WASHINGTON (AP) — Defense Secretary Mark Esper said Monday that President Donald Trump gave him a direct order to allow a Navy SEAL accused of war crimes to retire without losing his SEAL status.Esper told reporters at the Pentagon that Trump’s order was the reason he announced Sunday that Chief Petty Officer Edward Gallagher would be allowed to retire with his Trident Pin, retaining his status as a SEAL.Last week Trump had tweeted that he wanted Gallagher to be allowed to retire as a SEAL, but Esper’s comments Monday revealed that Trump had given the defense secretary a direct order to make this happen.Gallagher was acquitted of murder in the stabbing death of an Islamic State militant captive but convicted of posing with the corpse while in Iraq in 2017.In his remarks, Esper also made the extraordinary accusation that Navy Secretary Richard Spencer last week had secretly offered to the White House to rig the Navy disciplinary process to ensure that Gallagher not lose his Trident. However, in a letter Sunday to Trump acknowledging his firing, Spencer gave a different version of his thinking.Spencer said he could not in good conscience follow an order that he believed would undermine the principle of good order and discipline in the military – suggesting that he had been -- or expected to be -- ordered to stop the peer-review process for Gallagher.Esper said he remains concerned, based on the Gallagher case and other trouble with battlefield behavior by the military, that soldiers, sailors, airmen and Marines are not properly and fully trained in ethical standards. He said he had ordered the Pentagon’s legal office to review how the military educates and trains service members on wartime ethics and the laws of armed conflict. WASHINGTON (AP) — President Donald Trump has signed a bill that makes certain acts of animal cruelty a federal felony, saying it’s important for the nation to combat “heinous and sadistic acts of cruelty.”The Preventing Animal Cruelty and Torture Act prohibits extreme acts of cruelty when they occur in interstate commerce or on federal property.The legislation expands on a 2010 law that targeted videos depicting the crushing or torturing of animals, but that did not prohibit the underlying conduct. Under the new law, the underlying acts of cruelty would be a federal crime.An array of animal rights groups attended a signing ceremony Monday in the Oval Office. (KGTV) -- The husband of a Vista woman who went missing in 2017 has been arrested for her murder, according to the San Diego County Sheriff’s Department.Hector Martinez was arrested Thursday morning for the murder of Maria Guzman, who was reported missing on October 13, 2017.The couple had been married for 20 years and has three daughters who, at the time of her disappearance, were nine, 15 and 19. According to the department, Martinez reported Guzman missing after the couple got into a fight. Martinez told authorities Guzman went for a walk around 9 p.m., leaving behind her belongings at the family’s Vista apartment. RELATED: Search continues for North San Diego County woman missing for nearly a year  Investigators recently found Guzman's remains in a rural area near Palomar Mountain. WARNING: Some might find the video disturbing due to content and languageDELRAY BEACH, Fla.-- Delray Beach, Florida police officers responded to a call Saturday of a woman and children standing on a roof. When they got there, they say they found a 23-year-old woman who was hallucinating and two small children on the garage ledge on a townhouse. Officer Rob Addea got under the window, ready to catch a child or the woman if necessary, police said.“Just get the kids back inside,” Addea said.Two other officers went upstairs and out a window to the ledge and one grabbed the children's arms while the other tried to reason with the woman, police said.Police eventually were able to rescue all of them.Body camera video recorded the actions of the officers. The woman has been committed to a mental health facility under the Baker Act and might face criminal charges, police said.The Florida Department of Children and Families is investigating and the children are in their custody.  1032
