CAIRO, Nov. 7 (Xinhua) -- Delivering a speech at the Arab League headquarters in Cairo, capital of Egypt, on Saturday, visiting Chinese Premier Wen Jiabao described the world as full of colors and with different civilizations which constitute cultural diversity.     The history of human civilization has testified that cultural diversity is necessary for human prosperity, and dialogue, exchange and integration among different civilizations have formed an irreversible historical trend and a necessity for the improvement and continuous development of civilizations.     "Dialogue, exchange and integration among different civilizations form the powerful current of human civilization surging ahead ceaselessly," Wen said.     Today's world is home to over 200 countries and regions, more than 2,500 ethnic groups and 6,000-plus languages, the Chinese premier cited just a few numbers to demonstrate the diversity.     Under the current international circumstance which is undergoing profound and complex changes featuring increasingly deepened world multi-polarization and economic globalization, peace and development remain the two main themes facing the human society. Therefore, dialogue on equal footing between different civilizations is of great practical significance.     Dialogue among civilizations as conducive to enhancing mutual understanding and harmonious co-existence among peoples, to promoting constant progress of human society, to promoting the establishment of a just and rational new international order, and to promoting diversification of the world and the sharing of human civilization.     In 1956, seven years after its founding, the People's Republic of China established contacts with the Arab League. Over the next few decades, mutual understanding and support gained momentum. In the recent decade, the two sides have witnessed even closer ties and have maintained coordination and mutual support in international affairs.     In January 2004, during Chinese President Hu Jintao's visit to the Arab League headquarters in Cairo, China and the Arab League announced the establishment of the China-Arab States Cooperation Forum.     In the following several years, a variety of cultural exchange activities has deepened understanding between both sides, and the forum became a new platform for promoting China-Arab friendly relations.     With an accelerated pace of globalization, peoples of different cultural backgrounds have the urgent need for mutual understanding and learning from each other, only through which a solid foundation can be laid for sustainable cooperation between different nations.     China and the Arab countries are all developing countries, which share a common aspiration of peace, stability and development. In recent years, both sides have continued to strengthen economic and trade exchanges, high-level visits and cultural exchanges.     Both sides, therefore, have every reason to believe that through more dialogue and exchanges, the Chinese civilization and Islamic civilization will be able to continue to enrich themselves, respect each other, co-exist harmoniously and develop together in a world that embraces diversity, and both sides will adopt a strategic perspective and proceed from the long-term interests of the peoples on both sides to unswervingly promote the stable and comprehensive development of the China-Arab relations and open a new chapter for the China-Arab friendly and cooperative relationship.  

COPENHAGEN, Dec. 17 (Xinhua) -- Chinese Premier Wen Jiabao said on Thursday that China is not obliged to subject its voluntary climate action to international monitoring.     Wen made the remarks when meeting with some world leaders on the sidelines of the ongoing UN climate change conference in the Danish capital, Chinese Vice Foreign Minister He Yafei told reporters. The Bali Action Plan has clear stipulations regarding whether a country's mitigation action should be subject to international scrutiny, He Yafei quoted Wen as saying.     "For developing countries, only those mitigation actions supported internationally will be subject to the MRV. The voluntary mitigation actions should not be subject to international MRV," Wen said, referring to the scheme requiring national mitigation action to be "measurable, reportable and verifiable." We should not go for suspicion. We should not go for confrontation. We should go for cooperation," he said. We promise the implementation of action," Wen said. 

BEIJING, Jan. 10 (Xinhua) -- China's foreign trade in 2009 dropped 13.9 percent from a year earlier to 2.21 trillion U.S. dollars and its trade surplus last year slid 34.2 percent year on year to 196.1 billion U.S. dollars, according to figures released Sunday by the General Administration of Customs (GAC).     In breakdown, China's exports in 2009 stood at 1.2 trillion U.S. dollars, down 16 percent from in 2008, and imports reached 1.01 trillion U.S. dollars, down 11.2 percent from a year earlier, said the GAC.     In December 2009, monthly trade amounted to 243 billion U.S. dollars, which represented a year-on-year increase of 32.7 percent and a month-to-month rise of 16.7 percent.     Last month, China's exports were worth 130.7 billion U.S. dollars, up 17.7 percent from a year earlier. December's imports hit record monthly high to reach 112.3 billion U.S. dollars, up 55.9 percent from the same period of 2008, according to the GAC.

TAICHUNG, Dec. 22 (Xinhua) -- Negotiators of the Chinese mainland and Taiwan ended a new round of talks Tuesday as the two sides agreed to cooperate in farm produce quarantine and cross-Strait employment of fishermen, as well as to deal with different product quality standards.     In an evening banquet held by the mainland's Association for Relations Across the Taiwan Straits (ARATS) Tuesday, ARATS president Chen Yunlin expressed his gratitude to the Straits Exchange Foundation (SEF) and to those in Taiwan who had contributed to the ARATS-SEF meeting.     The fruitful meetings between the two organizations were made possible by both sides across the Taiwan Strait, Chen said.     He said the two sides should continue to contribute to the peaceful development of the cross-Strait ties despite all difficulties. "The only way to measure our efforts is whether the agreements really benefit people across the Taiwan Strait."     In the previous three rounds of talks since June 2008, the two sides reached nine agreements concerning transport, trade, tourism, cooperation in finance and fighting crime among other issues.     "We have done many things in the past one and half years that should have been done long before. We will work with our Taiwan counterparts to make sure the agreements are implemented and to close loopholes in them." Chen said.     Chiang Pin-kun said Taiwan and mainland must jointly tackle economic challenges, and the establishment of a cross-Strait economic framework should not be delayed.     He called on both sides to contribute to economic prosperity and development as well as long-term peace and stability.     The agreements reached at previous meetings between SEF and ARATS had brought substantial benefits for the normalization of cross-Strait communication and benefited people on both sides, he said.     However, there was room for improvement and both sides needed to carry out further negotiations, he said.     He called for both sides across the Taiwan Strait to continue efforts to push for the development of systematic talks and promote cross-Strait communication and cooperation.     The ARATS and SEF are expected to discuss future negotiations on the Economic Cooperation Framework Agreement (ECFA), although talks on the agreement were not on the agenda of this meeting.     The two sides reached a basic consensus on avoiding double taxation and strengthening taxation cooperation in a preparatory meeting Monday afternoon. BEIJING, Dec. 24 (Xinhua) -- A report on the building of rural social security system was submitted Thursday to the ongoing session of the National People's Congress (NPC), China's top legislature, for deliberation.     Sun Wensheng, vice chairman of the NPC Agriculture and Rural Affairs Committee, said steady progress had been made in the development of rural social security system when delivering the report at the session of the NPC Standing Committee.     A total of 833 million rural residents, or 94 percent of the rural population, have joined the rural cooperative medical care system, up 2.5 percentage points from the beginning of this year, according to the report.     The rural cooperative medical care system, a government initiative implemented in 2005 that intended to make health services more affordable for the rural poor, had alleviated illness-caused poverty among farmers, it said.     The report said 320 counties, or 11.6 percent of the country's total, had been or would be approved to try a new rural social pension insurance system, which would benefit more than 15 million rural residents.     Under the pension system, senior rural residents will receive a monthly ole-age pension of varying amounts, which will be set by government according to the local income standards.     However, some local governments were financially challenged to implement the rural social security programs and only a relatively small percentage of migrant farmer workers were covered, Sun said.     The report was the result of a nearly four-month investigation conducted by the NPC Agriculture and Rural Affairs Committee.     Initiated in September, the investigation covered 17 provinces, municipalities and autonomous regions.
