ENCINITAS, Calif. (KGTV) -- A popular Encinitas cafe was destroyed and nearby residences were evacuated following a blaze early Monday morning.Crews were called around 12:15 a.m. to a commercial building fire at 698 N Coast Highway 101, about three blocks from the coastline.Witnesses reported hearing an explosion then seeing the building fully engulfed almost instantly. "I heard a really loud pop and then I heard some yelling," said Matt Prior, a nearby resident. He thought the noise was gunfire until he realized the popular Mozy Cafe was engulfed in flames."I went outside and saw like a really big orange glow," said Prior.Flames were still raging an hour after the first units arrived. More firefighting units were called to the scene and crews evacuated nearby residential buildings.No injuries were reported.In total, Mozy Cafe and three other businesses resided in the destroyed commercial building. Firefighters remained on the scene as of 6 a.m. to monitor hot spots. The cause of the fire is under investigation but officials say it does not seem suspicious.The owners of the four businesses say they want to rebuild and have created a GoFundMe to raise money. 1185

ENCINITAS, Calif. (KGTV) - The City of Encinitas announced a timeline Monday for its leaf blower ordinance restrictions. The rule, which bans all gas-powered leaf blowers and restricts hours of use, was adopted by the Encinitas City Council on Aug. 21. The ordinance took effect for city operations on Sept. 20. By Dec. 20, all commercial operators will be required to comply with the rules. All others have until Jan. 20, 2020 to adhere to the restrictions. The new ordinance includes the following restrictions: Prohibits the use of all gas-powered leaf blowers citywide by January 20, 2020; Allows for the use of electric or battery-powered leaf blowers; Requires responsible use of blower equipment to control dust and noise; Leaf blowers of all types may only be used between 8 a.m. and 6 p.m. Monday through Saturday, and between 12 noon and 5 p.m. on Sundays.Anyone who must purchase a new electric or battery-powered leaf blower can take part in a rebate program to partially subsidize the purchase. ENCINITAS, Calif. (KGTV) — Encinitas leaders will consider developing a parking lot for the homeless next week, but the idea is already receiving pushback.If approved, the parking lot would be the first for homeless use in North County and modeled after other similar lots in San Diego.The location, at the Leichtag Commons agricultural property on Saxony Road, would be operated by Jewish Family Services. ESCONDIDO, Calif. (KGTV) - Surveillance video shows a thief going shopping overnight at a trailer company in Escondido."It's heartbreaking," said Alea Barreto, manager at Norco Trailers.Barreto says on Saturday night, video shows a pickup truck parked outside their fence. Nearby, a man appears to be scoping things out. The next night, just before midnight, he's back. He retrieves something from the truck and uses it to cut a hole in the fence. Once that happens, he backs his truck through the hole and onto the property, before he begins hauling away trailers. On the video, a man in a hoodie is seen browsing the lot. He hitches a landscaping trailer, but before he can get it out, the trailer becomes detached. He attaches it and drives off."Every time I watch it, it's more painful," said Barreto.The pain is felt over and over. Not long after the truck is seen leaving, the truck is back and hauling away another trailer. Within a few hours, four trailers are stolen. Three of the thefts are caught on video. The total loss is about ,000. The company is insured, but a possible hike in insurance rates is not worth it. They've decided to eat the cost. The business is a family-owned shop. "Just trying to put food on the family table, and nope, someone else feels like they deserve it instead," said Barreto.The truck is believed to be a silver GMC or Chevy pickup.
