(AP) — The U.S. House of Representatives passed a bill Wednesday that would grant legal marijuana businesses access to banking, a measure that would clear up a longstanding headache for the industry.The bill, called the SAFE Banking Act, passed 321-103 on the strength of near-unanimous support from Democrats and nearly half of Republicans. Its prospects in the Senate are uncertain, but supporters said the amount of Republican support in the House was a good omen."This is a sign the time has come for comprehensive cannabis reform," said Morgan Fox, a spokesman for the National Cannabis Industry Association. "The fact that we got almost half the Republicans is a huge sign we're moving in the right direction toward sensible policies."Thirty-three states have legalized cannabis for medical or recreational use, but the federal prohibition on the drug has made it difficult for businesses in the multibillion-dollar industry to get bank accounts, loans and other financial services.The bill would allow businesses legitimately operating under state laws to access loans, lines of credit and other banking services, while sheltering financial institutions from prosecution for handling marijuana-linked money.More financial institutions began banking with the industry as legalization spread and as the Obama administration instituted policies that allowed them to do so, with some important caveats, but the Trump administration rescinded those guidelines under former Attorney General Jeff Sessions.Many pot businesses have had to conduct sales and pay vendors or taxes in cash, making them potential robbery targets.Supporters of the banking bill, including Democratic Reps. Denny Heck of Washington and Ed Perlmutter of Colorado, characterized it as a public safety measure. In urging lawmakers to vote yes, Heck relayed the story of a 24-year-old Marine veteran, Travis Mason, who was shot and killed during a robbery of a dispensary in suburban Denver in 2016."Because the federal law did not allow for that business to be banked, to be within the guardrails of the financial system, an evil person walked in that night and shot Travis dead," Heck said. "That does not have to happen. It is not hypothetical."Opponents said it would facilitate the spread of marijuana. In a written statement, Kevin Sabet of the anti-legalization group Smart Approaches to Marijuana, noted that hundreds of people have been sickened and several have died after using marijuana vaping products."Surely this is not the time to reward Big Marijuana with investment opportunities," Sabet said. WOODLAND PARK, Colo. — The parents of missing Colorado mom Kelsey Berreth filed a wrongful death lawsuit against her fiancé Patrick Frazee.Attorneys for Darrell and Cheryl-Lee Berreth filed the lawsuit Friday in U.S. District Court in Denver.The suit is seeking an unspecified amount for the Idaho couple’s grief and suffering following the death of their 29-year-old daughter, whose body has yet to be recovered. The lawsuit alleges Berreth was “murdered on or about November 22, 2018, at the direction and/or hand of Frazee in or about Woodland Park, Teller County, state of Colorado.”The couple is also suing for negligence, alleging “Frazee enacted physical, mental, and emotional acts of violence upon Kelsey Berreth prior to her death, Frazee breached the duty of care with which a reasonable person should conduct himself toward another human being.”Frazee was formally charged with murder Monday morning. Authorities allege he tried to find someone to kill Berreth three times between September and November and causing her death on or around Thanksgiving.Berreth was last seen Thanksgiving Day on a grocery store surveillance video with the couple's 1-year-old daughter. Frazee said the two met that day to exchange their child.Authorities believe Berreth was killed at her home in Woodland Park, Colorado. Her cellphone was tracked to Gooding, Idaho, three days after Thanksgiving.ABC News reported earlier this week that a 32-year-old Twin Falls, Idaho, woman was under investigation for possibly disposing of Berreth’s cell phone. (CNN) - A Japanese man died on board a flight from Mexico City to Tokyo with 246 packets of cocaine in his stomach.Identified only as Udo N., the 42-year-old passenger flew from Bogota, Colombia, to the Mexican capital, where he transferred to a flight to Narita airport, Tokyo, according to a statement from the prosecutor's office for the Mexican state of Sonora."Crew noticed a person suffering convulsions and requested to make an emergency landing in Hermosillo, Sonora," reads the statement.At 2.25 a.m. local time (5.25 a.m. ET) on May 24, paramedics boarded the plane and found the passenger had died.An autopsy revealed that Udo N. died from a cerebral edema caused by an overdose, according to the statement.There were 246 plastic packets of cocaine in his stomach and intestines, measuring 1 by 2.5 centimeters each.After his body was removed from the plane the flight continued its journey to Japan with 198 passengers on board.Swallowing packets of drugs is a common way that smugglers try to move illicit substances from country to country.In September 2016 a 48-year-old Australian man was caught with 1.1 kilograms (2.4 pounds) of cocaine in his stomach at Sydney Airport, Australia.The man, who lives in Thailand, had passed a baggage examination when he told police he had ingested a large number of packets filled with cocaine. 1354
