ADDIS ABABA, Jan. 28 (Xinhua) -- The on-going political crisis in Cote d’Ivoire should be and can be solved peacefully, Chinese Envoy and Assistant Foreign Minister Liu Zhenmin told Xinhua here on Friday, ahead of the 16th African Union (AU) summit scheduled for Jan. 30-31.Liu was in the Ethiopian capital Addis Ababa, the headquarters of the 53-member African bloc, to attend the summit as special envoy of the Chinese government.Cote d'Ivoire has been trapped in a political impasse since the landmark presidential run-off held on Nov. 28. Both incumbent Laurent Gbagbo and opposition leader Alassane Ouattara claimed victory and swore themselves in as president, and formed their respective government.Gbagbo was backed by the country's Constitutional Council, while Ouattara has the support of the electoral commission and the international community including the United Nations (UN), the AU, the Economic Community of West African States (ECOWAS), the United States and France.China hopes various parties and stakeholders in Cote d’Ivoire can resolve their disputes through dialogues and consultations based on the interest of the country and its people, and maintain peace and stability, Liu said.A peaceful solution to the crisis is not only in the interests of the Ivorian people, but of the West African region as a whole, according to Liu.China appreciates the efforts made by the AU and ECOWAS to find a peaceful solution to the crisis, and will continue supporting Africa’s efforts to resolve the crisis peacefully, Liu said.According to the UN, more than 200 people have died from violence during the power struggle between Gbagbo and Ouattara.The 16th AU summit, to be held under the theme “Towards Great Unity and Integration Through Shared Values,” will gather heads of states and government from member states to discuss issues including Africa’s integration, and peace and security in the continent. The situation in Cote d’Ivoire, among others, is expected to top the agenda of the summit.

LOS ANGELES, May 9 (Xinhua) -- Drinking alcohol may raise the likelihood among teenagers to spend more time on computers, a new study suggests.The study, conducted by researchers at Weill Cornell Medical College, was based on a survey of 264 teenagers, aged 13 to 17.Results showed that compared with teens who did not report drinking, those who drank alcohol in the last month used a computer more hours per week for non-school-related activities, including the use of social networking sites.Drinking was also linked to more frequent social networking and listening to and downloading music, according to the study published Monday in the on-line edition of the journal Addictive Behaviors.However, there was no demonstrated link between alcohol use and computer use for school work, neither there was strong link between video games and drinking or on-line shopping and drinking."While the specific factors linking teenage drinking and computer use are not yet established, it seems likely that adolescents are experimenting with drinking and activities on the Internet," said Dr. Epstein, assistant professor of public health at the college."In turn, exposure to on-line material such as alcohol advertising or alcohol-using peers on social networking sites could reinforce teens' drinking."Children are being exposed to computers and the Internet at younger ages. For this reason it's important that parents are actively involved in monitoring their children's computer usage, as well as alcohol use."Teenagers typically first experiment with alcohol at age 12 or 13, according to the study.Family risk factors include lax parental supervision and poor communication, family conflicts, inconsistent or harsh discipline and a family history of alcohol or drug abuse."According to a national study conducted by the Pew Internet and American Life Project, more than half of parents of teenagers had filters installed on the computers their child uses to block content parents find objectionable, yet many parents do not use any form of parental monitoring, particularly for older teens," Epstein said.

Right now we're cooperating with the Chinese government to help milk producers get the most out of their milking systems."Israel is one of the leading countries in milk production, with each cow yielding around 12,000 liters of milk a year on average. Two Chinese provinces plan to use AKOL's milking control system, in order to better manage their herds and equipment and increase milk production."And this is just the beginning," Shani explained, "because we are also working with other developing countries. BEIJING, March 28 (Xinhuanet) -- Google Inc. is working with MasterCard Inc. and Citigroup Inc to develop a technology that could make mobile payments, according to media reports Monday.The new technology named "Nexus S Android" is embedded in Android mobile devices and allows customers to make purchases by waving their smartphones in front of a small reader at the checkout counter.Credit-card reader producer VeriFone Systems Inc, also involved in the new payment service, is developing contact-less devices that could allow people to pay with a wave or tap of credit card or a tap of smartphone.To use the service, holders of Citigroup-issued debit and credit cards must activate a mobile-payment application developed for one current model of Android phones. More models will be coming as the technology advances.Besides mobile payment, consumers would also be able to get targeted ads or discount offers, manage credit-card accounts and track spending through an application on their smartphones.Due to the deliberate design of the technology, customers have no need to worry about the security of their payment information. BEIJING, Feb. 24 (Xinhua) -- The Standing Committee of the National People's Congress (NPC) will vote on draft laws on vehicle and boat taxes at the end of its bimonthly sessions on Friday.The group is also expected to vote on protecting the nation's intangible cultural heritage and a draft amendment to the Criminal Law.The Chairperson's Council of the NPC Standing Committee adopted the decision at a Thursday meeting presided over by NPC Standing Committee Chairman Wu Bangguo.The three drafts will undergo further deliberation and revision based upon the opinion of the members of the NPC Standing Committee before the laws are put to a vote.Under the draft law on vehicle and vessel taxes, there will be a reduction in taxes for vehicles with engines smaller than 2.0 liters, which accounts for 87 percent of China's cars. Vehicle owners would also be required to submit tax certificates in order to qualify for a road-worthiness certificate.
