EL CAJON, Calif. (KGTV) - Unforeseen problems at the East County Performing Arts Center will delay a renovation project and plans to turn the venue into a rock concert hall. They will also cost the city about million more to complete the project.The City Council approved the extra cost at their meeting on December 11th.The ECPAC has been closed since 2010, a casualty of the Great Recession.Over the years it fell into disrepair. But in 2017, city leaders put together a plan to reopen it. Engineers found the heating, ventilation and air conditioning system needed to be replaced. They also found parts of the roof that needed repairs.The extra cost for those two combined is about .7 million.To prepare for any further problems that the city also agreed to add 2,000 to the budget as "contingency" money.The new money will come from the city's general fund, which had a surplus last year. They'll also use about 0,000 from the original budget for renovations that hasn't been spent yet.Speaking at the Council Meeting on the 11th, Mayor Bill Wells voiced support for the extra cost, saying the project shouldn't be done with "half measures.""Since we're investing so much in this and Live Nation doesn't want it to be a hot summer day in August and have the air conditioning go out, we collectively made the decision it was prudent to spend the extra money," Wells said.With the extra work, the venue will now open in the fall of 2019. I closed up the country long before any of the experts thought I should," Trump said.One study by Columbia University estimates that 36,000 lives could have been saved if the U.S. had locked down and adopted social distancing measures just one week sooner.When asked directly by an audience member about his comments to Woodward, Trump claimed his actions proved he "up-played" the pandemic."Well, I didn't downplay it. In many ways, I actually up-played it in terms of action. My action was very strong," Trump said.Trump pointed to travel restrictions he imposed to China on Feb. 2 and on Europe on March 13 as evidence that he "up-played" his response to the virus. Both restrictions still allowed some travel from the regions to enter the U.S.The President also questioned the effectiveness of masks during the event. El Cajon Police continue to search for a wanted suspect while an officer recovers from being dragged down a road by a car. The suspect has been identified as 41-year-old David Pangilinan of Guam. He found a sleeping man and woman inside the car that was later determined to be a rental.The male driver of the car first tried to give false identification then started to put it into gear, so the officer tried to stop him. The officer got trapped in the car and was dragged down the road, then hit by another car. The SUV drove away and was deserted nearby, with the man and woman nowhere to be found. They are still on the loose and El Cajon police are asking for the public to report any information on their whereabouts.The officer is in critical condition as of Monday.A police officer in Guam said they’re on high alert and would know if he tried to return to the island because everyone who lands at the airport in Guam is required to go to a mandatory quarantine facility for six days. EL CAJON (CNS) - A resident at an East County independent-living facility was ordered Thursday to stand trial on a murder charge for allegedly killing a fellow resident by beating him in the face and head with a frying pan following an early morning argument.Brad Masaru Payton, 26, faces 26 years to life in state prison if convicted of the murder charge and an allegation of personally using a deadly weapon in the killing of Matthew McCarthy.Police said the violence at the transitional group home in the 1200 block of Naranca Avenue in El Cajon was reported shortly before 5 a.m. last Dec. 20. Patrol officers arrived to find a badly beaten McCarthy in a bedroom at the residence, said El Cajon Police Lt. Payton was arrested without incident.According to Miller, the victim and the defendant knew each other and lived in separate rooms. EL CENTRO, Calif. (KGTV) - Two earthquakes shook the Imperial County city of El Centro Monday night. The first quake, which measured a 4.0 magnitude, was 1 kilometer east-northeast of the city at 6:13 p.m. The second quake was a 3.7 about 30 seconds later.A check of the U.S. Geological Survey's 'Did You Feel It' map showed shaking was reported in Calexico, about 12 miles away, and Yuma, Arizona.RELATED: Is there such a thing as earthquake weather?The quakes were "very quick", said an El Centro hotel clerk who did not wish to be identified.A server at Denny's said the shaking made his customers stand up out of concern, but no one was hurt.While no major damage has been reported, the quakes were strong enough to shake overhead lights and topple monitors on display at Staples, according to clerk Krosby Rider. 825
