ASHEVILLE, N.C. – A North Carolina city council unanimously approved a reparations resolution for its Black residents Tuesday.The Asheville City Council voted 7-0 to approve the resolution that formally apologizes for the city’s participation and enforcement of slavery. It also offers an apology for carrying out an urban renewal program that destroyed multiple, successful Black communities.While the resolution provides reparations to the city’s Black residents, it does not mandate direct payments. Instead, the legislation calls for investments in areas where Black citizens face disparities.The resolution, obtained by the Asheville Citizen Times and WHNS, calls for “forming policy and programs that will establish the creation of generational wealth and address reparations due in the black community…” It also encourages state and federal leaders to do the same.The resolution says the resulting budgetary and programmatic priorities may include, “increasing minority home ownership and access to other affordable housing, increasing minority business ownership and career opportunities, strategies to grow equity and generational wealth, closing the gaps in health care, education, employment and pay, neighborhood safety and fairness within criminal justice.”Councilman Keith Young, who spearheaded the initiative, told ABC News that the council was looking to “embed systemic resolutions.” As for a timeline, he said the council "will have some steps to report on within six months and every six months after that.” He added that the work does not end, and it will be adaptive.The Black community makes up about 12% of the city of Asheville, while 83% of residents are white, according to census data. 1721

Backpage.com, a popular website used to solicit sex was shut down by the feds this week. In Martin County, Florida, deputies are expecting more women to sell themselves on the street now as a result. As much as Backpage made it easier to buy and sell sex, investigations into the illegal trade would often start there. “Backpage, that was like the hub for us. We usually built a lot of our cases,” MCSO Lt. Jesse Carde told Scripps station WPTV in West Palm Beach in an interview. She took WPTV to where they’ll shift more attention as they expect pimps and prostitutes to do the same. “Not that they ever stopped the operations on the street but obviously we expect a little more for traffic,” she said. Generally the popular days for prostitutes to be out on the streets in Martin County are after payday, Friday and Saturday, but now with Backpage shut down, there could be changes. “People that live in neighborhoods that have in the past tended to be hotspots for prostitution, they’re going to probably see resurgence of it at least until the prostitutes, the sex workers, find a different way to use the internet,” MCSO Sheriff William Snyder said. “I’ll take you by the street where we’ve shut down a couple brothels in the neighborhood,” Carde said. These brothels would market themselves online, but also using old school methods such as business cards promoting a shell business and a wink. “As they’re passing out their cards well it’s ‘not really but come by, we’ll take care of you’ and people in the neighborhood already knew what kind of business it was,” she said. Detecting those will rely more on tips and undercover surveillance.With Backpage down, Lt. Carde says it will make it harder for traveling sex workers to find Johns. AUSTIN, Texas — A Texas sheriff has been indicted on charges accusing him of destroying or concealing video in an investigation into the death in custody of a Black man, Javier Ambler, that was filmed by the police reality TV series “Live PD.”Williamson County Sheriff Robert Chody was booked into his jail Monday on a ,000 bond and released a short time later. The sheriff’s charge is a third-degree felony that is punishable by up to 10 years in prison.Williamson County prosecutors have been investigating possible evidence tampering following Ambler’s death in March 2019.The county's sheriff’s deputies repeatedly used stun guns on the 40-year-old man, despite his pleas that he was sick and couldn’t breathe.A report obtained by The Associated Press shows Ambler’s death was ruled a homicide and noted it could have been “justifiable.” An autopsy showed the man died of congestive heart failure and hypertensive cardiovascular disease associated with morbid obesity “in combination with forcible restraint."Body-cam video of the deadly incident has surfaced, but another that was shot by “Live PD” crews has been destroyed.A&E, which aired the now-canceled show, has said it didn’t keep the footage after it was informed that the initial investigation into Ambler’s death had closed. The network also has said it wasn’t “asked for the footage or an interview by investigators from law enforcement or the District Attorney’s office.”Court records obtained by The AP show Chody is accused of destroying or concealing recordings “with intent to impair their ability as evidence in the investigation” of Ambler’s death.Chody denies ever tampering with evidence and has accused prosecutors of bringing the case to a grand jury for political reasons. 1765
