered in the wake of the Poway synagogue shooting in April. On Jan. 1, the state of California raised the legal age to buy all firearms - including long-guns - to 21. There were, however, exceptions for those over 18 who are military, law enforcement, or possess a valid, state-issued hunting license. Accused Poway synagogue shooter John Earnest, 19, purchased an AR-15 style weapon from a dealer in San Diego. State Sen. Anthony Portantino, a Democrat from the Los Angeles area, has amended current legislation, Senate Bill 61, to eliminate the hunting license exemption for "semiautomatic center-fire" rifles for those under 21."This is the weapon of choice that is finding itself into the wrong hands and, frankly, killing children,” Portantino said in an interview. "From our perspective we want to make sure we have a bill that gets signed into law that solves a problem.” Gov. Gavin Newsom has expressed support for this change.Portantino also said he would continue to seek out changes during next year's legislative. That includes potentially installing better verification practices when it comes to exemptions. That's because Earnest, a college student, did not have a valid hunting license when he purchased the firearm allegedly used in the attack, Fish and Wildlife has confirmed. 10News reported that under current law, the Justice Department leaves the responsibility to individual gun shops to verify hunting licenses. It does not verify them again with state Fish and Wildlife during the 10-day mandatory background check. Portantino said this is on his radar for the 2020 session. "This issue certainly highlights these legitimate questions," he said. "So yes that’s one of the things we’re looking into for next year is ensuring that when you collect data you want to make sure it’s used for the right purpose. We're definitely looking to make that system better without a doubt."The gun dealer, San Diego Guns, has insisted it did everything properly in the transaction. Earnest is accused of fatally shooting Chabad of Poway congregant Lori Kaye and injuring three others on April 27. He is now facing more than 100 federal hate crime charges. 2496
