(KGTV) -- A billion-dollar plan to upgrade California’s water system would increase a ratepayer’s water bill upwards of a month.  However, the Metropolitan Water District and Department of Water Resources said the upgrade is necessary to update a 50-year-old system, improve water reliability, and protect the Sacramento-San Joaquin Delta environment.“It’s absolutely essential that we take care of this,” said Department of Water Resources Director Grant Davis. “This resource is akin to the heart and lungs of the state of California.”San Diego County gets roughly 30% of its water from the delta.  MWD officials said it’s still cheaper than desalination or purified recycled water.If approved by several state water agencies and organizations, California WaterFix would take years to complete.  The Metropolitan Water District, which sells the Delta water to the San Diego County Water Authority, will vote on WaterFix October 10th.  The Westlands Water District voted against the project Tuesday.  However, water officials were unclear what impact that would have on the overall project. 1150

(AP) — California Democratic Party Chairman Eric Bauman announced Thursday that he plans to resign, following a cascade of sexual harassment allegations that emerged against him in recent days.Bauman's decision came hours after Governor-elect Gavin Newsom, a Democrat, called for the embattled chairman to step aside. Bauman said he would immediately give his resignation to party officials.Newsom cited a Los Angeles Times article describing allegations of crude comments and inappropriate physical touching by Bauman, including asking two young women if they were sexually involved."I have made the realization that in order for those to whom I may have caused pain and who need to heal, for my own health, and in the best interest of the party that I love and to which I have dedicated myself for more than 25 years, it is in everyone's best interest for me to resign my position as chair of the California Democratic Party," Bauman said in a statement.RELATED: Top California Democrat on leave amid sex misconduct inquiryHe did not directly address the allegations against him.Bauman's resignation announcement came after he said Wednesday he is seeking treatment for alcohol abuse and other health issues while he takes leave from the party chairmanship he narrowly won in early 2017. ROCHESTER, N.Y. — A statue of abolitionist Frederick Douglass has been ripped from its base in Rochester on the anniversary of one of his most famous speeches.Police say the statue of Douglass was taken from Maplewood Park and placed near the Genesee River gorge on Sunday.On July 5, 1852, Douglass gave the speech “What to the Slave is the Fourth of July” in Rochester. There was no indication the vandalism was timed to the anniversary.The park was a site on the Underground Railroad where Douglass and Harriet Tubman helped shuttle slaves to freedom.Leaders involved in the statue’s creation tell WROC that they believe the nation’s ongoing focus on race could have played a role in the vandalism.The project director of Re-energize the Legacy of Fredrick Douglass, Carvin Eison, questions whether the damage is some type of retaliation because of the calls to take down Confederate statues.WROC reports that the statue is one of 13 placed throughout Rochester in 2018, and it’s the second figure to be vandalized since then.The damaged statue has been taken for repairs. 1082

Retailers pulled some name brand dog food from store shelves after a euthanasia drug was found in several products."I was a little surprised, but at the same time you hear all sorts of stuff about what is and what isn't in dog food," said Sam Porach, pet owner.The FDA started an investigation after a TV station tested several cans of Gravy Train dog food and found 60 percent contained pentobarbital, a drug used to euthanize animals, found in some products."It's a tranquilizing drug that is sometimes used by veterinarians in animal shelters to reduce anxiety in animals and ultimately put them to sleep," said Jackie Bowen, the executive director of Clean Label Project.The Clean Label Project is a non-profit aimed at educating people about toxins in products, including pet food."This industry needs to do a lot more testing and be a lot more critical of the ingredients used in its products," said Bowen.The J.M. Smucker Co. owns the brands in question including Gravy Train, Kibble 'N Bits, Skippy and Ol' Roy.  The company is investigating how pentobarbital got into the supply chain."One possible way is through contaminated ingredients," Bowen said.Between recalls and reading labels, pet owners are left trying to navigate what's really safe."Try to go all natural type yah know baked treats and stuff," pet owner Ryan Searle said."I feel like there's been a pretty big movement lately on knowing what's in your dogs' food and having higher quality foods," Porach said.Smucker's said the low level of the drug found in the food does not pose a threat to pets, but admit it's not acceptable. SACRAMENTO (KGTV) -- California ranks 37th in the nation for DUI fatalities and some cities have a DUI fatality rate two times higher than the state average, according to a new study.According to the study by ValuePenguin.com, mid-sized cities in The Golden State pose the largest risk.The study shows that several mid-sized cities, Barstow, Desert Hot Springs and San Pablo had an average of more than 10 DUI-related fatalities per 100,000 residents in recent years, or more than 10 times the state average.The study also found that five California cities, Vista, Hemet, Delano, Murrieta and Pittsburg saw DUI fatalities increase between 140 to 700 percent between 2012 and 2017.See the chart below for the complete list of cities with the highest DUI fatalities:  783
