SANTEE, Calif. (KGTV) - Surveillace video shows thieves stuffing a car after breaking into a popular Santee restaurant hit hard by the pandemic and a recent tragedy.Every time restaurant owner Maria Dellarsina looks at the surveillance video she gets anxious."All kinds of emotions. I feel angry, and I feel sad," said Dellarsina.The roller coaster of emotions began after a Thanksgiving morning break-in. The 43-year old Jimmy's Restaurant of Santee was ransacked by thieves. The HVAC access on the roof is the likely entry point.Video shows three people stuffing items into their car, as they helped themselves to whatever they wanted."They took food, liquor, checks, cash, laptop computer, and sports memorabilia," said Dellarsina.The items stolen were just part of the loss. The thieves also cut the power and left the refrigerators open, so all the food had to be tossed."When I saw food going into the trash is when I broke down," said Dellarsina.The total loss more than ,000.The restaurant had to be shut down for a few days, including the day after Thanksgiving, their busiest day of the year."One thing after another ... devastation," said Dellarsina.Beginning in March, restaurant was shut down for months during the pandemic. In May, her husband and co-owner John, passed away from lung cancer."I didn't know if I wanted to open again. We did it. I got my strength back to continue his legacy, but it's hard on us.So far, the pandemic has slashed revenues by more than 60%. SANTEE, Calif. (KGTV) - Plans to add development around the Carlton Oaks Country Club golf course have neighbors arguing over the idea.The owner of Carlton Oaks submitted plans to the city that would add 71 single-family homes, 172 condo-style homes, a five-story hotel and event center, and a senior assisted living center to the area around the golf course. It would also redesign the course to make room for all the new development.Many of the single-family homes would be along the west end of the area along Inverness Road. Some people who live there say that the area can't handle more homes."They'd put houses right here, right behind my home," says Augie Scalzitti, who has lived in Santee for 41 years. "My shower is right over here. I could reach out and say, hey buddy, hey neighbor, hand me the soap, will ya!"Scalzitti says he's worried about losing his view of the golf course and the river. But he's also worried that the homes would be built in the 100-year flood plain. And he says adding homes would make traffic in the area unmanageable."No matter what they do, no matter what they promise, they could double the size of the freeway and the on-ramp, and it still wouldn't alleviate the problem," he says.Other neighbors on the street disagree. They say that kind of development is precisely what Santee needs. They told 10News it would add much-needed housing, and it would make the Country Club more of a destination, which would bring in visitors and more tax dollars.Mike Aiken, the director of the golf course, says they hope to build something that will benefit Santee. He also stressed that the current plans are just a starting point for development."Carlton Oaks has been a community asset here in Santee for nearly 60 years, and we are excited about our plans to significantly improve and update the property into a modern destination resort with a flagship hotel and all the other amenities that go with a modern resort," he told 10News in a statement. "Carlton Oaks wants to be good neighbors and members of our community by providing a quality sustainable project that Santee can be proud of long into the future."Aiken also says the golf course needs significant upgrades to its irrigation system. They've hired well-known golf course architect Cary Bickler, an SDSU alum, to redesign the course with the new system."Mr. Bickler knows every inch of our course and was the perfect choice to help redesign Carlton Oaks into a sustainable modern course, which will be challenging and fun for players of all abilities," Aiken says. "The new golf course will have a modern, efficient multi-million dollar irrigation system, which will help save millions of gallons of precious water. One of the great features of the new course is three brand new greens (holes 9, 16 and 18) will be surrounded by a new lake and water features and set just west of the new hotel and resort site and present an amazing view of the course and mountains to the west. We believe it will be one of the best views in the region, and the sunset views will be incredible."Aiken also says the development is necessary to keep the golf course open, as water costs rise and make it financially difficult to sustain. He points to several other golf courses around San Diego that have failed and closed. Some neighbors say they'd rather see this development happen than see the golf course turn into a vast wasteland.Despite the promises, people like Scalzetti say they won't change their minds. Scalzetti also says the plans violate rules in the current zoning and master plans for the community. He believes the fact that part of the development is in a flood plain means it also won't get past any environmental reviews.Scalzetti is hosting a neighborhood meeting at his home on Wednesday, November 13, at 6 pm. (KGTV) - A disturbing new trend at the US-Mexico border has several federal agencies teaming up, as teenagers are being arrested trying to smuggle Fentanyl into the country."Narcotics smuggling is not a new thing," says Customs and Border Protection Director of Field Operations Anne Marcicich. "But this is."In 2017, agents at the border caught 84 teens trying to smuggle narcotics. But none of them had Fentanyl. Already in 2018, they've made 41 arrests, including 6 for the dangerous drug. That includes five in the past week.Customs and Border Patrol believes enhanced security and screening has led drug dealers and cartel to target teens. They strap packages of the drug to their stomach or backs and walk across the border.In many cases, the teens are US citizens who live with family in Mexico and cross the border every day to go to school."These juveniles, they're being recruited in schools, on public transportation, while they're waiting in line to cross the border, by their families, and also on social media," says Special Agent David Shaw, with Department of Homeland Security Investigations. "They're offered quick money and even electronics for continued success."Now, CBP, Homeland Security, the San Diego District Attorney's office and the US Attorney's office are teaming up to let kids know how dangerous the drug can be, and the impact an arrest can have on their lives."They're being told nothing will happen to them because they're juveniles," says District Attorney Lisa Weinreb. "Nothing could be further from the truth,"Weinreb says the DA will prosecute all kids caught smuggling Fentanyl. And while they may not go to prison, they will be put through the juvenile justice system, which can include any number of rehabilitative steps. The arrest will also stay on their record and keep them from jobs or military service.In addition to the legal dangers, the physical danger can be worse. Fentanyl is a highly potent narcotic. Just a small amount, about the same as 30 grains of sand, is enough to cause a fatal overdose if ingested. Federal agents that confiscate and handle the drugs have to wear protective clothing and masks to make sure they're not exposed.Maricich says the kids don't realize they're putting their lives, and the lives of others, at risk when they strap a bag to their body. The agencies have started adding Fentanyl into their presentations they give at high schools around San Diego. They've been to 61 schools since 2009, but early presentations focused on marijuana and methamphetamine. Now they'll focus on Fentanyl."The message is clear," says Weinreb. SAN MARCOS, Calif (KGTV) - A San Marcos family is warning pet owners of the consequences that can come when a dog runs away.They say their 11-year-old dog has gotten away twice in the past six months due to problems with their gate - both times he ended up with the San Diego Humane Society.After the most recent incident an animal officer told the family if it happens again they'd be facing a misdemeanor charge and serious fine.The Humane Society says they try to give owners warnings first but that they must put public safety first.Humane officers can issue a citation and then charges and fines are up to a judge.
