SAN DIEGO (CNS) - Father Joe's Villages will kick off its first housing project of the year Tuesday at the future site of 82 affordable housing units.The project will convert an old E-Z 8 Motel at 1010 Outer Road into the housing complex for homeless residents. The project's kick-off ceremony will include a name dedication for its community funders and a 17-feet-tall banner unraveled from the building's top balcony, reading "Hope Lives Here."The city of San Diego plans to open a similar facility nearby in the Egger Highlands area by refitting a Super 8 motel that was the site of regular drug use and prostitution. The facility will include 82 beds and counseling for low-level drug offenders, many of whom are currently homeless. SAN DIEGO (CNS) - Construction crews will close the northbound Interstate 5 off-ramp at Balboa Avenue Friday for a full weekend of work to make improvements to the off-ramp and its intersection with Balboa Avenue, according to the San Diego Association of Governments.The closure will take place from 9 p.m. Friday through 5 a.m. Monday, during which time construction crews will widen the off-ramp from one lane to two and add a traffic signal at the affected intersection. The signal will go into permanent operation on Monday when the ramp re-opens to vehicle traffic. The improvements will make it easier for motorists to access the future Balboa Avenue trolley station once it opens.The closure will necessitate lane reductions on Balboa and Garnet avenues between Mission Bay Drive and Moraga Avenue, according to SANDAG. Only one lane in each direction will be open to vehicle traffic throughout the weekend, although the schedule is subject to change.The weekend work is part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by MTS from Santa Fe Depot in downtown San Diego to University City. The extension will add trolley stops in Mission Bay Park, UC San Diego and Westfield UTC. SAN DIEGO (CNS) - A man charged with murder and arson for allegedly setting a fire that killed his parents and sister at the family's Logan Heights home had previously made statements about burning the house down and set fires around the home on several prior occasions, according to preliminary hearing testimony today.Wilber Romero, 27, is accused of setting the Oct. 13, 2019, blaze that sparked at around 4:30 a.m. and killed the defendant's father, Jose Antonio Romero, 44; his mother, Nicalasa ``Nico'' Maya-Romero, 46, and his sister, Iris Romero, 21.The defendant's father was found dead inside the home at 3114 Clay Ave., while his mother and sister died at a hospital. Romero's then-24-year-old sister, Wendy, and his then-17-year-old brother, Angel, were injured in the fire. Bystanders pulled Wendy out of the home, while Angel escaped through a window.The preliminary hearing will determine whether Romero will stand trial for charges that could have him facing life imprisonment if convicted. The hearing will resume Thursday with additional testimony. Romero remains in custody without bail.Police witnesses testified Wednesday that the surviving family members told investigators that Wilber had a history of setting fire to portions of the home or objects surrounding the residence.Angel Romero told a San Diego police investigator that Wilber set fire to the house's roof a few weeks prior to the fatal blaze, and had set fires around the house on about a dozen prior occasions, according to Detective James Barrera of the San Diego Police Department. Angel also allegedly told Barrera that his brother had previously talked about ``burning the house down and burning everybody in it.''Wendy Romero told SDPD Detective Marco Perez that Wilber had previously set fire to plants and a trash can, and also burned his clothes in a barbecue on one occasion. During the blaze, Wendy said she saw Wilber outside the home running back and forth in the street yelling at her to open the door. She told Perez that she screamed for him to help her and he ``ignored her'' and ran down the street toward a nearby park.Prosecutors say that during the fire, Wilber Romero slipped out of a side door with the family dog and escaped the fire unharmed. He was detained near the scene.Detective Gary Phillips testified that a lighter was found on the defendant on Oct. 13, and that Romero was unscathed, without any burns or soot on his clothing or body. Romero was not booked into custody on suspicion of murder until Oct. 18.Prior to his arrest, Romero appeared in local television news interviews denying any involvement with the fire and stating he tried to save his family, but was forced to save himself.Regarding allegations of his involvement, he said in one interview, ``You can lock me up, but you're not going to take me in to say this, `I did it.' SAN DIEGO (CNS) - Four men allegedly bringing several dozen pounds of drugs through the coastal North County were arrested today following a road chase from Solana Beach to Carlsbad, authorities said.The pursuit began about 10:30 a.m., when detectives tried to pull over a vehicle with five people in it on Interstate 5 near Lomas Santa Fe Drive, according to sheriff's officials.The driver refused to yield, continuing on to the north for about four miles before exiting onto Encinitas Boulevard, Sgt. Bill Kerr said.There, one of the passengers, 24-year-old Gabriel Albert Delosreyes, got out of the vehicle and allegedly made a futile attempt to escape on foot.As deputies chased down Delosreyes, the fleeing driver -- later identified as Juan Manuel Villalobos, 28 -- got back onto I-5 and went north for several more miles, then exited at La Costa Avenue and headed east along the southern shoreline of Batiquitos Lagoon, Kerr said.Reaching a residential area off Levante Street and Caminito Monarca, just east of El Camino Real, Villalobos pulled over, jumped out of the vehicle and ran off with his remaining companions.One of the four, an unidentified woman, managed to escape, but deputies quickly captured Villalobos along with cohorts Marcos Martinez, 34, and 26-year-old Eddie Anthony Navarro.Inside the trunk of the car Villalobos had been driving, deputies found a truck tire with 25 1/2 pounds of methamphetamine stashed inside it, according to Kerr."Small amounts of other drugs were also found on the suspects,'' the sergeant said.The arrestees were expected to face various criminal charges, including possession of an illicit narcotic for sale, illegal transportation of a controlled substance and conspiracy. 1736

SAN DIEGO (CNS) - Authorities asked the public Tuesday for help in identifying a man who fondled a woman and exposed himself to her last month at a Lemon Grove discount store.The victim was shopping at Dollar Tree in the 7100 block of Broadway when a stranger in a yellow T-shirt inappropriately touched her and flashed her shortly before 4:30 p.m. on April 8, according to the San Diego County Sheriff's Department.When the woman confronted the perpetrator, he left the store.
