NEW YORK (AP) — Facing a potentially ruinous wave of new sex-abuse lawsuits, the Boy Scouts of America is increasing its annual youth membership fee by more than 80%.The group says the move, which has dismayed many of the Scouts' adult volunteer leaders who warn the increase is prohibitively steep for some, is needed to meet rising operating costs, notably for the liability insurance that covers all official Scouting activities.For years, the BSA has been entangled in costly litigation with plaintiffs who said they were abused by scout leaders in their youth. Hundreds of lawsuits may lie ahead with the recent enactment of laws in New York, New Jersey, Arizona and California making it easier for victims of long-ago abuse to seek damages.The fee increase, disclosed to the Scouts' regional councils last week, seeks to relieve some of the financial pressure. As of Jan. 1, the annual membership fee for 2.2. million youth members will rise from to ; the fee for adults will rise from to , the Scouts said. The increases could generate more than million in additional funds in the coming year.The BSA says it's exploring "all available options" to maintain its programs and has not ruled out the possibility of declaring bankruptcy.As part of that process, the Scouts said they are consolidating their departments and recently eliminated more than 35 positions at its National Service Center.The BSA's current youth participation is down from more than 4 million in peak years of the past. It has tried to offset the decline by admitting girls, but the membership rolls will take a big hit as of Jan. 1, when the Church of Jesus Christ of Latter-day Saints — for decades a major sponsor of Boy Scout units — cuts its ties with the BSA and launches its own global youth programs.In its announcement, the BSA made no specific reference to the sex-abuse litigation but made clear the fee increase was driven by insurance costs."Unfortunately, the cost of liability insurance we must carry to cover all Scouting activities has increased dramatically over the past several months, and the organization is no longer able to offset the cost of insurance," the BSA said.In addition to insurance, the BSA said, membership fees cover other "essential services" such as background checks for adult leaders, program development and updated youth protection and safety training.The national fees do not cover costs for uniforms and handbooks, which can easily exceed 0 per year.Scores of the Scouts' volunteer adult leaders weighed in on the fee increase in comments on a blog operated by the BSA's Scouting Magazine. North Korea appeared to destroy at least three nuclear tunnels, observation buildings, a metal foundry and living quarters at its Punggye-ri nuclear test site on Thursday, in a process observed by invited international journalists.A CNN crew at the remote mountain site in the country's north witnessed explosions at nuclear tunnels 2, 3 and 4, from observation decks about 500 meters away.They were among two dozen journalists invited into the country to observe the apparent destruction of the site, which comes just weeks before a planned meeting between North Korean leader Kim Jong Un and US President Donald Trump.The journalists spent about 10 hours on the ground at the nuclear test site before leaving by train for the 12-hour journey back to the North Korean coastal city of Wonsan.North Korea announced on April 20 that the country had "realized nuclear weaponization," and would no longer need to test nuclear weapons. To demonstrate its commitment, it said it would destroy the nuclear test site.North Korea said inviting international media to the event would "ensure transparency of discontinuance of the nuclear test."Before the explosions, the journalists said they were invited to look inside three of the four tunnels, which appeared to be rigged with explosives, before moving a safe distance away to witness their detonation.The amount and type of explosives used were not described by the regime. The CNN journalists present described seeing "soccer ball" sized and shaped explosives, rigged alongside one another, visible for a distance of around 35 meters inside the tunnels.The journalists watched a succession of explosions, and when they were finished were allowed closer to inspect the damage. Each tunnel was caved in, with rubble blocking the entrance.There were no international experts in the invited group and no one was present who was able to assess the explosions in order to tell if they were deep enough to destroy the tunnels.North Korea has conducted six nuclear tests at the site, which lies more than 200 miles (370 kilometers) north of Pyongyang, the most recent and powerful of which was in September 2017.There are four tunnels at the site, although journalists only witnessed the destruction of three. A fourth tunnel used for one nuclear test in 2006 had already been shut down, North Korean officials said. The journalists were also shown two additional tunnels that the North Korean officials said had never been used before.Before Thursday's explosions, experts had warned that the tunnels' destruction could destroy valuable evidence of the state of North Korea's weapons program. NOBLESVILLE, Ind. — The teacher whose actions stopped a shooting at Noblesville West Middle School om Friday said his actions were, in his mind, "the only acceptable actions."Science teacher Jason Seaman didn't say much Monday morning in his first press conference since the shooting on Friday. But what he did say only reinforced what many already know about Seaman: It's not about him. He brushed off credit for stopping the shooter, instead praising other teachers, students and the school resource officer at the school. "I want to make it clear that my actions on that day, in my mind, were the only acceptable actions I could've done given the circumstances," Seaman said. "I deeply care for my students and their well-being. That is why I did what I did that day."Police say Seaman, 29, tackled a student who started firing in his classroom Friday morning. He was shot three times during the incident, but released from the hospital Saturday. Ella Whistler, a student at the school, was shot Friday. Her family says she's doing well at Riley Hospital for Children."I can't say enough how proud of Ella I am and how we all should be," Seaman said. "Her courage and strength is nothing short of remarkable and we should continue to keep her in our minds as she continues to recover."After the press conference, Seaman honored at an Indiana Sectional Championship baseball game between Noblesville High School and Hamilton Southeastern High School. Noblesville Schools is selling T-shirts to raise money for Seaman and Whistler.
