SAN DIEGO (KGTV) - A local group is teaming up with a non-profit organization to help fight the unemployment rates among young adults in San Diego. Casa Familia came up with the idea to start a coffee cart, training teenagers and 20-year-olds in different skills to run the coffee business. San Ysidro Health Center jumped on board to help with the funding of the project. Ana Melgoza is the Vice President of General Affairs for San Ysidro Health Center. She tells 10News it was an obvious decision."We said 'yes, of course' as soon as Casa Familia approached us with this wonderful and innovative endeavor," Melgoza said.El K-Fe hired six baristas, graduates of Casa Familiar's youth barista training program. The ,000 coffee cart now sits in the central hub of the health center. The baristas and managers are all young adults who have gone through many months of training. Francisco Dominguez is a student at Southwestern College and among the first to join the project."It’s kind of giving hope to the youth that think that they don't have a chance. They have a chance; we all have a chance. I started out like them now I'm looking forward to what the future has and what I can do with this and what we can do as a team," said Dominguez.Dominguez said the project is beneficial for many reasons but mostly for the skills learned at such a young age."Most jobs are 18 and older, so with this internship, it's 14 and older; so high school students: sophomores, freshmen, juniors, seniors in high school, can join the program, can get that job experience they need so once they graduate, they can get that job."The plan is to reinvest proceeds from the first El K-Fe coffee cart to establish more carts and create more youth job and training opportunities.  1820

SAN DIEGO (KGTV) - A local family is desperately pleading to individual ICE officials to let them see their patriarch for the first time in 19 months. The Bakala family is seeking asylum after they say they barely escaped death in the Republic of Congo. Once they reached San Diego, the family of nine was separated.17-year-old Marie Louise Bakala should be focusing on college. But right now, that is on hold. "I am getting stronger, but it is not enough because I need my father back," Mari Louise said to the St. Luke's Episcopal Church congregation in North Park. The Bakala's left a comfortable life in the Republic of Congo. Father Constantin was a computer engineer for the Ministry of Health. His wife Annie Kapongo was a shop owner and mother of seven. The Bakalas say it all changed when the new government stepped in. Kapongo says because of Constantin's occupation, the family was targeted, brutalized, and even sexually abused by Congolese authorities. Fearing for their lives, they came to San Diego in 2017 to seek political asylum."This family came across a world come to a country that will protect them, but instead, it has only been a continuing nightmare," Pastor Colin Mathewson said. Annie Kapongo was released with an ankle monitor with the seven kids in San Diego. Immigration and Customs Enforcement [ICE] authorities detained Constantin in the East Coast alone. In February, a judge rejected Constantin's asylum case and appeal. But in March, he as given an emergency stay. Just last week, he earned the right to appear in front of a judge again, this time with a lawyer. Friends and staff of St. Luke's are now pleading with ICE to grant Constantin parole, to be with his family. They say it would be a show of good faith, just as the Good Samaritan did in the Bible."There is an assistant field director, and there is a deportation officer out there in Atlanta," Pastor Mathewson said. "We are asking Christine and Michael today to help somebody that needs so much help. After 19 months of detention, to bring him back home with his family as he awaits his next court date.""I hope that he will be here with us and we will be a family again," Marie Louise said."Please, please help me," Kapongo said through a French translator. "Send me back my husband."Last year, the couple missed their 20th wedding anniversary because Constantin was detained. SAN DIEGO (KGTV) — A San Diego businessman pleaded guilty in federal court on Wednesday to charges of bank fraud and tax evasion in connection with failing to report hundreds of thousands of dollars in income and fraudulently obtaining a mortgage.David Daughtrey, 60, of El Cajon, admitted to evading taxes by failing to report 8,612 of income to the IRS and also fraudulently obtaining a mortgage for his .8 million home using a third party, U.S. District Attorney officials said.As part of his plea agreement, Daughtrey will pay ,016,457.91 in restitution to the IRS. He's scheduled to be sentenced on Nov. 16.RELATED: San Diego businesswoman pleads guilty in liquor license loan fraud"People who cheat on their taxes are cheating all other law-abiding taxpayers," said U.S. Attorney Robert Brewer. "Mr. Daughtrey blatantly disregarded his tax obligations for years. The defendant not only abused the tax system for his own financial benefit, but conspired to commit bank fraud in order to maintain this lifestyle."Daughtrey admitted that from July 2006 until April 2016, he conspired with others to commit bank fraud and tax evasion. As part of the fraud scheme, he directed another person to submit a mortgage application to Wells Fargo to buy a .8 million five-bedroom home, officials say, and falsely claim that the fund used as a down payment belonged to a third party and the third party would be the primary homeowner.In reality, Daughtrey provided the funds and the house was intended to be his primary residence. He later submitted a false hardship letter on behalf of the third party to get the bank to modify the terms of the home loan, officials added.He also admitted that over several years, he and his spouse, who is not charged in the case, conspired to falsely report total income in tax years 2012 through 2015. Officials say in 2012, Daughtrey omitted at least 8,612 in income and the IRA tax loss for years 2012-2014 was 6,536. "Our nation’s tax system funds critical infrastructures and vital programs, including supporting our citizens and small businesses during the ongoing pandemic," said Ryan L. Korner, Special Agent in Charge, IRS Criminal Investigation. "Honest Americans’ compliance with the tax laws is imperative. SAN DIEGO (KGTV) – A man was fatally shot by San Diego Police as officers responded to calls of vandalism in the Mountain View neighborhood early Monday morning.According to police, officers were called to the 300 block of South Pardee Street just before 4:30 a.m. after receiving reports of “a violent disturbance involving a weapon.”Residents at the home were woken up by a man they say ripped a metal curtain rod from the window and began breaking windows and other objects.“Fearing for their safety, they asked another resident to call 911. A neighbor also heard the commotion and called 911 reporting it sounded like someone was being tortured,” police said.When officers arrived, police say they gave the man directions in English and Spanish but received no response. According to police, that’s when the man crawled through a broken window before running towards officers with a metal pole.“Fearing for their safety, one officer fired a bean bag round, one officer fired a Taser, and one officer fired several rounds from his service pistol.
