HARARE, July 7 (Xinhua) --The eighth session of the Zimbabwe/ China joint permanent commission ended in Harare on Wednesday with a pledge by the two countries to widen and deepen economic cooperation.The two countries discussed ways of enhancing various cooperation projects already being implemented and new ones in the energy, agriculture, manufacturing, transport, tourism and water sectors.An agreement was also signed for China to provide 1.5 million U. S. dollars to the China-Zimbabwe Friendship Hospital in Mahusekwa, Mashonaland East Province, for medical equipment and drugs.The hospital is part of the several projects that include two primary schools and an agricultural demonstration center that China is constructing in Zimbabwe as part of the eight measures agreed to at the Forum on China-Africa Cooperation (FOCAC) Summit in 2006 in Beijing.Other support from China includes a 200 million U.S. dollars buyer's credit facility extended by the China Exim Bank for procurement of agricultural inputs to boost food production in Zimbabwe.Zimbabwean foreign minister Simbarashe Mumbengegwi praised China for setting a shining example to other world donors by honoring pledges it made to assist Zimbabwe under the Forum for China-Africa Cooperation.Mumbengegwi noted that under the eight measures enunciated by Chinese President Hu Jintao at the FOCAC heads of state summit in Beijing in 2006, projects earmarked for Zimbabwe are now at various stages of completion.The Chinese government has also dispatched 10 agricultural experts and 23 volunteers to buttress the cooperation."By successfully implementing these measures, China has set a shining example for other donors and international cooperating partners who do not always honor their commitments," Mumbengegwi said at the opening of the eight session.He said Zimbabwe is also willing to learn and benefit from China's experience and expertise in the economic sphere, which has transformed the country into a global economic powerhouse."Zimbabwe will, therefore, welcome Chinese investment and is ready to discuss during the joint commission specific projects in the energy, agriculture, manufacturing, transport, tourism and water sectors," he said.Mumbengegwi thanked China Exim Bank for extending the 200 million U.S. dollars buyer's credit loan repayment period from five to eight years, saying this would give Zimbabwe the breathing space to turn around its economy and enhance capacity to repay loans extended by China."The payment of the arrears and extension of the repayment period on the 200 million U.S. dollars buyer's credit loan have paved the way for increased cooperation between Zimbabwe and China, " he said.While hailing China as a good example of a reliable and dependent donor partner, Mumbengegwi said he hoped the Asian country will similarly implement new eight measures announced by Premier Wen Jiabao at the fourth ministerial conference of FOCAC held in Egypt last year.He said the projects that have been identified for implementation in Zimbabwe are in critical sectors of energy, water, health, education, agriculture and social infrastructure.

BEIJING, Aug. 4 (Xinhua) -- China's foreign exchange regulator Wednesday pledged to continue efforts to manage illegal capital inflows in the second half of the year.In a statement on its website, the State Administration of Foreign Exchange (SAFE) said it had investigated up to 3.5 million cases of international trade transactions, involving a total of 440 billion U.S. dollars, during its hot money monitoring campaign, which began in February.The statement said it had identified 197 cases of illegal capital inflow, but it gave no exact sum for the cases.SAFE said earlier last month that its investigations had found 190 cases, involving 7.35 billion U.S. dollars, of hot money inflows.Capital flows into and out of China for purposes other than import and export payments are strictly controlled by SAFE, which manages the country's 2.45 trillion U.S. dollars in foreign exchange reserves.The statement also said it would introduce new foreign exchange instruments to meet domestic market demand and support China's currency reforms.China's central bank announced on June 19 that it would further the reform of the formation mechanism of the yuan exchange rate to improve its flexibility.The hot money campaign was launched amid concerns that speculators were betting on an appreciation of the Chinese currency and rising asset prices.

BEIJING, July 13 (Xinhua) -- China has approved 27 websites to sell medicine to individual consumers via the internet, the State Food and Drug Administration announced on its website on Tuesday .The administration stipulates that the 27 online pharmaceutical dealers could only sell over-the-counter medications to individual consumers, not to other businesses or medical facilities.According to a provisional regulation regarding the online transaction of drugs, those selling medications online must receive a license and put their license code on the front page of their transaction websites.The list of the 27 websites permitted to sell medications online is available on the administration's official website, www.sfda.gov.cn.

URUMQI, June 16 (Xinhua) -- A total of 380 Chinese nationals had returned home aboard Chinese chartered flights as of Tuesday night from southern Kyrgyzstan where ethnic clashes have left some 170 people dead.The Chinese government has sent four chartered planes to bring home nationals including business people and students in Kyrgyzstan. Three chartered planes dispatched on Monday and Tuesday have returned and the fourth one left at 9:37 p.m. Tuesday an airport in Urumqi, capital of northwestern Xinjiang Uygur Autonomous Region, for Osh of Kyrgyzstan to fly home more Chinese nationals.More than 600 Chinese nationals living around Osh have been sent to the city's airport with help from the Chinese Foreign Ministry and the Chinese embassy in Kyrgyzstan. CHANGCHUN, July 31 (Xinhua) -- Soldiers and emergency workers are still struggling to retrieve the thousands of chemical-filled barrels that were swept into a major river by rain-triggered floods in northeast China's Jilin Province.Some 3,000 chemical-filled barrels and 4,000 empty ones fell into the Songhua River Wednesday morning after floods swamped the warehouses of two chemical companies in Jilin City, Jilin Province.The accident happened on the same day when Zhou Shengxian, minister of environmental protection, called for more steps to tackle pollution in the Songhua River while addressing a meeting on water pollution control.Though the river is facing the risk of being contaminated by chemicals, experts have concluded that the root cause of the accident is the irrational layout of chemical factories.MORE THAN 5,000 BARRELS RECOVERED AMID DIFFICULTIESMore than 5,000 of the 7,000 chemical barrels had been recovered as of 7 p.m. Saturday, local authorities said.Additionally, more than 10,000 soldiers and civilians have been stationed at 16 points in Jilin's Songyuan City, where the Songhua River enters Zhaoyuan City in the Heilongjiang Province; their task is to try and recover all the remaining barrels within the territory of Jilin Province.However, as the Fengman Dam, located on the upper reaches of the Songhua River, opened its floodgates Friday afternoon to discharge flood waters, the unrecovered barrels are now flowing faster down the river and it has become more difficult to retrieve them, said Professor Liu Guoliang, a chemist who is leading Heilongjiang's retrieval team.Experts are concerned that the chemical-filled barrels might explode if they slam into a dam at high speed, although the dams may be helpful in intercepting the barrels."The blue barrels are like time bombs. We don't know when any of them might explode," said Chen Yanpeng, a resident of Jilin's Yushu City, who has participated in the salvage work."In addition to retrieving the barrels, people should also consider why this has happened," Cheng said.
