But the local planning commission is hoping that changes very soon. For the last 11 years, the Midway Pacific Highway community planning group has had a plan to modernize Midway. With the city’s lease of the Valley View Casino Center coming up in 2020, the group is hoping to share some big ideas.“What better way to create more housing than in Midway,” Cathy Kenton, Chair of the Midway Pacific Highway Community planning group, said.The advisory group’s goal is to rezone much of the 1,300-acre district, to encourage new, mixed-use construction. A big part of that would be the 11,000 new dwellings, which could increase the residential population from 3,000 to 23,000 in the next 30 years. Except there is one problem — the city’s 30-foot height limit.In 1972, San Diegans voted on Prop D, which limits all buildings west of I-5 in the area (Coastal Height Limit Overlay Zone), to 30 feet.The commission believes this outdated law is stifling its potential growth, literally.“40 feet would be terrific, 70 feet would be awesome,” Kenton said. “Anything that would help us get a little more vertical would certainly open up the community, and not make it so dense.”The commission’s current redevelopment renderings do not include any high-rises.“So they’re all very flat and pretty boring looking, to be honest,” Kenton said. But they are still presenting these plans to the Smart Growth and land use hearing and to city council next week.Kenton says getting that approved is only the first hurdle. She believes the only way that Midway can reach its highest potential is if Prop D is overturned by the voters.That requires a community petition or a city council vote to put the measure on the ballot. “No one has a crystal ball for whats going to happen,” Kenton said. Kenton says the likelihood of getting the measure on the June or November ballots is slim, but they will keep trying.Those opposed to it say, constructing tall buildings would obstruct ocean views. If residents eventually vote to overturn Prop D, the committee says they will go back to the drawing board, to include mostly middle and some low-income high-rise apartments. 2319

He has worked with those who were arrested at the Zion Market ICE Raid in February 2019."Whether people have documents or not, people have the right to work, and people have the right to produce and create a meaningful life for themselves," Prado said. Saturday, President Trump disagreed saying, "Everybody that came into the country illegally will be brought out of the country very legally."So even when the President announced that he would delay the planned nationwide ICE Raids initially scheduled to begin Sunday, Prado's work remains the same. "We are on a permanent campaign of informing families what their rights are," Prado said. "What their constitutional rights are, ensuring that they know that they don't have to speak to immigration law-enforcement, that they don't have to open the door, that they should demand to see any form of warrants that they have, whether it be judicial or administrative warrants that ICE produces."In a Tweet Saturday, Gavin Newsom agreed saying, "When we talk about knowing your rights, 'no abras la puerta.' SAN DIEGO (KGTV): The San Diego Sheriff's Department has a new tool to help keep deputies safe as they fight the war on drugs.The department just bought 15 TruNarc devices. The hand-held scanners can detect and identify drugs without the deputies having to come into physical contact.Previously, to determine what kind of drug was present at a crime scene, law enforcement would have to scoop a small amount into a kit for testing. The TruNarc uses laser technology to scan through plastic bags.This technology has become increasingly important with the rise of drugs like Fentanyl. Just a microscopic amount can cause an overdose, which has made first responders wary of handling it.The TruNarc can identify more than 200 different drugs and takes less than 2 minutes to complete the scan and give a presumptive result.San Diego Sheriff's Deputies used it earlier this month when they encountered an unconscious man in San Marcos. He was covered in white powder. Deputies called for the scanner and found the powder was Fentanyl. They called for a hazmat team to clean the scene. Officials with the department say the device likely saved the man's life, as he was able to get the medical help he needed. They say it also may have saved the officers, who didn't have to touch the man or the powder until after the scene had been made safe.The devices cost ,400 each. A grant from the Honorary Deputy Sheriff's Association helped pay for them. One has been given to each sub-station around the county. San Diego Extension are teaming up to create what's called an income share agreement. Here's how it works:People complete a roughly yearlong certificate program in digital marketing, business intelligence, front-end web design or java programming at UCSD Extension. The fund will front the student's entire tuition, plus support services to total about ,500. Grads only make payments on it if they have a job that pays at least ,000 a year. "Once you get a foothold in some of these jobs, your salary potential grows even faster," said Andy Hall, chief operating officer of the San Diego Workforce Partnership. Grads would be billed 6 to 8 percent of their pre-tax salary per month, but they'd never pay more than ,500. Plus, all payments top after three to five years.
