(KGTV) - Students in the San Dieguito Union High School District won't be returning to campus in January.Monday morning, the school board voted to confirm that it will not continue with its reopening plan that would have brought students back on campus one day a week beginning on January 4th, with the option of returning five days a week on the 27th.The move comes after the union representing the teachers filed a lawsuit last week to block the return.Jason Barry's daughter is in 7th at Earl Warren Middle School. She was looking forward to returning to class."Here we are again, kicking the can down the road. I hope this isn't a pattern that is going to continue," said Barry.Barry broke the news to his daughter Monday after the board vote. "She's gone from, as this whole thing has gone on, she's gone from tears to frustration to just quiet," said Barry.Newly elected Trustee Michael Allman was the only board member to vote against ratifying the settlement reached last week with the union."We offer all this accommodation so that these essential workers, who are guaranteed the highest paid in the county can teach our kids, and they say thank you by filing a lawsuit , and then they offer to settle as they hold the kids as bargaining chips and I just don't want to reward that behavior," said Allman during the meeting which was held via Zoom.The California Teachers Association filed a legal petition on behalf of the San Dieguito Faculty Association. The union said the district's reopening plan violated the state's public health rules concerning the pandemic.Under the state's health mandate, schools that were already open for in-person instruction were allowed to remain open. The legal petition challenged the district's definition of "open," alleging that none of the schools was open for regular instruction; instead, they were open for small cohorts.The union also estimated up to 20% of teachers would not return in January either for health concerns or childcare issues.Barry and other parents are starting a grassroots effort to make it easier for people to become substitutes. Many parents say they are willing to step in to help fill the void. The district has said there is a shortage of subs."Whatever I need to do, to get this across the line if I need to be a substitute teacher, be one body that can help, I'm going to do that," said Barry.Barry said he worries about the impact of remote learning on his daughter's development."This whole situation is causing a stunting to, I would say, an entire generation of kids who should be engaging, learning, growing, expanding their boundaries, and now they are stuck at home not testing themselves with their peers. (KGTV) — Growing up in foster care can be lonely enough and the holidays and the pandemic can make life feel even more isolating.Shatayja Beck knows that feeling all too well."I didn't know where I was going to go. I thought I was going to be there forever, and then finally somebody told me about SPA, and it just sounded like the best place, really I was like sign me up," said Beck.SPA is the San Pasqual Academy in Escondido. Roughly seventy kids live, study, play sports, and grow up on the sprawling campus."San Pasqual Academy is a first in the nation residential, educational setting for children in foster care, and it has been for ages 12 and up," said Kimberly Giardina, Director of Child Welfare Services for the San Diego County Health and Human Services Agency.Shatayja's mom died suddenly when she was just eight years old. She was in and out of the Polinsky Childrens Center and foster homes before finding stability at SPA."SPA was the best thing for me because I was older and nobody really wanted to take me in, and I wasn't going back with my family," said Shatayja.Shatayja lived in the honor's house and played just about every sport offered. She graduated from SPA in 2017."When I was younger, I didn't even think I was really going to make it to college, I was like high school and, that's it," said Shatayja.Not only did she graduate high school, but she says she also had several college scholarship options. Currently, she's a student at Grossmont College. Her passion is photography and she works as a security guard."When I went to SPA, I felt like I could be myself, and I found out who I really was, how I wanted to dress. and how I wanted to be," said Shatayja.Perhaps, just as frightening as entering the foster system is leaving it."There is the experience of, 'good luck, you've turned 18.' The system is no longer responsible. We hope that you learn everything that you've needed to to make this transition successful," said Simone Hidds-Monroe.Hidds-Monroe knows that feeling all too well. She graduated from SPA in 2009. She and her three siblings entered foster care after their mom died. They stayed together, and all graduated from the academy."There is such a relief when you meet another former foster youth. It's like this unspoken connection that you really understand," said Hidds-Monroe, who is now the associate director of youth services for Just in Time for Foster Youth.The organization serves more than 800 youth a year, ages 18-26. The goal is to help them succeed once they age out of the foster care system. "The biggest thing for us is connections. We want our youth to know there is a community here to support them, for every goal and every opportunity they want to have, we're cheering for them," said Hidds-Monroe.Making those connections can be more challenging during the pandemic.The group recently held two holiday drive-thru events, where youth picked up gifts, food, school supplies, or home furnishings."We're really asking the community to step forward and help us bring the holiday joy and some gifts and love to our youth at this time," said Hidds-Monroe.Giardina says when the pandemic first hit, the county saw a decrease in people willing to become foster parents, but offering virtual training and education has made it easier for people to help."The pandemic has taken a toll on all of us, and kids in foster care have already come from traumatic experiences and already have had a difficult time," said Giardina.Hidds-Monroe says she's dedicated to making sure the youth succeed."I'm an ally for my peers, and I am very passionate for my youth in foster care to make sure they have a positive experience. (KGTV) - California's nearly 3-year-old ban on single-use plastic bags may be having an unintended impact: a spike in shoplifting.In late June at Major Market in Escondido - just before closing time - two women are recorded sauntering down the liquor aisle, before they begin stuffing their bags. "They're putting in our high-end champagne. About a bottle," said night manager John Kuper.By the time they're done, they collect seven bottles of champagne and one bottle of vodka."They didn't establish eye contact when I said goodbye to them. Their purses looked awfully full," said Kuper.Kuper says when he later looked at the video, he saw them walk out without paying. "Makes me sick to my stomach. That's your profit coming out of the registers there ... We believe the same women may have come in a month before and stolen champagne," says Kuper.Kuper's market is not the only one feeling the pain, as these scenes become more and more common. The Neighborhood Market Association estimates shoplifting losses at local groceries has climbed from 25% to 30% since the ban became law in 2016. Kuper says with so many customers now bringing in their own bags, spotting shoplifters is a big challenge."If they walk out with their own bags, we can't check every bag," said Kuper.Hiring extra security at the door is pricey and risks alienating customers. ESCONDIDO, Calif. (KGTV) — CHP officers are searching for the driver who hit a motorcyclist in the North County on Friday and fled the scene.At about 6:30 a.m., a 44-year-old man was riding a 2014 Yamaha motorcycle on southbound Interstate 15 north of State Route 78. The driver of a Kia Soul changed lanes, hitting the motorcyclist, and ejecting him from the bike and into the center divider, CHP says.After the collision, the Kia avoided hitting the rider but fled the scene.The motorcyclist was taken to a nearby hospital with major injuries that are considered non-life threatening.The Kia Soul SUV is described as being a 2014 year model or newer and brown in color. Vehicle parts with identification numbers that were recovered at the scene are being processed, CHP said.The vehicle will also have damage to the driver side and is missing a driver's side mirror, CHP added.Anyone with information is asked to call CHP at 858-560-0474. 948
