SAN DIEGO (KGTV) -- A runaway boat became lodged on rocks after taking off while the owner was trying to dock the vessel Monday afternoon.Captain Tony Olson with TowBoatUS San Diego said a man sailing from Harbor Island was trying to dock at Shelter Island when the boat took off.According to Olson, the man was trying to tie the boat off with the sail partially up and the motor running, causing it to take off without him.The 35-foot vessel became lodged on rocks at the Naval Base.It took a while for the boat to become dislodged. Olson says there doesn’t appear to be any major damage to the vessel.Olson noted that this is one of several boats that ran aground Monday.A 19-foot vessel, pictured below, also smashed into rocks at the foot of Point Loma. The Coast Guard warned people traveling through marine channel 16 of the boat that ran aground.  872

SAN DIEGO (KGTV) -- A new report by the California State Auditor says some law enforcement agencies are using automated license plate readers without legally required oversight procedures, which could leave drivers vulnerable to a host of privacy concerns including data breaches and even blackmail.The Electronic Frontier Foundation called the audit a “damning assessment of how California law enforcement agencies use this mass-surveillance technology.”Nearly every local law enforcement agency in San Diego County uses the automated readers, although none were audited in the report released Wednesday. In survey responses to the state, nine local agencies confirmed use of the camera systems; Oceanside Police Department did not respond to the survey. An automated license plate reader (ALPR) can be mounted at intersections or on patrol cars. It scans license plates to figure out if a vehicle is connected to a crime. The images are then stored in databases and “reveal the daily patterns of vehicles that can be linked to individuals and their activities—most of whom have not engaged in criminal activity,” the audit notes. The report looked at four agencies in depth: Fresno Police Department, Los Angeles Police Department, Marin County Sheriff’s Office, and Sacramento County Sheriff’s Office. It found concerns with the way those agencies are storing images on third-party servers, and a lack of oversight to ensure people with access to the databases don’t run searches for personal use or blackmail.“A member of law enforcement could misuse ALPR images to stalk an individual or observe vehicles at particular locations and events, such as doctors’ offices or clinics and political rallies. Despite these risks, the agencies we reviewed conduct little to no auditing of users’ searches,” the report concluded.None of the four agencies was fully in compliance with a 2016 law requiring detailed written policies on automated license plate reader (ALPR) systems, according to the report.“In general, we determined that the law enforcement agencies we reviewed must better protect individuals’ privacy through ensuring that their policies reflect state law,” said California State Auditor Elaine Howle in a letter to the governor. “In addition, we found that these agencies must improve their ALPR data security, make more informed decisions about sharing their ALPR data, and expand their oversight of ALPR users.”The San Diego Police Department has 27 license plate readers attached to police vehicles. Smart streetlights do not have this technology, said Lt. Shawn Takeuchi.“Although we were not one of the agencies showcased in the state audit released today, we will be looking at the audit closely to ensure we are following best practices and ensuring our policy meets guidelines,” he said. 2817

SAN DIEGO (KGTV) -- A mountain lion cub rescued by the San Diego Humane Society continues to make great strides in its recovery.The Humane Society said the female cub was found by Vista Grande Fire Station firefighters near a road in Idyllwild on Sept. 2. The cub was “semiconscious, extremely emaciated, dehydrated, weak and had tremors,” according to the Humane Society.Under the care of the Humane Society’s Project Wildlife, the cub -- believed to be 14 weeks old -- has made significant health progress.Through daily fluid therapy, medications, and proper meals, the Humane Society said the cub has increased her weight from 10.5 pounds to 22 pounds.Christine Barton, the director of Operations & Wildlife Rehabilitation at the Humane Society’s Ramona campus, said, “With each passing day, she becomes more active and responsive and, though she still has some medical issues to overcome from being in such a fragile state, we are delighted she has responded well to our treatment and are hopeful she will make a full recovery. Mountain lions are special predators and we are proud to have an expert team trusted by the state of California to care for the species.”The Humane Society added:“Mountain lions typically stay with their mother until they disperse to live a solitary life at around 12-18 months of age. Because it is not safe to return a young mountain lion to the wild if found injured or orphaned as a kitten, Project Wildlife has been working with the California Department of Fish and Wildlife to monitor her progress and when stabilized, to ensure she has a good permanent home at a qualified facility.San Diego Humane Society acquired the Fund for Animals Wildlife Center in Ramona on Sept. 1 from the Humane Society of the United States. SAN DIEGO (KGTV) -- A motorist was injured Wednesday night after his motorcycle collided with a trash truck in Serra Mesa.According to San Diego Police, the crash happened around 6:13 p.m at Larkdale Avenue and Murray Ridge Road.The circumstances surrounding the crash are still unclear, but officers say that, following the crash, the motorcyclist was pinned under the truck.After the man was freed, he was taken to the hospital with major injuries to his legs.His condition is unclear at this time. 508
