SAN DIEGO (KGTV) - Less than a week before the election, there are reports of political yard signs being stolen and vandalized, and in some cases, appearing in yards.Sunday night, just before midnight in a cul-de-sac in El Cajon, surveillance video shows a car driving slowly before it stops to let someone out."A shadowy figure, looks young, maybe 10 years old, gets out of the vehicle, runs in, and grabs a political sign," said Brandon Spaulding.Spaulding says the sign being taken belonged to his neighbor and it read "Trump/Pence, Make America Great Again." That same night, Spaulding's sign, which had been vandalized days before, also disappeared.The apparent thieves in the Sunday's thefts: a child and an adult."Very disappointed and frustrated ... being a terrible role model. Local Republican Party officials say they've received more than a 100 reports of stolen Trump signs, a greater number when compared to previous presidential elections.In Coronado, police responded Wednesday to seven homes, where yard signs reading "Racism Lives Here" appeared in front of the homes of Trump supporters who were displaying signs or flags.It isn't just Trump backers being targeted. On the Nextdoor mobile app, ABC 10News found numerous examples of signs supporting presidential challenger Joe Biden stolen.Just south of Balboa Ave., Margo Thomas woke up Wednesday to her Biden/Harris yard sign gone."To me, it just feels like you’re stifling free speech," said Thomas.There is still no mistaking who Thomas is backing. SAN DIEGO (KGTV) — Jurors were again deadlocked in the retrial of the man accused of shooting two people outside of a Metallica concert in downtown San Diego in 2017.In July, 37-year-old Ray Pitoau had his first trial and was found guilty of three firearm charges, including felon in possession of a gun. But jurors were deadlocked when it came to charging him with three counts of assault with a deadly weapon.On Friday a jury, again, could not reach a verdict on the assault charges against Pitoau.RELATED: 526

SAN DIEGO (KGTV) - Local groups including the Local Initiatives Support Corporation, are pushing for the City of San Diego to draft up and pass an ordinance that excludes certain zoning policies. "We're not asking to spend billions of dollars and build something, we're saying change the zoning. They have the prerogative, it's under their jurisdiction, we're reminding them there are issues at stake and those issues are communities to this day that are segregated," said Ricardo Flores, executive director of LISC.Flores says the same areas that were identified back in 1930 by San Diego banks as low-income areas are still falling under that category today. Additionally, areas outside of those remain zoned for single-family homes, keeping the lower income families from moving in. "So, what we’re effectively saying is, if you can't buy a single-family home in Kensington, then you can't live in Kensington. But, that’s not the truth; the truth is Kensington is zoned one thing, single family, and we need to expand that zoning." A representative at the rally from Chicano Federation says, "We are tired of the continuation of policies masked as zoning when in reality they are policies of segregation." Meantime, Borre Winkle, CEO and president of the Building Industry Association of San Diego told 10News, "The American dream is not to live in an apartment, the American dream is still to live in a single-family dwelling unit no matter how big it is".Winkle says getting rid of single family zoning isn't the solution. SAN DIEGO (KGTV) -- It all started when La Jolla Shores resident, Penne Horn, had a birthday coming up."It started as a joke. My son asked what I wanted for my birthday and without any thought the words flew out of my mouth 'I want an ice cream maker,'" Horn said. The rest you could say is history.Since the day she received her wishlist item, she like many of us, spent time indoors with her new addition. "I started making ice cream. I just had too much of it and thought there's gotta be something I can do with this," Horn described. So she began to give it away to neighbors. It was so good that nearby residents with a sweet tooth wanted more and insisted on paying her, when a light a bulb went off. "I was hearing stories of families who got dogs in beginning of COVID, then lost their job and couldn't feed family let alone their dogs. I thought I will make the ice cream and ask people for donations. They'll donate and I'll buy dog food, and take it down to St. James church where they'll distribute it." Then new ideas kept getting added to the mix."One lady came to me and said I'll donate whatever if you make an ice cream named after my dog." Then, Twoee's Howling Good Ice Cream was born, named after her own sweet furry companion. "I draw all these different characters of dogs and name the ice cream after their dog."Horn's a former member of the Scripps and Humane Society boards, and she's always given back to the community. "It's part of my life, it's part of who I am."This time around, her community service was something new, a bit more sweet and born out of a pandemic. "There's a little silver lining if you look for it, I never would've started this if it hadn't been for the pandemic. There's good in everything."
